1. RULES Commodore s Cup Ocean Race - 2007 Sailing Instructions 1.1 The regatta will be governed by: 1.1.1 The current rules as defined in the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS) 2005-2008 1.1.2 The Special Regulations and prescriptions of Yachting Australia 1.1.3 The Notice of Race and these Sailing Instructions 1.2 All yachts competing in the Night Race on Thursday 25 th January shall comply with YA Special Regulations Part 1, Category 3. 1.3 All yachts competing in other events of this Series shall comply with YA Special Regulations Part 1, Category 4. 2. NOTICES TO COMPETITORS Notices to Competitors will be posted on the Official Notice Board located in front of the Sailing Office at the Royal Queensland Yacht Squadron Ltd. (RQYS) or at Mooloolaba Yacht Club (MYC) 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted on the Official Notice Board before 0700 hrs on the day it will take effect. 4. SIGNALS MADE ASHORE Signals made ashore will be displayed from the flag mast located near the RQYS Clubhouse or the flag mast at MYC 5. 6. THE COURSES 6.1 Charts Required: AUS 235, AUS 236 6.2 The Courses to be sailed by the yachts are: Manly - Mooloolaba Start, Lockyer Light (P), Green Island (P), M8 (S), EK1 (P), M3 (P), NW12 (S), NW3 (S), NW1 (S), NW2 (P), NW Fairway (P), Gneering Shoals (P), Finish. Mooloolaba - Manly Start, NW Fairway (S), NW2 (S), NW1 (P), NW3 (P), NW12 (P), M3 (S), EK1 (S), M8 (P), Green Island (S), Lockyer Light (S), Finish. 7. THE START 7.1 Races will be started in accordance with RRS 26 7.2 The code flag for all divisions will be Code Flag D. 7.3 Individual recalls will be in accordance with RRS 29.1. Boats which have not started correctly will be nominated on VHF Channel 72 7.4 Starting Line Manly 7.4.1 The starting line will be positioned approximately 1nm west of the Lockyer Light, between a staff on the RQYS Committee Vessel to starboard and a pink inflatable, strobe lighted buoy to port. 7.4.2 A starting limit mark may be laid on or near the starting line (or floated from the committee vessel) and for the purpose of the application of the rules, shall be deemed to be part of the vessel which it protects. 7.5 Starting Line Mooloolaba 7.5.1 The starting line for the Commodores Ocean Cup Race from Mooloolaba to Manly will be between the flag mast on the MYC Committee Vessel to starboard and a yellow laid buoy to port, positioned to the north of the Mooloolaba entrance. 7.6 A boat starting later than ten minutes after her starting signal will be scored Did Not Start (DNS). 8. THE FINISH 8.1 Finish Line Mooloolaba 8.1.1 The finish line will extend for a distance of 500 meters on a bearing of 350 degrees magnetic using the Mooloolaba Breakwater Starboard (Green) Beacon as the port end. 8.1.2 After rounding the Gnearing Shoal mark, yachts are to contact Race Control on VHF 72 and report their estimated finishing time. 8.1.3 Yachts should illuminate their sail numbers when approaching and crossing the line to assist with identification. 8.1.4 Yachts are requested to favor the outer end of the line, and maintain clear of Point Cartwright Shoals, which break. 8.2 Finish Line Manly 8.2.1 The Finishing Line will be between a staff on the RQYS Committee Vessel to starboard and an orange teardrop buoy to port. The finish line shall be in Waterloo Bay approx. 1nm from the Lockyer Light towards the outer Manly entrance beacons. 9. TIME LIMIT The Time Limit the Night Race (Category 3) shall be 24 hours after the start of the race. For Day Races (Category 4) a time limit of official sunset will apply. Page 3

10. PROTESTS 10.1 Protest Forms will be available from the RQYS Race Committee. 10.2 For each race the protest time will end 1 hour after the last boat has finished. 10.3 Protests will be heard as soon as possible in approximately the order of receipt. 10.4 For the purpose of rule 64.3(b) the authority is the RQYS Measurer. 11. SCORING/HANDICAPS 11.1 Racing and Cruising Group Monohull Yachts will race in both IRC and PHS divisions. To be considered for IRC or OMR division results a yacht must have a valid ratings certificate. 12. SAFETY REGULATIONS 12.1 When sailing in or near the vicinity of major shipping channels, commercial shipping has absolute right of way. Sailors are reminded of their obligations under the International Regulations for Prevention of Collisions at Sea and that at close quarters the master and/or pilot of a large vessel may not be able to see smaller craft. Any skipper found to have hampered the passage of a commercial ship will be banned from competing for a period to be determined by the Sailing Committee. 12.2 Competitor s attention is drawn to fundamental RRS 1 and 4. 13. RADIO COMMUNICATION 13.1 VHF Channel 72 will be used for all radio communication. If contact can not be made on VHF Channel 72 then Race Control can be contacted on mobile 0439 738 898 (Pete Beard) 13.2 All Yachts intending to start shall notify the Race Committee Vessel on VHF Channel 72 not less than 15 minutes prior to the Warning Signal 13.3 A position reporting schedule will be conducted by Coast Guard Mooloolaba during the race using VHF Channel 72 as follows: Night Race Group Friday 26 Jan 2007 0005 hours and 0605 hours. Day Race Group Friday 26 Jan 2007 1205 hours and 1805 hours. Day Race Group Saturday 27 Jan 2007 1205 hours and 1805 hours. 13.4 All Yachts in the Night and Day Races to Mooloolaba are to contact the Race Control on VHF Channel 72 as they round Gnearing Shoals and provide an estimated finish time. 13.5 Any boat that retires from a race shall notify the Race Control on VHF Channel 72 or contact the Marine Sports Office at RQYS as soon as possible. 13.6 On the Night and Day Races to Mooloolaba, yachts shall maintain a listening watch on VHF channel 12 between the start and the Fairway buoy in order that they can be communicated with by Commercial Shipping. On the Day Race to Manly, yachts shall maintain a listening watch on VHF channel 12 between the Fairway buoy and the Finish, in order that they can be communicated with by Commercial Shipping 13.7 On the Night and Day Races to Mooloolaba, the first yacht to cross the shipping channel shall contact Brisbane Port Control on VHF 12, while the last yacht to pass Caloundra Fairway Buoy shall also contact Brisbane Port Control on VHF 12. The same procedure shall be followed in reverse for the race from Mooloolaba Manly. Page 4

14. DISCLAIMER Competitors participate in the regatta entirely at their own risk. The Organising Authority, its officers, members, servants and sponsors shall not be liable for any material loss or damage, personal injury or death sustained by reason of participation or intended participation in this event. Attention is drawn to ISAF Fundamental Rule 4. 15. INSURANCE All boats competing in this event should have third party insurance cover of not less than AUD $5 million (recommended $10 million) for any incident. (Refer Notice of Race). Page 5
