1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Australian Sailing Special Regulations Part 2, Off the Beach Boats, shall apply. 1.3 Appendix T, Arbitration, and the Equipment Rules of Sailing will apply. 1.4 The sailing instructions will consist of the instructions in RRS Appendix S, Standard Sailing Instructions, and supplementary sailing instructions that will be on the official notice board located on the left just inside the yard entrance to the changing rooms and on the Safety Beach Sailing Club website. 1.5 The Racing Rules of Sailing will be altered as follows: (a) Rule 41, Outside Help, by adding: A boat may also receive outside help where the Race Committee deems that the vessel and its crew require assistance in order to right a capsized vessel and/or return its crew to the vessel in order to continue racing.. 2 ADVERTISING 2.1 Boats may be required to display advertising chosen and supplied by the organizing authority. Details will be supplied at registration. 3* ELIGIBILITY AND ENTRY 3.1 The regatta is open to all registered boats of the Sabre class that comply with the class rules of the Sabre Sailing Association of Australia Inc and whose crew are current financial members of their State Sabre Association. Note: Registering as a member of the Sabre Sailing Association of Australia website does not infer financial membership of a State Association. You can register and pay Victorian Association membership for 2017/18 season at https://www.trybooking.com/booking/bookingeventsummary.aspx?eid=216924 3.2 All competitors shall also be current financial members of a club affiliated with a State or National Yachting Authority and provide an Australian Sailing number. 3.3 Eligible boats may enter by completing the online entry form no later than Saturday 17 th February 2018. The online entry shall be submitted at http://www.trybooking.com/321534. 3.4 A signed competitor declaration and parent/guardian authorisation (if applicable) must be signed at registration. 3.5 Eligibility for various divisional prizes will be governed by the competitor s age as at the 17th February 2018. 5 FEES 5.1 Required fees are as follows: Category Fee Adult $150.00 Youth $130.00 (under 18 years on Saturday 17 th February 2018) 5.2 Other fees:

Sail and Foil Measurement $20.00 (see 8.2 below) 5.3 Entries received after 13th February 2018 will be at the sole discretion of the Sabre Sailing Association of Victoria Inc and may not receive a regatta shirt. 5.4 The entry fee includes a meal on the Saturday night at SBSC. Non-competitor meals may be purchased for $22 as part of the regatta entry process on TryBooking or on the day at the club for $25. 7 SCHEDULE 7.1 Registration: Date Saturday 17 th February 2018 7.3 Dates of racing: Time 0815-0945 hrs Date Event Time Saturday 17 th February 2018 Information Session 10:00 hrs Saturday 17 th February 2018 2 to 3 races 11:30 hrs Sunday 18 th February 2018 2 to 3 races 10:30 hrs Sunday 18 th February 2018 Presentation After racing Saturday 3 rd March 2018 Provision for Resail 14:00 hrs 7.4 No Warning signal will be made after 1600 hrs on either Sunday 18 th February 2018 or Saturday 3 rd March 2018. 7.5 The series will comprise of a maximum of five races. 7.6 The provision for a resail will only be invoked if 3 races have not been completed on the weekend of 17 th /18 th February 2018. 8 MEASUREMENTS 8.1 Each boat is required to hold an A class measurement certificate as issued by the Sabre Sailing Association of Australia Inc and except in circumstances prescribed by section 7.4, shall use a maximum of two sails, one centreboard and one rudder during the regatta and which show evidence of measurement by their State Measurer at some time. 8.2 Competitors may be required to present the sails and foils to be used in the regatta at registration. Any measuring of sails or foils undertaken during the regatta will incur a late fee per boat, unless undertaken as per 8.3 below. 8.3 The measurer may spot check boats at any time during the Regatta. A boat notified of inspection shall follow the instructions of the Race Committee. The penalty for boats failing to measure in accordance of the rules will be to be scored DSQ in all race heats prior to the decision. This changes RRS 64.1(a). 8.4 Damaged equipment may be replaced on written request to and approval by the Race Committee. If damage occurs during the first race of the day, equipment may be replaced between races provided a written request is lodged before the end of protest time for that day. 10 VENUE 10.1 Attachment A shows the location of the Safety Beach Sailing Club and the racing areas.

