The Survey also acts as a importat record documet describig the village at a poit i time ad provides a useful compariso with the origial survey carried out i 2000. Results for the year 2000 are show i brackets. Treds ad chages are highlighted i the report, below. A questioaire was delivered to every house i the village ad 286, beig aroud 72% were retured. The Parish Coucil is therefore of the view the results are meaigful ad represetative of the views of the village. Executive Overview Cold Norto has a relatively static populatio 44% of the respodets have lived i the village for over 15 years compared with 4% i the 2000 survey. Oly 9 people have lived here for more tha 50 years. 22% of people are aged uder 16 whilst 2% are aged over 60. The comparable figures from 2000 are 24% ad 15% idicatig a ageig populatio. cour 97% of residets wat the rural character of the village preserved. There is a geeral desire for ay future developmet to be of a small scale ad of smaller types of property i order to protect the village eviromet. The majority of the respodets are cocered with speedig traffic ad pedestria safety, ad would welcome some sort of traffic calmig or further speed restrictio. Most people use private trasport to go to work with buses beig maily used for shoppig ad leisure. There is a demad for later ad more frequet trais. Local utilities are cosidered to be good. The village is relatively split o the provisio of re-cyclig facilities with a sigificat proportio watig more facilities to re-cycle, e.g., plastic ad batteries whilst a similar amout are satisfied with existig provisio. Respodets had a lot of ideas for ew clubs ad societies, although oly a hadful of ames were put dow as potetial leaders. The playgroud equipmet is geerally cosidered to be reasoable, although may people have asked for improvemets. The local shop has a very high degree of support from the commuity with 546 users; the Church is viewed as a sigificat focal poit i the village whilst 10 people use the ewly re-opeed commuity pub. C16140_Layout 1 29/11/2012 17:0 Page 4 Cold Norto a syopsis The Parish of Cold Norto lies approximately 4 miles south of Maldo ad 10 miles south east of Chelmsford. It is situated at the south-east ed of the Dabury Ridge. The village is icospicuous from distat viewpoits as it is set withi a dip of the getly udulatig ladscape. To the south of the village lies Beaco Hill from where the lad slopes dow the Crouch Valley. North-eastwards from the village the lad falls to a low lyig plai ad the Blackwater Estuary. The mai part of the settlemet is astride Latchigdo Road betwee Three Ashes Corer ad the railway bridge towards Palepit Corer, ad to the south ear North Fambridge. The Parish Church of St. Stephes is located o a south-facig slope o the road leadig to North Fambridge. The built core of the village is geerally well ladscaped with may mature trees ad established hedgerows. The rural parish beyod is partially wooded with scattered areas of dese vegetatio, particularly alog the disused railway. The golf course to the south of the village icludes Beaco Hill, which is a domiat feature i the ladscape. Views of the Blackwater ad Crouch estuaries ca be ejoyed from Hackmas Lae, St Stephes Road ad Beaco Hill. The meadow to the orth of the playig field affords a excellet view across the fields to Purleigh. A etwork of footpaths criss-crosses the parish. There are 96 dwelligs, some idustrial ad commercial eterprises ad the Three Rivers Golf ad Coutry Club. Cold Norto has a umber of facilities, which are appropriate to the size of the village. I St Stephes Road there is a thrivig primary school, with 157 pupils i attedace. The Village Hall is cetrally located ad has recetly bee refurbished ad exteded with the aid of a Lottery grat. The Hall is the base for may groups ad clubs, icludig the Pre-School group, WI, Badmito Club, Raibows ad Guides, Disabled Group, a Mother & Toddler Group, Keep Fit Class ad has attracted a umber of ew user groups followig its refurbishmet. Alogside the Village Hall is a playig field ad recreatio lad totallig 2.0 hectares. The playig field icludes a rage of playgroud equipmet, a full-size football pitch, ad a hard-stadig, marked out for etball ad basketball. The recreatio lad to the orth of the playig field is iteded as a atural meadow, where residets ca ejoy its quiet ad sceic beauty. There is a well used ad maitaied area of allotmet lad adjacet to Clarke Rise. There is a excellet geeral store that also houses the Post Office. The Norto public house is situated o the Latchigdo Road ad has recetly celebrated its secod aiversary sice re-opeig as a commuity pub based o a strog group of voluteers. A Mobile Library uit visits the village oce a fortight. 2

