MYKONOS OFFSHORE REGATTA 24 th AND 25 th FEBRUARY 2012 SAILING INSTRUCTIONS 1. RULES 1.1 Races will be governed by the International Sailing Federation Racing Rules of Sailing 2009 2012 (RRS), SAS/SAMSA Safety Regulations minimum Category C Race 1 and Category D Bay Races; the Class Rules of participating Classes; The IRC Rules, parts 1,2&3. The Notice of Race, the Sailing Instructions and any Amendments thereof. Where relevant, precedence shall be given in the reverse order of the above listing. In the event of contradictions, the interpretations of the Protest Committee shall be final and binding upon all participants 1.2 In the race from Table Bay to Club Mykonos (Race 1,2 and 3), for determining the right of way between contestants, the International Regulations for the Prevention of Collisions at Sea shall apply, except for a period of 30 minutes after the start when the RRS Rules shall govern. 2. SIGNALS MADE ASHORE These signals will be displayed at the Royal Cape Yacht Club Flag pole before the start of Race 1 and thereafter at Club Mykonos, at the Marina Office flagpole. 3. NOTICE BOARD The official Regatta Notice Board will be in the foyer of the Royal Cape Yacht Club until the start of Race 1. Thereafter, it will be under the Club Mykonos Marina Office, opposite the Coffee Shop. 4. SAFETY AND INSPECTION At the request of the Race Committee inspections may be carried out at any time between 18h00 on Wednesday 22 nd February 2012 and 18h00 on Saturday, 25 th February 2012. The skipper and/or appointed crewmember must make themselves available and be present during the inspection of the yacht. 5. CHARTS 5.1 The following charts shall be carried on board all competing yachts: 5.1.1 Race 1-3 : SAN 1013, 1014, 118 and 1011 5.1.2 Race 4 : SAN 1011 and SAN SC2 5.1.3 Attention is drawn to prohibited areas on Charts 118 and 1011
6. CHANGES TO SAILING INSTRUCTIONS These Sailing Instructions may be changed by posting a notice on the Regatta Notice Board 2 hours before the start of Race 1 and 1 hour before the start of race 4. Course changes may be advised on Channel 6. 7. COURSES 7.1 Race 1-3 from Table Bay: 7.1.1 Start Line The start will be between the Royal Cape Yacht Club Bridge Hut and No 10 Harbour buoy. (Paarden Island mark or a RCYC buoy may be used as an offset mark after the start). 7.1.2 Scoring Gate (Race 1) The scoring Gate will be a line between an anchored yacht in Waterloo Bay and an inflatable mark (about 100 meters East of the Gate boat). The co ordinates of the mark will be communicated on VHF Channel 6 prior to the start. Yachts need not communicate with the Race Control at the gate; crossing times will be confirmed with declaration form. Dassen Island Mykonos (Race 2) Yachts times will be taken between Dassen Island Gate and Club Mykonos to calculate positions. Finish Line (Race 3) The finish line will be a line between the red entrance light on the end of the primary breakwater at Club Mykonos and a laid Club Mykonos buoy (approx position 33 02.9 S and 18 02.48 E). Yachts must cross the finish line in a southerly direction leaving the buoy to starboard and the Harbour wall to port. 7.1.3 Yachts shall communicate with Race Control on VHF Channel 6 approximately 10 minutes before finishing and again immediately after crossing the line to confirm their identification and finishing time. 7.1.4 Restricted sailing areas: 7.1.4.1 No yachts may sail within 1 (one) Nautical mile of the harbor entrance to Koeberg Power Station. NOTE: In terms of Portnet Regulations, yachts shall inform Saldanha Bay Port control on VHF Channel 16 well in advance of their crossing the line between North Head and South Head heading into Saldanha Bay. Saldanha Bay Port Control may then ask you to go down to VHF Channel 12. 7.2 Race 4 Pursuit Race in Saldanha Bay: 7.2.1 The start times will be posted on the Notice Board by no later than 08h30 on Saturday 7.2.2 There will be a separate course for Club handicap Division 1, IRC1 and IRC 2 and a slightly shorter course for Club handicap Division 2, 3, 4 and Multihulls (Sport and Cruising) and IRC Sport 7.2.3 No yachts may sail inside the perimeter as set out by a line of South African Navy buoys, situated off the Special Services Base in Salamander Bay (approximately 2 miles South East of Jutten Island). This includes the large submarine mooring buoy.

