Winter Yuth Indr League Rules 1. General FIFA Laws f the Game shall apply except as amended herein. See age specific rules fr details. Lack f knwledge f these Rules will nt relieve any cach, team fficial, parent r player f a team frm the respnsibilities and pssible penalties herein. ALL CLUBS, TEAM OFFICIALS, PARENTS AND PLAYERS, BY PARTICIPATING IN the KRSC Winter Indr League PLAY, AGREE THAT THEY ARE BOUND BY THESE RULES. If tw age grups are cmbined, then the divisin will play based n the lder age grups rules, if they are different. 2. Age Specific Rules All players in the Recreatinal League must be in the specified grade r a lwer grade. Exceptins may be made fr kids whse birthdays fall within the age grup fr ne grade but are in a higher grade. U6 - Kindergarten U7-1st Grade U8-2nd U9-3rd U10-4th U11-5th U12-6th U13-7th U14-8th U15-9th U16-10th U17-11th U18-12th All players in the Premier/Cmpetitive League must be brn n r after January 1 st f the specified year. 3. The Ball U6-U7 will us a size 3 sccer ball U8-U12 will use a size 4 sccer ball. U13 and up will use a size 5 sccer ball. If tw age grups are cmbined in a divisin that nrmally use different size balls, the lder age grups ball size will be used. 4. League Rster League rster must be turned in befre the first league game. The Rster Frms were attached t cnfirmatin emails at registratin, but can als be accessed n ur Website (Club>Frms>n right side f page are all the links t indr frms) Player(s) may be added t the rster prir t the start f the secnd league game. Player(s) may nly be deleted frm the league rster prir t the first league game. A guest player may play n yur team at any time t help prevent frfeits, but a Guest Player Frm must be filled ut and turned in prir t the game. 5. Field Players If a team in rec r premier gets dwn by 7 gals, their cach may elect t add an additinal player t the field. Shuld the scre get back dwn t a 5 gal difference, then the extra player must be remved. 6. Minimum Players t Start Game U6-U10 3 players U11-U12 3 fr 4v4, 4 fr 7v7 U13-U18 3 players A FORFEIT WILL BE AWARDED IF A TEAM HAS FAILED TO FIELD THE MINIMUM NUMBER OF PLAYERS WITHIN FIVE (5) MINUTES OF THE GAME START TIME. Additinal Reasns fr Frfeits Nt enugh players t start r cntinue a game. If 3 red cards are given t ne team in ne game. Miscnduct f players, caches and/r spectatrs. Using nn-rstered players. Defined as players nt registered in ur league. Guest players nt registered with the league shuld be registered befre playing. Benches clearing during a fight. Frfeits are scred as a 3-0 win/lss. Referees will nt referee frfeited games. Players with signed waivers may use the field time fr practice r scrimmage. 7. Player Equipment Players must have jerseys f a like clr and style. Clr cnflict visiting team is required t change team clrs either by changing shirts r wearing apprpriate clred pennies. Shin guards are REQUIRED and must be ttally cvered by scks. Indr turf sccer shes, flat sled sccer shes, r sneakers are allwed. NO CLEATS. Galkeepers must wear clrs that distinguish them frm all ther players and referees. Pennies can be used fr this purpse. N jewelry f any kind allwed. NO EXCEPTIONS. Cast, knee braces, anything except shin guards made f rigid material must be cvered with at least ½ inch f fam and must be apprved by the center referee. All edges must be cmpletely cvered s they d nt shw. Prtective head gear and galie helmets are ptinal. 8. Duratin f the Game In the recreatinal League, U6-U8 will play tw, 20-minute halves, with a 3-minute half time All ther age grups in bth Recreatinal and Premier will play tw, 24-minute halves, separated by a 3- minute halftime. The clck shall be stpped fr serius injuries. If time expires after a ful was called in the bx, the team will still be allwed t kick the PK. Leagues games can end in a tie. Duratin f games may be shrtened based n unusual circumstances and at the discretin f the league management r building supervisr.