C16140_Layout 1 29/11/2012 17:0 Page 5 The Populatio The ages ad geders of the populatio are show i Figure 1, which shows that the majority of people livig i Cold Norto are of workig age, betwee 25 ad 59. There is o real sigificat differece betwee males ad females, although there are more males overall. This is very similar to the results from the Village Appraisal completed i 2000. C16140_Layout 1 29/11/2012 17:0 Page 6 56% (66%) of the populatio have lived i Cold Norto for less tha 15 years, with 5% (6%) havig moved ito the village withi the year. See Figure 2. Coversely 44% of the populatio has remaied i the village for over 15 years which is idicative of a relatively static populatio. How log have you lived i Cold Norto? Housig ad Plaig 95% idicated that they had o-oe i their family i eed of alterative accommodatio, compared to 88% i 2000. This differece could idicate that the houses which have bee built Figure 2 i Cold Norto over the past 10 years have helped to fill the gap that the previous residets felt were there i the way of housig opportuities. However, for 5% who were i eed of alterative accommodatio, 5% said that the reaso was due to price, the secod most quoted reaso was the lack of suitable accommodatio to buy. See Figure. % 4% 7% If uable to move, is this because of...? % 10% 5% These are the same top two aswers as i 2000, although the umbers ow are much less sigificat. 64% of respodets aswered that the most useful sort of accommodatio would be smaller dwelligs, e.g. flats, with 40% requestig them, ad 6% respodig with houses There is a strog perceived 14% preferece for future developmet to be focused o smaller types of 24% accommodatio. 8% proposed property i this Figure rage of categories. Whe asked what do you thik about the ew houses that have bee built i Cold Norto i the last 10 years?, 58% said the provisio was about right, with oly 1% sayig too much ew ad 14% sayig too expesive. This is compared to, i 2000, oly 9% sayig about right, with 18% sayig too expesive ad 14% sayig both too big ad too much ew. The declie i egative resposes shows how the housig, sice the previous Appraisal, has geerally bee well received ad is i-lie with residets prefereces. See Figure 5. Over 70% of respodets are at least satisfied with the appearace of the ew houses built i the last decade. 4

Less tha 1% favoured buildig large estates, suggestig a strog desire to keep the village rural ad small i size. 97% of respodets wated the rural character of the village preserved with 4% favourig o further developmet. 2% would fid the developmet of small scale workshop uits acceptable. What do you thik about the ew houses that have bee built i Cold Norto i the last 10 years? Police ad Crime To the questio Is your dwellig Figure 5 withi a Neighbourhood Watch Scheme?, oly 29% said that they were whilst 50% said that they did ot kow; this has icreased sice 2000, whe oly 1% did ot kow if their house was icluded i the scheme. 4% of idividuals regard police coverage of Cold Norto to be poor, 22% reasoable ad oly 4% good, the other 1% had o opiio. This is very similar to 2000, whereby oly 4% said police coverage was good ad 51.9% said it was poor. This idicates that the perceptio of police coverage of the village has ot chaged much over 10 years with Police coverage remaiig a pressig issue. 5

However, i 2011, oly 14% cosider it to be of cocer, speedig at 29% ad dog foulig at 21% are ow bigger issues. See Figure 6. However, whe specifically discussig the playgroud, the mai cocer is about the amout of vadalism ad graffiti. Which, if ay, of the followig crimes ad atisocial behaviour cocer you i Cold Norto? 21% 5% 16% 14% 15% Figure 6 29% Highways ad Road Safety As previously stated, the mai cocer i 2011 is over speedig with a strog respose to support various speed cotrol measures. There were may commets over the speed of traffic throughout the village, icludig how visual display idicators do ot always deter the speed of traffic ad a sigle request to ot put speed bumps i as it ca affect people s backs. There is a geeral cosesus that cars drive too fast throughout the village, but also that durig school-pick up times, cars are drive ad park dagerously ad ofte block i the residets of St Stephes Road, Statio Crescet ad Ferris Aveue. 60% of respodets agreed that there should be desigated pull-i zoes for school buses or better idetified pick-up areas. Local Eviromet ad Facilities Compared to 2000, the amout of houses complaiig of may floodig problems has decreased sigificatly, from 12.4% to 1%; oly 11 houses recorded curretly suffer from may floodig problems. This is a sigificat improvemet. 69% of houses either have o problems or o opiio o the matter. This is compared to 54.5% havig o problems with floodig i 2000. However, those who do have floodig problems are ot traceable as the questioaires were aoymous, so further feedback to the Parish Coucil would be useful. Whe asked whether Cold Norto could be improved by a umber of specified ameities, works or facilities, the most popular were better maitaied pavemets, requested by 25% of the populatio, udergroud utility cables ad a gas supply. However, a lot of other ways were also suggested for this questio, ragig from more dog bis to better trasport facilities to more road lights. There was little cosesus o the issue of recyclig, with 4% of respodets cosiderig that the curret facilities were adequate ad 47% claimig that they were ot; the remaiig 10% had o opiio. However whe give the choice of recyclig textiles, plastics or batteries, 48% asked for the facilities to be able to recycle plastic, compared to 28% for textiles ad 24% for batteries. These questios were ot addressed i the same way i 2000 as the same level of facility was ot provided by the District Coucil although 90% were the prepared to re-cycle. The respose to this sectio reflects a chage i expectatio over the decade sice the origial Village Survey. 6