In the event of the course being shortened, the finish line will be between a mark of the course and a committee vessel flying the Royal Cape Yacht Club burgee, flying International Code Flag S. 7.2.7 Finish Line The finish line will be a line between the laid Club Mykonos buoy and the mast on the NSRI Building flying a Royal Cape Yacht Club burgee. Yachts must cross the finish line in a northerly direction leaving the buoy to port.
8. The warning signal will be made not less than 30 minutes after the AP is lowered. 8.4.3 The starting order and individual times will be displayed on the Regatta Notice Board at Club Mykonos by 08h30 on Saturday 25 th February 2012. 8.4.4 Any boat that does not start within 15 minutes after it s starting signal, will be deemed not to have started the race. 9. RADIO COMMUNICATION 10.1.1 Start - Royal Cape Bridge Channel 6 10.1.2 Gate Dassen Island Gate Channel 6 10.1.3 Finish and Pursuit Race Mykonos Bridge Channel 6 10.1.4 Saldahana Port Control All yachts entering Saldahna Bay are to report in and request channel clearance from Saldahna Port Control Channel 16 or 12 11. TIME LIMITS 11.1.1 The time limit for Race 2 & 3 will be 23h59 on Friday, 24 th February 2012. 11.1.2 The time limit for race 4 will be 16h30 on Saturday, 25 th February 2012. An extension may be allowed at the discretion of the Principal Race Officer. 11.1.3 Yachts that have not finished within the time limit shall be scored Did Not Finish 12. RETIREMENT Any yacht retiring from Race 1, 2 or 3 shall report the fact and its destination directly to Race Control as soon as possible. Yachts retiring after finishing shall inform the Race Committee on the prescribed form within one hour of finishing. 13. DECLARATIONS 13.1 Race 1-3 Cape Town to Mykonos via Dassen Island Gate - Each skipper must complete, sign and submit the prescribed Declaration form to the Mykonos finishing table or the Mykonos Marina, within 1 hour after arriving at Club Mykonos. This time can be extended at the discretion of the Race Committee.
13.2 Race 4 Bay Pursuit Race - Skippers of yachts that finish this race shall be presumed to have observed and obeyed all Rules and Sailing Instructions and it shall not be necessary to sign a declaration. 14. PENALTY SYSTEM RRS 44.1 and 44.2 are changed by substituting 360 degree in place of 720 degrees and by substituting one 360 degree turn in place of two 360 degree turns ; that is one tack and one gybe. 15. PROTESTS 15.1 The Bridge Call sign Mykonos Bridge - shall be notified on Channel 6 of a protest as soon as possible after the incident. 15.2 Protests shall be lodged with the Race Secretary on the prescribed form. Protests shall be lodged within one hour of the protesting yacht s finishing time. The Protest Committee may, given good reason, extend this time. Each protestor shall ensure that he or she, together with any witnesses he or she may wish to call, are available for a protest meeting at the place designated by a notice on the official Notice Board. Protestors shall ensure that the skippers of the yacht or yachts protested against are informed of the protest. 15.3 Protests will be heard in approximately the order of receipt at a time posted on the official Notice board. Should a protestor, or protestee who has been informed of the protest, fail to attend at the Race Secretary s office at the time specified to him by the Race Committee, the protest may be heard and decided in his absence. 15.4 Within two hours before the start of the entrant s first race, no yacht shall be challenged or be subject to protest in respect of her IRC or RCYC Club Handicap rating. 15.5 For the purpose of rule 64.3(b) the 'authority responsible' is a measurer appointed by the organizing authority or if not appointed, a Measurer appointed by the Protest Committee.