9. Start f Play A kick ff will start the game and restart the game after a gal has been scred. Teams will change directin at half time and alternate kick ff. A gal may nt be scred directly frm a kickff. The ball des nt need t g frward n the kick ff. 10. Galkeepers Outdr FIFA rules apply when passing back t the galkeeper. Galkeeper may slide tackle nly if the ball is inside the penalty bx. Galkeeper may thrw, punt, r rll the ball the entire length f the field withut penalty. The fllwing nly apply t games in Rush Arena (walled field) the galie may nt advance the ball pass the midline in the air. When the galie has cntrl f the ball and is playing the ball ut f the bx, the ppsing team must retreat behind the midline and cannt crss until the player the galie plays the ball t has tuched it. 11. Substitutins Teams may substitute n their wn pssessin, and n ppnent s substitutin. Substituting players must enter/exit field in a lcatin defined by the referee. Any player may change places with the galkeeper, prvided the referee is infrmed befre the change is make, and prvided als that the change is made during a stppage f the game. Substitute players are t remain in the player bench area. A player receiving a yellw card must be immediately substituted. The player may re-enter play during the next substitutin pprtunity fr that team. 12. Ceiling/Out f Bunds If the ball tuches the netting, it is cnsidered a dead ball and will be placed accrding t the fllwing guidelines. If the ball tuches the netting directly abve the playing field, the ball shall be placed n the turf, within a 3 feet radius belw where the ball initially tuched the netting. The team that did nt tuch the ball last shall restart play. If the ball tuches the netting abve the gal bx area, and was last tuched by the ffensive team, the result will be a gal kick. If the ball was last tuched by the defensive team, the result will be a crner kick (n the walled the center mark). A whistle must signal the restart. A thrw-in, crner kick, r gal kick will be awarded when the ball ges ut f bunds. A thrw-in may nt g directly int the gal. Player has 5 secnds t put ball back int play.
13. Off Sides Off sides will nt be called, but yu may nt cherry pick (park a player in frnt f the gal bx). It is at referee s discretin t call ffsides if he/she feels a team is cherry picking. 14. Fuls FIFA utdr sccer rules apply t all infractins, including but nt limited t: kicking, pushing, tripping, hand balls, etc Thus, we will play direct and indirect kicks depending n the ful. Just as in ur utdr recreatinal leagues, all U6-U10 games will nly have indirect free kicks. N slide tackling Slide tackling will be defined as anything ther than the feet tuching the grund when attempting t take the ball away frm an ppnent. Players may slide t save balls frm ut f bunds when n ther player is nearby the rule is n tackling. Galkeepers may slide inside the penalty bx. 15. Free Kicks The fllwing applies t all restarts: Indirect and direct kicks will be given accrding t FIFA rules f the game. Rush Arena (walled field), U6-U10 will nly have indirect free kicks. Ball is in play when it makes cntact with the initial player. Oppsing players shall be 5 yards frm the ball. Player taking a kick cannt play it again until smene else tuches the ball. If an ppnent refuses t mve back 5 yards n referee s request, he may be given a yellw card fr unsprtsmanlike cnduct. If a player taking the kick delays fr lnger than five (5) secnds after having been signaled t d s by the referee, the ppsing team will be awarded the kick. 16. Heading Instructins Per US sccer recmmendatins there will be n deliberate heading at U11 and belw. When a player deliberately heads the ball in a game, an indirect free kick (IFK) shuld be awarded t the ppsing team frm the spt f the ffense. If the deliberate header ccurs within the gal area, the IFK shuld be taken n the gal area line parallel t the gal line at the pint nearest t where the infringement ccurred. If a player des nt deliberately head the ball, then play shuld cntinue. 17. Yellw Card Plicy A player receiving a yellw card must be immediately substituted ff the field and may re-enter at the next substitutin pprtunity fr that team. A player receiving tw yellw cards in a single game will result in a red card. (see belw)
