1. Message from the President This is the first Activity Report that has been prepared especially for the BFF Congress 2017 which has seen a growth of popularity of football in Bhutan during the last few years. This is also due to the national team s performance in qualifying for the second round of the FIFA World Cup qualifiers in 2015 and the building of new Artificial Turf playing fields. This report is prepared so that it would help us, in looking back at the work done by the Federation for the year 2016 and reflecting on what we need to do further for improvement in the future. It is work that has been laid out in our Strategic Long term Plan to develop football in Bhutan. The year 2016 has been good in terms of the national teams performance as we qualified for the Asia Cup qualifiers second round. Our team beat the Bangladesh team 3-1 on aggregate. This is the first time we have beaten Bangladesh in our football history. Hopefully we get more experience and further improve our team s standard during the next round of qualifiers with much higher ranked teams. In terms of development of the game, BFF has been developing its technical department such as its refereeing and coaching. More referee courses such as youth referee course and better standard of coaches education have been introduced. Grass root football has always been our priority and most of the federation resources have been channelized towards this. In terms of doping in Sports, BFF has signed an MoU in 2016 with the National Doping Agency in Bhutan to support its fight against doping. In terms of infrastructure, a new Artificial turf has been built at Tsirang (FIFA Project) and three small Artificial turfs (AFC Projects) built at Paro and Punakha districts. I am pleased to say that due to all this hard work from the Executive Committee, the BFF Management and all the football stakeholders, AFC has awarded our MA with the AFC Aspiring MA of the year award 2016 during its AFC awards night held at Abu Dhabi, UAE.I hope that in future, we will see football developed further in Bhutan and be able to compete with the other top Asian Countries. 3

2. BFF CONGRESS 2016 The Congress started with the election of the Executive Committee members for the term 2016-2020. As there were no candidates competing against the present members in all the posts, the Congress re-elected the President, Vice President and the other members. By pushing its goal towards developing youth football, the BFF Congress 2016 committed to put in more effort in developing this sector of football in Bhutan. The Congress committed to put in as much funds as possible for grass root and youth football so that the future of national team football can be improved with more and better players. The Congress also looked into giving better incentives to the national team players and to see other avenues to help in building a strong team including hiring a new foreign coach for the team as well as getting a goal keeper coach. The Congress pushed for better facilities, better diet and better training equipment for all the national teams including the Women teams. It approved the improvement of both the training centres as well as setting up of an Academy for the future. 3. FINANCE REPORT BFF has its main source of income from the following: FIFA AFC And other sources such as Japan Football, Royal Government and sponsors With an increase of funds from FIFA for operation cost from 250,000 USD to 500,000 USD and AFC Funds remaining at 250,000 USD, it can be seen that BFF has an annual minimum budget of 750,000USD for its operations. The funds received are converted into the local currency at the prevailing exchange rate of the bank on receipt and expenses. Due to the local FIFA audit, the 2016 funds were held up till the audit was completed and all findings solved. Therefore, due to the budget of FIFA not being released, funds were used from the balance carried forward from previous accounts and rest used from BFF Savings account. 4

4. BFF and BHUTAN OLYMPIC COMMITTEE (BOC) The Bhutan Football Federation (BFF) had nominated its President Dasho Ugen Tsechup as the Vice President of the Bhutan Olympic Committee. The election was done during the BOC Congress on February 2016 in Phuensholing at the Druk Hotel Conference hall. BFF President was elected unanimously as the Vice President of BOC for the term 2016-2020. The BOC in its meeting with all its stakeholders decided that District Sports Associations would be formed. In the beginning 10 out of the 20 districts would be affiliated as a start. BOC Congress also pushed for development of sports at the grass root level with funds from BOC to the National Federations to be used for that purpose. Funds of Nu 2.5 million received from BOC for the year 2016 was utilized for grass root football. The funds were used to organize U13 and U- 14 competitions in the districts. BFF supported the BOC during the Olympic Day 2016 celebrations in terms of technical support. The Olympic Day Celebration was held in Thimphu for 2016. Bhutan Football U-23 national team was sent to represent the country in the South Asian Games in Guahati, India through the BOC. 9

