Mykonos Offshore Regatta 2019 Cape Town to Saldanha Bay 22 to 23 February 2019 The Organising Authority is Royal Cape Yacht Club in conjunction with Club Mykonos. Published 18/02/2018 Sailing Instructions Mykonos Offshore Regatta 2019 1. Rules 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2. In the race from Table Bay to Club Mykonos (Races 1, 2 and 3), the rules of part 2 of the RRS are replaced after sunset by the right of way rules of the International Regulations for the Prevention of Collisions at Sea. 1.3. The Equipment Rules of Sailing will apply. 1.4. RRS 52 will be changed to allow the use of powered winches, if allowed by class rules. 1.5. Racing Rule 44.1 is changed so that the penalty for breaking a rule in Part 2 shall be a One- Turn Penalty (1 tack and 1 gybe) and not a Two-Turn Penalty. 1.6. SAS/SAMSA Safety Regulations minimum Category C (Race 1, 2 and 3) and Category D (Bay Race) apply. This regatta has Controlled Event Status and you are allowed to sail without a Life-raft. You are also allowed to sail with a handheld VHF. A day skipper ticket is sufficient provided that the holder has not qualified recently and has sufficient experience in the opinion of the Race Committee. 1.7. All yachts must comply with their class rules where applicable, as well as measurement rules. [DP] 2. Notices to Competitors Notices to competitors will be posted on the official notice board located inside RCYC until 09h00 Friday 22 February 2019. After this time the official notice board will move to the Bouzouki Restaurant at Club Mykonos. 3. Changes to Sailing Instructions Any changes to the sailing instructions will be posted before 09h00 on the day it will take effect, except that any change to the schedule of races will be posted by 20h00 on the day before it will take effect. 1
4. Signals Made Ashore 4.1. Signals made ashore will be displayed at the mast in front of RCYC until the start of Race 1, or at the bridge hut. Thereafter they will be displayed on the flagpole at Marina Office at Club Mykonos. 4.2. When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 5. Charts The following charts (paper or electronic versions) shall be carried on board all competing boats: Race 1-3 : SAN 1013, 1014, 118 and 1011 Race 4 : SAN 1011 and SAN SC2 Attention is drawn to prohibited areas on Charts 118 and 1011 6. Schedule of Races 6.1. Friday 22 nd February 2019 Race 1, 2 and 3 from Table Bay to Club Mykonos via the Harken Gate at Dassen Island and leaving Jutten Island to starboard. 6.1.1. Class B and Class C start at 08h30 on Friday 22 February. 6.1.2. Multihulls start at 08h45 on Friday 22 February. 6.1.3. Class A start at 09h00 on Friday 22 February. 6.2. Sat 23rd February Race 4, a pursuit race in Saldanha Bay with the first start being at 10h30. 7. Class Divisions and Flags relevant for the Offshore Race 7.1 ORC Class A, all yachts with an ORC CDL of 10 or higher Numeral Pennant 1 7.2 ORC Class B, all yachts with an ORC CDL between 8.100 and 9.999, and Class C, all yachts with an ORC CDL below 8.100 Numeral Pennant 2 and 3. 7.3 Multihulls Numeral Pennant 4 8. Racing Areas 8.1. Racing will be from Table Bay to Saldanha Bay via a gate at Dassen Island. 8.2. The Pursuit race on Sat 23 rd February will take place in Saldanha Bay. 9. The Courses 9.1. Race 1 is from the start in Table Bay to the Harken Gate off Dassen Island. Race 2 is from the Harken Gate to the finish at Club Mykonos in Saldanha Bay leaving Jutten Island to starboard. Race 3 is from the start line in Table Bay to the finish line in Saldanha Bay, via the Harken Gate. Race 4 is a pursuit race in Saldanha Bay. 9.1.1. Start Line RCYC The start line in Table Bay will either be between the mast of the RCYC committee boat and a laid mark, or between the mast on the RCYC Bridge Hut and the No 10 harbour buoy. The choice of start line will be announced on VHF Channel 06, at least 20 minutes before the start of the race. 2
9.1.2. Harken Gate at Dassen Island [DP] The Harken Gate will be a line between an anchored yacht in Waterloo Bay, Dassen Island, and a laid mark to the east of the yacht. The co-ordinates of the yacht will be communicated on VHF Channel 06. Yachts shall NOT communicate with the Race Control at the gate and shall report their crossing times by means of a declaration form. Yachts are to take their own time and the name of the boat preceding them and following them through the gate if possible. There will not be a restart at the Harken Gate as a yacht s crossing time will also be its starting time for Race 2. 9.1.3. Finish Line Club Mykonos, Saldanha Bay The finish line will be a line between a laid Club Mykonos buoy (approximate position 33 02.874 S and 18 02.266 E) and the Elite Charters Committee Boat. Yachts must cross the line in a north-easterly direction leaving the buoy to port and the committee boat to starboard. The intention is to position the finish line across the line of the Mykonos leading lights. 