Throughout the Survey people stated how the bushes ad hedges eed to be kept i better coditio ad how, i may places, they iterfere with people walkig safely o the pavemet. With regard to the public footpaths, 40 people kew where the footpaths were, 29 people thought they were well sigposted, compared to 150 who did ot. Trasport The mai meas of trasport to work, traiig or study for 84% of the respodets was either car or va; 7% used the trai, 4% took the local bus ad 4% walked, the remaiig 1% either travelled by taxi, motor bike or moped. The use of car or va is a defiite icrease from 2000, whe 72.% drove to work, traiig or study. It was commeted i may cases, that if the bus facilities were better the they would be more ope to usig public trasport; this is reflected by, of the people who did use the bus service, 64% used it for shoppig ad social or leisure, with oly 8% usig it to get to work. 45% of people would use a later ad more frequet trai service if available from North Fambridge Statio. A sigificat umber of people, 221, have difficulty gettig to health services, for example, 5 of these people had trouble gettig to the hospital, ad 5 people had problems gettig the doctors. Shops, Services ad Facilities Whe asked, do you use the followig facilities? the most popular aswers were the village shop ad Post Office, with 546 people, ad The Norto Pub with 10 people. The result for The Norto is particularly ecouragig give that it oly re-opeed 2 years ago as a commuity pub staffed ad maaged by local voluteers. See Figure 7. Oly 6 people used the allotmets; however they are almost fully let. Do you use the followig facilities? A large rage of activities ad sports were suggested, the most popular beig a swimmig pool, football, fitess traiig, yoga/pilates ad etball, some of which either are or could be provided at the Village Hall. The facilities provided i the childre s playgroud were rated by 41% of respodets as beig at least reasoable, however, 46% respoded as havig o opiio o the matter. Whe suggestig ways the playgroud could be improved, people came up with such as ideas as, a better skate/bike park, more equipmet for older childre, better football facilities ad football goals ad commeted that where equipmet had bee removed due to vadalism, they have ot always bee replaced. Figure 7 7

Where do you usually fid out about evets takig place i the Parish? 1% % Figure 8 12% 5% 20% 29% Publicity 7% of respodets thought that the Parish Coucil publicised its decisios ad activities at least reasoably well. The most commo source of iformatio for fidig out about evets takig place i the parish are The Norto pub mailshots, with 1% of people usig them ad the Parish magazie with 29%, compared to 20% lookig at the otice boards. See Figure 8. There were 1009 respodets to this sectio suggestig that commuicatios throughout the village are quite effective 8

This is the first time such a survey has bee carried out i Cold Norto. Survey forms were distributed to all of the houses i the village ad with a respose rate of aroud 72% the results ca be cosidered to be meaigful. 1. 5% of respodets were boys, 47% girls 2. 55% of respodets were aged 11 or uder. 45% were aged 11-16. 90% like livig i Cold Norto 4. Otherwise there was a fairly eve spread of the rage of choices offered 5. I aswer to the questio could these facilities be improved? respodets aswered: a. 5% thought improvemets to the playgroud would be of value b. 21% thought improvemets to the football pitch would be of value c. 18% thought improvemets to the skate board area would be of value 6. How would you like the facilities idetified above improved: a. Skateboard area: more ramps b. Play equipmet: ofte damaged, more eeded for older childre, safer mokey bars, zip lie, big slide, roudabout c. Footpaths require cuttig more ofte d. Basketball et: hoop is too high e. Playig field: more eve surface with holes filled, sad or rubber istead of bark, art trail i wooded area, teis court, two goals ad better marked pitch, more lights i witer f. Clubs: Browies, gymastics, teis club 7.
