Belw is supplemental infrmatin fr ur 2-Man Mechanics regarding when the plate umpire will and will nt rtate t 3 rd base. RUNNER ON 1 ST OR RUNNERS ON 1 ST AND 3 RD ; GROUND BALLS WITHIN THE INFIELD: The 13 Instructinal Chairmen as well as the advisrs that were in attendance all agreed that the plate umpire will nt rtate t 3 rd n batted balls that riginate in the infield. MECHANICS: The NFHS Mechanics manual is the ONLY accepted manual t be used in high schl games gverned by the assciatins that represent the CBUA. Even thugh there are many that feel there is a better manual t be used, this is the mechanics manual that has been adpted by the CBUA. That being said, the instructinal chairmen have met, discussed, and vted t make the fllwing alteratins t the mechanics manual used by ur CBUA umpires. BASE UMPIRE TAKING PLAYS IN FOUL TERRITORY: It is crucial that base umpires, with n ne n base, take AS MANY plays in fair territry as pssible. T many times umpires feel the need t take plays in ful territry rather than fighting t take the play in fair territry. Grund Balls t the Infield: When t G Ful EXCEPTION 3B SS It is permissible t mve int ful territry ONLY if: pressure cmes frm Thrw frm a fielder will cme frm ver r near s bdy. Mve 1 t 3 steps ONLY int ful territry. Square up t 1 st base fr yur call. GIVING UP FAIR/FOUL: When there is a pp up abve r near the first base line and culd inhibit the 1 st and r 2 nd basemen, give up that fair/ful and catch/n-catch t the plate umpire. shuld cme int the infield, chest up t the ball and be prepared fr any subsequent play n the batter-runner. WHEN THE BASE UMPIRE GOES OUT, HE WILL STAY OUT: I knw that in the past, when the base umpire wuld g ut t the utfield t rule n a fly ball that he/she was t next rtate back t hme plate. We feel that it wuld be mre beneficial t the 2-umpire crew fr the base umpire t stay ut, but keep umpiring. The base umpire can still bserve things taking place during the play i.e.: bstructin, interference and even psitin f the batter runner at the time f the thrw t assist n placing the runner. The plate umpire will be respnsible fr all plays n the batter runner at all bases. LF CF RF NO RUNNERS ON BASE, BATTER RUNNER TO 3 RD : The plate umpire will n lnger be rtating t 3 rd base t rule n plays n the batter runner. The base umpire will nw be respnsible fr all plays n the batter runner at 1 st, 2 nd and 3 rd base. BASE UMPIRE NOT TO CROSS FOUL LINE FOR PLAY AT 3 RD : There is an advanced umpiring mechanic where the base umpire crsses the ful line t take a play n the batter runner at 3 rd base frm the 3 rd base caching bx. Despite seeing sme f the advantages t this mechanic, the Instructinal Chairmen felt that this mechanic shuld nt be utilized at the high schl level. Umpires/evaluatrs saw t many umpires attempting t get t the caches bx and, in ding s, vacated their main respnsibilities. Furthermre, majrity f the umpires attempting t utilize this mechanic were nt getting set fr their plays when attempting t get int ful territry, sme actually interfered with players and r caches, and sme even had runners return t 2 nd base putting them in a wrse psitin. Therefre, base umpires will rule n plays at 3 rd n the batter runner frm the infield cut ut. Base Hit t the Outfield RUNNERS ON 2 ND, 2 ND & 3 RD OR 3 RD BASE ONLY: assumes the C psitin half way between the mund and 2nd base n the 3B side f the infield. He is lined up s that an imaginary line will travel frm hme plate, thrugh the edge f the mund and thrugh his midsectin. There is NO OPTION fr this mechanic. This is crucial t stay ahead f the runners AND t be clse enugh fr a pickff attempt at 3 rd base.