9.1.4. Yachts shall communicate with Race Control on VHF Channel 71 approximately 10 minutes before finishing and again immediately after crossing the line to confirm identification and finishing time. 9.1.5. Restricted sailing areas: No yachts may sail within 1 (one) nautical mile of the harbour entrance to Koeberg Power Station. 9.2. Race 4 Pursuit Race in Saldanha Bay 9.2.1. The start times will be posted on the Notice Board by no later than 09h00 on Saturday 23 rd February. 9.2.2. No yachts may sail inside the perimeter as set out by a line of SA Navy buoys, situated off the Special Services Base in Salamander Bay (approximately 2 miles south east of Jutten Island). This includes the large submarine mooring buoy. Marks Marks will be a combination of permanent government buoys and/or inflatable laid marks. 3
11. The Start 11.1 The first start is scheduled for 10h30 on Saturday 23 rd February. 11.2 The displayed AP (Answering Pennant) at the Marina Manager s office means the race is postponed. The warning signal will be made not less than 30 minutes after the AP is lowered. 11.3 The starting order and individual times will be displayed on the Regatta Notice Board at Club Mykonos by 09h00 on Saturday 23 rd February. 11.4 Any boat that does not start within 30 minutes after it s starting signal will be deemed not to have started the race (DNS). 12. Shortening Course In the event the leading yacht will not reach the finish line by the cut-off time, the course may be shortened. In the event of the course being shortened, the finish line will be between a mark of the course and a committee vessel flying the RCYC Club Burgee, flying the International Code Flag S. 13. The Finish The finish line will be between a staff on the Elite Charter Catamaran committee boat and an inflatable Club Mykonos buoy. Yachts must cross the finish line in a northerly direction leaving the buoy to starboard. 14. Time Limits and Target Times There is no time limit for Races 1, 2 and 3. Yachts passing through the Harken Gate after 18h00 on Friday 22February, or finishing in Mykonos after 23h59 on Friday 22 February should record their own times and enter them on the declaration form. 14.1 The time limit for Race 4 will be 16h30 on Saturday 10 February 2018. The Race Committee may extend this time. 14.2 Yachts that have not finished within the time limit will be scored Did Not Finish. 15. Declarations Races 1, 2 and 3 from Cape Town to Mykonos via the Harken Gate each skipper must complete and submit the prescribed declaration form within one hour after arriving at Club Mykonos. It may be physically delivered or emailed to sailadmin@rcyc.co.za or sent via WhatsApp to 064 652 6316. This time may be extended at the discretion of the Race Committee. Trackers must be handed in together with the declaration form and collected again before the Pursuit Race. [DP] 16. Protests and Requests for Redress 16.1 The Bridge Call sign Mykonos Bridge - shall be notified on Channel 71 of a protest as soon as possible after the incident. Protests shall be lodged with the Race Secretary on the prescribed form. 16.2 Protests shall be lodged within one hour of the protesting yacht s finishing time except in respect of Race 1 when it shall be lodged as soon as possible. 17. Safety Regulations [DP] 17.1 A boat that retires from a race shall notify the race committee as soon as possible. Please notify the Race Office by sms 064 652 6316. 4
17.2 In terms of Port Regulations, yachts shall attempt to inform Saldanha Bay Port Control on VHF Channel 12 well in advance of their crossing the line between North Head and South Head, heading into Saldanha Bay. This instruction will apply AFTER SUNSET ONLY. 17.3 Please be aware of the fish farm at the approximate co-ordinates S33 03.412 to S33 03.489 and E018 00.714 to E18 00.712. 18. Event Advertising Boats shall display event advertising supplied by the organizing authority if so required. 19. Radio Communication 19.1. The Race Committee will communicate with the fleet on VHF Channel 06 at the start and Harken Gate and on VHF Channel 71 at the finish and during the Pursuit Race. 20. Mykonos Marina [DP] 20.1. Yachts allocated specific numbered moorings may ONLY occupy the berth allocated to them. Any yacht not complying with this instruction may be disqualified from the whole event. This changes Rule 64.1. The yacht s entry may be refused in future events. 20.2. Any yacht not allocated a berth must comply with the instructions of the marina manager when rafting up or entering the marina. 21. Disclaimer of Liability Competitors participate in the regatta at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 22. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of R5 million. 5
