Old Baseball & 9-11 Yr Old Softball - Texas West Section 3 Tournaments The following memo should answer most of your questions. Please provide your DISTRICT CHAMPIONS with a copy of this information along with the enclosed information for playing schedules. The 9-11 Yr. Old Baseball & 9-11 Yr Old Softball Texas West Section 3 Tournament will be hosted by Texas District 19 Little League at the Bulverde Little League located at 101 Jumbo Evans Parkway in Spring Branch, Texas. Districts in Texas West Section 3 are Districts 04, 19, 21, 26 & 35. Please call if you need any additional information or directions. Contact the Tournament Director: Lisa Jividen at 210-232-7811. NOTE: The Section 3 Tournament Schedules, information letters and maps for the field locations for the 9-11 Yr Old Baseball & 9-11 Yr Old Softball can be viewed and printed by going to the following website: https://www.delriolittleleague.com/page/show/4252441-texas-west-section-3-tournament-information Please print copies of the playing schedules for your use, these are the most current schedules available for the teams and fans. TOURNAMENT INFORMATION If you or your team has any questions, please call the Tournament Director, Lisa Jividen at 210-232-7811. We can help you with restaurants or hotels if your team plans to stay over night. TEAMS Team members, manager and coaches should plan to arrive at least one hour prior to the first ARRIVAL scheduled game in order to check in with the Tournament Director and should present to the Tournament Director: The Tournament Team Affidavit and all attachments and required documents, the team's Medical Release Forms and; For the 9-11 Yr Old Baseball, each team is asked to bring (12) one dozen Little League Approved RST Baseballs for the 9-11 Yr Old Baseball Tournament, please do not put any writing, stamps or markings on those balls except for those printed by the manufacturer, as we will not be able to use them in the tournament. For the 9-11 Yr Old Softball, each team is asked to bring to bring Six (6) 12 Little League Approved Yellow Optic Softballs, please do not put any writing, stamps or markings on these softballs, except for those printed by the manufacturer, as we will not be able to use them in this tournament. A brief review of the Tournament Rules and Section Ground Rules will be held prior to your first game. All teams will have equipment checked by tournament officials and umpires. Please ask any questions you may have about the tournaments or rules at this meeting. Please plan to have all your equipment with you at this first meeting. The flips for home and visitor for the first rounds will be held at the conclusion of this meeting. Home and Visitor will be determined by a coin flip for every game in these tournaments. Home team will occupy 1 st base dugout and Visitor will occupy 3 rd base dugout. Additional assistant coaches, player alternates, bat boys or bat girls will not be recognized and are not part of any Little League Tournament Team. Please do not ask for special favors for any additional team helpers. TEAMS Teams will be responsible for their own hotel/motel arrangements. &MEALS All team housing and meal costs will be each team's responsibility.

HOST Please be advised that team s manager and coaches are to bring ice chests and/or coolers for team water, Gatorade & ect. for the team members and MUST be inside the dugout for team use only. These must be inspected by the Tournament Director to assure that no glass containers or items not allowed are brought into the dugout or field site. No Alcoholic Beverages of any kind are not allowed at any Little League Facility. We ask that you inform your fans and parents NOT to bring any outside food or drinks to the tournament sites. Also, ice chests or coolers of any kind are not allowed for fans. Please assist us by informing your parents so we do not have any problems. Remember that the Host Site s only income is concession sales. Please support the Host League by purchasing concession items during your visit. ADMISSION In accordance with Little League, policy there will be no charge for the 9-11 Yr Old Baseball and 9-11 Yr Old Softball Tournaments. We will pass the hat for donations to assist with covering the cost of this tournament. Please ask you fans to please put something in the hat to help us with expenses. It will be appreciated. SCHEDULE Games will be played in accordance with the schedules posted on the website - https://www.delriolittleleague.com/page/show/4252441-texas-west-section-3-tournament-information The Tournament Director and District Administrator reserve the right to revise or alter the schedule to meet the next level of play. RULES EQUIP- MENT All Little League Rules and Regulations, including Tournament Rules and Section 3 Tournament Ground Rules will be observed during the entire tournament. It is requested that each District Administrator assure that each team manager has a copy of the Tournament Rules (which are included in the current Rule Books) and the Section Tournament Ground Rules. Each team must provide their own Little League approved equipment. Uniforms must have the appropriate Little League patch affixed thereto. Catcher's helmet must cover the ears (no skull type) and must have the throat guard. Catchers must wear the helmets and mask during practice, pitcher warmup and during games. Each team must have seven (7) NOCSAE approved helmets with the warning label clearly displayed. All other equipment must meet Little League specifications for tournament or it will removed from the game. BASEBALLS Each team will be required to furnish Baseballs and Softballs for use in the Tournament. For the 9-11 Yr Old Baseball each team is asked to bring (12) one dozen Little League Approved RST Baseballs, please do not put any writing, stamps or markings on those balls except for those printed by the manufacturer, as we will not be able to use them in the tournament. For the 9-11 Yr Old Softball each team is asked to bring six (6) 12 Yellow Optic Little League Softballs, please do not put any writing, stamps or markings on these balls except for those printed by the manufacturer, as we will not be able to use them in the tournament. The baseballs & softballs MUST be turned in along with your Tournament Team Affidavit, attachments, documents and Medical Release Forms. DISTRICT District Administrators are requested to notify Richard Buckelew at 210-579-0666 with information WINNER regarding your District Winner for the 9-11 Yr Old Baseball & 9-11 Yr Old Softball as soon as a winner is determined. This will assure that teams will be listed properly on playing schedules.