Olympic Day Celebration 5. BFF and the DISTRICT ASSOCIATIONS As of now BFF has all 20 districts affiliated to it. Each district has a focal person assigned who work closely with the District Sports Association (DSA) in regards to football activities. BFF has also been supporting some districts with financial as well as technical. BFF has been in the last few years supporting the District Football Associations. BFF supports in form of funds to the districts to organize grass root courses and festivals. Further, equipment has also been given to the districts. BFF has a focal person in each district to coordinate all activities that the district football associations require such as coaches course, referee course etc. 10

6. COMPETITIONS Men competitions 6.1 BOB National League Bhutan Football Federation conducted the BANK OF BHUTAN (BOB) NATIONAL LEAGUE, 2016 from 2nd July-13thAugust, 2016 on home and away basis. A total of 6 (Six) registered Clubs took part in this tournament. The tournament was conducted at Changlimithang National stadium, Punakha UA Ground, Paro, RBA Ground and Chukha, CST Ground; it was officiated by FIFA and National referees of Bhutan Football Federation. The tournament concluded on 13th August, 2016, with the last match between Thimphu City F vs. Druk United FC. Thimphu City FC was declared as the Bank of Bhutan National League champion of 2016. Chief Justice, Lyonpo Tshering Wangchuk was the chief guest and some delegates from Bank Of Bhutan was also present at the prize distribution ceremony and Lyonpo awarded the trophies, medals and cash prizes to the winning teams with Nu.10, 00,000/-(One Million)) only to the Champion club, Nu.500, 000/-(Five hundred thousand) only to the 1st Runners up club and Nu.200,000/-(Two Hundred thousand) only to 2nd Runners up club. 11

6.2 Thimphu A league Bhutan Football Federation conducted the THIMPHU league, 2016 from 3rd April-19th June, 2016 on double round League. A total of 8 (eight) registered Clubs took part in this tournament. The tournament was conducted at Changlimithang National stadium and it was officiated by FIFA and National referees of Bhutan Football Federation. The tournament concluded on 19th June, with the last match between Tensung fc vs. FC Tertons. The Thimphu City fc was declared as the Thimphu League champion of 2016. BFF President Dasho Ugen Tshechup Dorji was the chief guest and awarded the trophies, medals and cash prizes to the winning teams with Nu.400,000/-(Four hundred thousand) only to the Champion club, Nu.200,000/-(Two hundred thousand)only to the 1st Runners up club and Nu.100,000/-(One Hundred thousand) only to 2nd Runners up club. The bottom two clubs U17 National Team and Tensung FC is relegated to Thimphu B division Championship next year. 12

6.3 Thimphu B League Bhutan Football Federation conducted the THIMPHU B Division Championship, 2016 from 1st 29th March, 2016 on league cum Knockout basis. A total of 13 (thirteen) Thimphu B Division registered Clubs took part in this tournament. The tournament was conducted at Changlimithang National stadium and it was officiated by FIFA and National referees of Bhutan Football Federation. The tournament concluded on 29th Match, with the final match between Transport United FC vs. FC Motithang City. The Transport United FC was declared as Thimphu B Division Championship, 2016. The General Secretary, BFF a chief guest awarded the trophies, medals and cash prizes to the winning teams with Nu.30,000/-(Thirty thousand) only to the Champion club, Nu.20,000/-(Twenty thousand)only to the Runners up club. The two finalists Transport United FC and the FC Motithang City is promoted to Thimphu A division League next year. 6.4 U-16 youth club competition Bhutan Football Federation conducted the U-16 CLUB CHAMPIONSHIP, 2016 from 5th 26th March, 2016 on league cum Knockout basis. A total of 8 (Eight) U-16 registered Clubs took part in this tournament. The tournament was conducted at Changjiji stadium and was officiated by FIFA and youth National referees of Bhutan Football Federation. The tournament concluded on 26 th Match, with the final match between U16 Drukstars vs. U-15 National Team. The U16 Drukstars FC was declared as U-16 Club Champion, 2016. Mr. Chokey Nima the Technical Director BFF, chief guest awarded the trophies, medals and cash prizes to the winning teams with Nu.20,000/-(Twenty thousand) only to the Champion club, Nu.10,000/-(Ten thousand)only to the Runners up club. 6.5 World Cup qualifiers-last game vs Maldives The national team played its final game of the World Cup qualifiers vs Maldives. Before the game, the team had a practicing session at Bangkok. The team had its training session at Buriram club area. The team then travelled to the Maldives where we lost 4-2. 6.6 Asian Cup Qualifiers-2nd round vs Bangladesh The Bhutan Football team had to play its second round qualifiers vs Bangladesh. The first game held at Bangladesh was a goalless draw. The return game at Thimphu saw the Bhutan team beat the Bangladesh team 3-1. This resulted in our team reaching the third round of the competition. 13

