The Corporation of the District of Central Saanich STANDING COMMITTEES REPORT For open Council meeting on April, 27, 2015 To: Patrick Robins File: From: David McAllister Director of Engineering and Public Works Date: April, 22, 2015 Priority: Strategic Operational Re: Prioritization of Multi-Modal Transportation Projects RECOMMENDATIONS: Public Works and Transportation Committee recommend that Council endorse the prioritized list of multi-modal transportation projects attached as Appendix A. BACKGROUND: During the creation of the 2015 Corporate Strategic Plan a strategy to enhance accessibility and multi-modal transportation within the District was prioritized for development. The first element of this work involved a review of previous studies at both the local and regional level combined with a gap analysis to identify potential projects. These potential projects were then assessed to determine a prioritized list based on several criteria including enhanced connectivity, road classification, regional importance and safety. The existing studies evaluated multi-modal transportation within the District of Central Saanich but did not specifically identify projects related to mobility or accessibility presented by deficiencies in existing infrastructure, for example the presence of curb drops in village centres to assist persons with mobility challenges. This information could be obtained via engagement with stakeholders in areas undergoing review, such as the Saanichton Village area, and would allow for direct community input in this regard. 1903 Mount Newton Cross Road, Saanichton, B.C. To: Patrick Robins, April, 27, 2015 For: April, 27, 2015 Standing Committees Re: Prioritization of Multi-Modal Transportation Projects DISCUSSION: In 2002, the District engaged a consultant to assess the existing transportation network and provide recommendations as to potential enhancements for both bicycle routes and pedestrian facilities. The analysis is summarized in the maps presented as Appendix B. Subsequently to this a number of the identified projects have been completed as noted in Table 1 below: Table 1: Completed Projects from 2002 Transportation Plan Project Description Facility Type Install signs along Lochside Drive in coordination with CRD Cycling Designate and sign Verdier Avenue from the ferry to West Saanich Road Cycling and Pedestrian Upgrade connection between Seabrook Road and Oldfield Road to hardpacked gravel trail Cycling Upgrade Wallace Drive shoulder from guardrails to Prosser Road Cycling Pave shoulders along Lochside Road from Mt Newton Cross Road to North Saanich boundary and on Mt Newton Cross Road Cycling Improve shoulder on Hagan Road between Clarke and Sluggett Pedestrian Upgrade north shoulders on Mt Newton Cross Road between Central Saanich Road and Patricia Bay Highway Cycling Widen shoulders on Mt Newton Cross Road between East Saanich Road and Patricia Bay Highway Cycling Infill sidewalk on West Saanich Road from Brentwood House to Dignan Pedestrian Page 3 of 16

To: Patrick Robins, April, 27, 2015 For: April, 27, 2015 Standing Committees Re: Prioritization of Multi-Modal Transportation Projects Construct sidewalk and bikeway facilities along East Saanich Road from Cultra to Island View Road Cycling and Pedestrian Construct bikeway facilities along East Saanich Road from Mt Newton Cross Road to Jeffrey Road Cycling and Pedestrian Install crosswalk across Wallace Drive west of Brentwood Elementary School Pedestrian Install crosswalk across West Saanich Road at Clarke Road Pedestrian Construct trail through Centennial Park to connect with Wallace Drive Pedestrian The largest scale remaining projects are identified for the following locations: o Wallace Drive corridor between Brentwood Bay and Saanichton o Stellys Cross Road between the Patricia Bay Highway and its western terminus o Mt Newton Cross Road between West Saanich and the western terminus of the trail In 2011, the Capital Regional District completed a Pedestrian and Cycling Master Plan which identified a primary intercommunity network of facilities that had regional priority. The existing and recommended facility separation identified by the Pedestrian and Cycling Master Plan are depicted in Appendix C along with the list of recommended projects by jurisdiction. The Pedestrian and Cycling Master Plan identifies Wallace Drive, West Saanich Road and Mt Newton Cross Road, along with the Douglas Street Connector on the Patricia Bay Highway, as priority bikeway projects. PRIORITIZED PROJECTS: Several common gaps have been identified in both the CRD Pedestrian and Cycling Master Plan and the District of Central Saanich Transportation Plan. The most significant gaps occur where connectivity is not maintained along a corridor, as is the case for Wallace Drive between Saanichton and Brentwood Bay, and there is the potential for significant use due to traffic volumes. On this basis, projects have been assessed according to their connectivity, regional importance, road classification and safety These results are summarized in Table 2 below: Table 2: Assessment of Multi-Modal Transportation Projects Project Number Connectivity Regional Importance Road Type Pedestrian Incidents Additional Notes Page 4 of 16

To: Patrick Robins, April, 27, 2015 For: April, 27, 2015 Standing Committees Re: Prioritization of Multi-Modal Transportation Projects (Appendix A) (Priority Bikeway Project) (1996-2011) 1 Primary Route between District s Population Centers Yes Arterial 1 Project has been awarded regional gas tax funding for 100% of project cost and will be going to tender in Q2. 2 Primary Route between District s Population Centers Yes Arterial 2 Project has previously been delayed due to BC Hydro lines which were relocated in 2014. 3 Connects Tsartlip First Nation to Brentwood Core and regional transportation network No Arterial 1 Identified by District of Central Saanich and Tsartlip First Nation Council at recent community to community forum. Conceptual options currently under development for joint grant funding proposals. 4 Connects Brentwood Core and Stellys High School No Arterial 5 Recent developments along this corridor on Tsartlip First Nation and Stellys Cross Road can be coordinated to enhance connectivity 5 Connectivity between West Saanich Road and Existing Mt Newton Trail Yes Collector 0 Initial Phases of project have been completed Page 5 of 16

To: Patrick Robins, April, 27, 2015 For: April, 27, 2015 Standing Committees Re: Prioritization of Multi-Modal Transportation Projects CONCLUSION: Based on the above assessment it is recommended that the projects be pursued in the order specified in Appendix A. This schedule of projects ensures that projects that have higher multimodal use, connect larger population centers within the community and enhance safety are prioritized. Page 6 of 16