STATE The winning team will be furnished pertinent information regarding the next level of play. DECORUM We ask consideration for others be observed while enjoying the Host Site's facilities. Please act like guests and thank the people who are working at these tournaments when you get the opportunity. Remember, they are here as volunteers donating their time to host these games for your children. We ask that each Manager and Coach assure that their team and their fans conduct themselves accordingly. Remember, all these people are volunteers and receive no pay for their efforts. TEXAS WEST - SECTION 3 TOURNAMENT GROUND RULES BASEBALL & SOFTBALL 1. The current Official Little League Rules and Regulations will govern except as noted in the Tournament Rules. 2. All players, managers, coaches and umpires are required to stay within the fenced playing field once the game begins, except for restroom use or emergencies. 3. In accordance with rule 3.17, the use of electronic equipment during the game is restricted. No team shall use electronic equipment, including walkie-talkies, cellular telephones, etc., for any communications with onfield personnel including those in the dugout, bullpen or field. See penalty under rule 3.17. 4. Managers and Coaches must wear appropriate clothing. Appropriate clothing includes slacks, blue jeans, coaching shorts, golf type shirts or similar type and proper foot wear. Holey pants or shirts, t-shirts or any shirt with tobacco, sex or alcoholic products, cut-offs, short shorts and sandals are some examples of inappropriate clothing. The District Administrator and Tournament Director have the final decision on appropriate dress for tournaments. 5. Only the players, manager and coaches listed on the affidavit and eligible under current Little League Rules will be allowed on the field or in the dugout prior to, during and after the game. Safety rules require those in the dugout to be seated rather than standing or pacing up and down or hanging out of the dugout. 6. The on deck batter position has been eliminated. Note: The on deck batter has not been eliminated for 50-70 Inter-mediate, Junior, Senior and Big League Baseball and Softball. 7. When both the manager and the coach(es) are in the dugout, one of these adults will be allowed to request a time-out. Only after the time-out has been called by the umpire, will that adult manager or coach be permitted to leave the dug-out. 8. Umpires are instructed to give ear to any request for clarification of rules situations, but not on any judgement decisions.

9. Players shall not gather around the pitcher at the start of an inning or following an out. They must remain near their positions while tossing the ball around the infield and call encouragement to the pitcher from that point. 10. All equipment used in tournaments must be clearly identifiable as Little League Approved. All equipment will be checked prior to the beginning of tournament play. Umpires and Tournament Officials will also check equipment at tournament games. 11. Spectators or players of one team shall not yell strike, swing or make other remarks towards players of the opposing team or umpire. Stomping feet, cadence counting and clapping of the hands for the obvious intent of distracting the other team will not be permitted. The umpires and tournament officials have the right to rule on any noise they feel is distracting. Noisemakers such as bells, sirens and whistles are not permitted. 12. Rings, watches, ear rings, Little League pins and other types of jewelry must not be worn on the field. 13. Each team must position a protection player facing the batter in order to stop any batted ball from striking the pitcher warming up outside the outfield foul lines or in the bull pen. (Note: Only Pitchers and Catchers are allowed in the bullpen at any time.) 14. Home/Visitor: The assignation of home/visitor for every game shall be the result of a coin flip. 15. The manager or coach will be charged with a visit to the pitcher if he/she calls a time out to talk with the catcher or any defensive player. 16. Foul or rude language or unsportsmanlike conduct by spectators will not be tolerated and can result in offenders being barred from the Little League Park. 17. Once a game begins, no flash photography of any kind is allowed during the game at any time. 18. NO ALCOHOLIC BEVERAGES OR TOBACCO WILL BE ALLOWED at any Little League Tournament Game.