18. Red Card Plicy Players receiving a red card in a game will nt be allwed t play the remainder f the game and the player s team will play a man dwn fr the remainder f the game. Players receiving a sft red card (tw yellw cards in single match) will be allwed t play next game with referee s nte f apprval. Referee can nte that player punishment shuld be enfrced as a hard red. Players receiving a hard red card will miss the remainder f the game and will be autmatically suspended frm the next game in the seasn. If the persn is ejected in the last game f the seasn, said persn shall be prhibited frm playing/caching in the first game after he/she registers fr anther seasn. The fllwing are red card eligible ffenses: Ful and abusive language. Persistent infractin f the rules after receiving a yellw card. Vilent cnduct (including, but nt limited t: spitting, threatening, cntinued rugh play, etc.) will be suspended as utlined abve and in additin, will be suspended ne additinal game and subject t further disciplinary actin as decided by the cmplex management. Assaulting a referee, participant r spectatr will be suspended indefinitely frm all activities at the Kansas Rush Indr Facility. An assault shall be defined as an attempt t cmmit a battery upn a persn; and an act which is clse t accmplishment shall be sufficient t cnstitute an assault upn a persn. Lcal authrities will be ntified. Any player r cach wh accumulates three cautins (yellw cards) during league matches per sessin will be suspended fr ne league game. Shuld a cach f a team be unable t cntrl a player s r spectatr s actins after a red card is issued, the cach will als be suspended as utlined abve. A player r cach accumulating three red cards ver a ne-year perid will face serius disciplinary actin, pssibly banning them frm Kansas Rush Indr Facility. Any team that clears the bench will autmatically frfeit the game and scre will be recrded as a 3-0 lss. Team Prbatin Any incidents ccurring fr a tw-mnth prbatinary perid will be grunds fr suspensin frm Kansas Rush Indr Facility fr 1 year. N refunds will be given t suspended players r teams. If fr any reasn an fficial/referee r emplyee f the Kansas Rush Indr Facility asks that a persn leave the facility, the persn must leave the prperty r authrities will be ntified. Fighting: Zer Tlerance Plicy Anyne fighting will be ejected frm said game and suspended fr a minimum f tw games and up t permanently. Anyne threatening r stalking anther player, cach, staff, referee r spectatr will als be ejected and reprted t the lcal authrities. 19. Referee Authrity Referee authrity applies t enfrcing the laws f the game; anything utside f that he/she must cnsult with league management. All calls are the judgment f the referee and are final. Any and all calls made by the referee are nt subject t prtest. If a referee has given 3 red cards within the game, he r she is t halt the game and cntact league Management. At which pint, league management has the discretin t terminate the game. The referee has the ability t present a red card, prir t, during and after a game. It is the sle authrity f the league management t determine player/team suspensins.
20. League Standings Pint System The Winter Yuth Indr Sccer Leagues will abide by the fllwing rules with regards t standings Standings will be determined by pints Win = 3 pints Tie = 1 pint Lss = 0 pints Red card by player, cach, manager r spectatr = -1 pint League games that end in a tie scre after regulatin play shall remain a tie game. 21. Divisin Standings - Team Ties Any divisins ending in a tie at the end f league seasn shall be gverned by the fllwing tie breaking system in rder: Head t Head results between tied teams Gal differential max f 5 gals per game, when scres are psted this will be the max difference Fewest gals allwed Cin flip 22. League Fees All teams must pay the full balance at the time f registratin t secure a spt in the league. If a team remves itself frm a league, all fees paid shall be frfeited. If KRSC Management drps a team frm a league, all fees paid shall be frfeited. Refunds will nly be given if we are unable t place a team in an apprpriate age grup divisin and these refunds will be at the discretin f KRSC Management. N refunds r game credits shall be given fr the fllwing: Frfeited games Inclement weather Stppage f game due t player and/r spectatr miscnduct r injury 23. Play Out Lines All 4v4 games will use the midline as a playut line. Once the keeper has cntrl f the ball (and fr gal kicks), the ppsing team shuld immediately mve behind the playut line. If the keeper plays the ball t a teammate n his/her side f the line, the ppsing players may crss nce the teammate has tuched the ball. If the keeper plays the ball withut waiting fr the ppsing team t get behind the line, then it is a live ball right away. If the keeper plays the ball t a teammate past the playut line, then it is a live ball right away. Only age grups U10 and belw in full field games will use a playut line. It will be marked with cnes n the side f the field as ppsed t using the midline.