11 THE COURSES The courses to be sailed will be Triangular as described in the supplementary sailing instructions. 12 PENALTY SYSTEM 12.1 A boat that has taken a penalty or retired according to rule 44.1 shall complete an acknowledgement form at the Regatta Office within the protest time limit. 12.2 The Post-Race Penalty in RRS T1 (b) is changed to 25% of the difference between the boat s finishing score and the score for RET rounded up to the nearest whole number. 13 SCORING 13.1 There are 5 races scheduled of which 3 are required to be completed to constitute a series. 13.2 (a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. (b) When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 13.3 Scoring for determination of results in divisions will be determined based on aggregating the results based on the results of the overall fleet. 14 SUPPORT BOATS Support boats shall register with the regatta office before going on the water the first time. All support boats must carry a working VHF radio able to be tuned to channels 69, 71, 72, 73 and 77 as well as be prepared to assist the race committee if requested to do so until cleared to leave the course area. At no time during racing shall a support boat go closer than 100 metres to a boat that is racing or imped it in any way whatsoever unless directed to do so by the race committee. When the race committee displays flag V with repetitive sounds, all official and support boats shall monitor the race committee radio channel for search and rescue instructions. 15 BERTHING 15.1 Boats are left at the club at the owner s risk and shall be kept in their assigned places while they are in the boat park. 15.2 Entry will be at the main gate of Safety Beach Sailing Club. 15.3 Trailer storage is available in the area to the North of the club yard and elsewhere as directed by the Organising Authority. 15.4 Boats may be dropped off at the club prior to the event on Sunday 11 th February 2018 from 16:00 hrs onwards or at a suitable time organised with the club contacts.

18 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and any form of GPS device. No electronic device which could be used to increase boat speed or gain a tactical advantage shall be attached to a boat or carried by a crew member, other than (a) time keeping devices, (b) digital compasses provided these cannot calculate speed or location information for use while racing and (c) Tack Tracker type devices that record data relating to the position of a boat but do not permit any visual display of that data to the skipper during the race. 19 PRIZES Prizes will be given as follows: Category Open Ladies Champion Youth Champion (Under 18 years) Seniors Champion (18 39 years) Masters Champion (40-49 years) Grand Masters Champion (50-59 years) Veterans Champion (60-69 years) Grand Veterans Champion (70+ years) Under 60 kg s Over 90 kg s Female- Mid Fleet Male Mid Fleet Prizes awarded to: 1st to 10th 1st 1st 1st 1st Allocation of prizes in all categories remains at the discretion of the Sabre Sailing Association of Victoria Inc. and is dependent on the number of entries. The championship is an open championship and therefore prizes will be awarded in order of scoring irrespective of a competitor s state of origin. 20 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 21 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AUD $5,000,000 per incident or the equivalent (recommended AUD $10,000,000). Competitors who enter online or sign the entry form are deemed to have declared they hold such cover. Competitors may be required to produce evidence of such insurance and any competitor not holding such cover shall withdraw their entry. The mandatory Competitor s Declaration contains a clause acknowledging that the competitor currently has the required insurance.

Sabre 43rd Victorian State Championship Safety Beach Sailing Club COMPETITOR'S DECLARATION I agree to be bound by the Racing Rules of Sailing, the Prescriptions and Special Regulations of Australian Sailing, the Sabre Sailing Association of Australia Inc Class Rules, the Notice of Race (except where any of these are altered by the Sailing Instructions) and by the Sailing Instructions. I acknowledge that Rule 4 of the RRS Decision to Race, places the sole responsibility for deciding whether or not to start or to continue racing on the boat. To the extent permitted by law, I indemnify the Organising Authority and the Sabre Sailing Association of Victoria Inc, their officers, members, servants and agents in respect of loss of life, personal injury or loss or damage to property sustained solely by reason of my participation in this and such indemnity shall be limited to the proceeds of any insurance policy provided in accordance with this declaration.