7. INVESTMENTS SHARES BFF has purchased preferential shares from Zimdra for Nu 30 million. BFF earns Nu 3million yearly from the investment. BFF will continue to look for different avenues for investments. 8. CLUBS BFF has been supporting all the clubs with subsidies so that the clubs can compete in the leagues. This year BFF has been able to support the clubs with a subsidy for their coaches salary. This would help the clubs in fulfilling the criteria of having a permanent license coach. BFF with the support from AFC, has also given courses for the clubs in terms of marketing, Media and security. This is in line with AFC guidelines for a club licensing policy. BFF hosted the AFC Cup qualifiers for the group stage where the national league champion FC Terton participated. FC Terton emerged as the winner from this group. AFC Club seminar 14

9. COACHES Coaches are an important part of developing football in the country. BFF has been investing on improving and developing its coaches. In order to improve the standard of the National teams, BFF has hired a German Coach Mr Splitter to coach the senior national team. With vast experience of coaching Mr Splitter will hopefully bring a lot of knowledge to the team especially with the Asian Cup qualifiers. BFF has also extended the Youth Head Coach Mr Lee term with the Japan Football Association (JFA). BFF hopes that this would help to bring up the standard of the youth national teams. BFF has also brought in a Goal Keeper coach from Japan with the support of JFA. This would help in the development of the national team Goal Keepers as well as training new Goal Keepers. With the introduction of the Girls Training Centre at Gelegphu in 2016, BFF has received support from the Korea Football Association with a Head Coach. Mr Lee has been national team coach of South Sudan before taking his assignment as the Bhutan Woman Team Coach. He will also be coaching the girls youth teams in the Gelegphu training centre. 15

10. GRASS ROOT FOOTBALL Grass root football has been the important aspect of football development in Bhutan. BFF Management has been directed by the BFF Congress and the BFF Executive Committee to move towards further development of grass root and youth football in the country. This year, BFF has held the AFC Grass Root Day as well as the AFC Woman s Day. Further, BFF has an annual BFF Grass root day celebration. AFC Festival for grass root football has been held in Trongsa and Phuentsholing. In total 550 kids were present in both the districts along with 20 coaches trained in grass root football. 11.DEVELOPMENT 11.1 COACHES In order that coaches upgrade their knowledge, BFF organized the following courses:1. 2. 3. 4. 11.2 REFEREE As referee plays an important part in the development of the standard of football, BFF held courses in order that the standard of refereeing is maintained. The following courses were held for referees:1. National referee course 2. FIFA referee instructor course 3. Youth referee course 11.3 YOUTH FOOTBALL BFF has the training centres for developing elite youth football. The training centre for Boys at Chanjiji Thimphu has the U -14 and the U-17 age group. The boys are being trained for the AFC U 16 and U 19 competitions to be held in 2017. The U-17 age group played in the Thimphu league so that they get to play with stronger opponents and as well as get more experience. Both the age group teams are being trained under coach Lee from Japan and are being assisted by local coaches. 18

The BFF organized its annual national U-14 and U-16 boys and girls competition at Gelegphu. This year the competition showed a turnout of all the twenty districts. From this competition the selection of the academy boys and girls team were made. 12. WOMAN FOOTBALL Woman football saw the start of a new era with the introduction of a new academy/training centre at Gelegphu. The training centre had the U 16 girls team and some members of the national team training there. A new head coach from Korea Mr Lee was inducted to improve the standard of the woman team. 19

Woman league 2016. Bhutan Football Federation conducted the THIMPHU WOMEN S LEAGUE, 2016 from 8rd April-23rd July, 2016 on double round League. A total of 6 (Six) registered Clubs took part in this tournament. The tournament was conducted at Changlimithang National stadium and it was officiated by FIFA and National referees of Bhutan Football Federation. The tournament concluded on 23 rd July, with the last match between FC Tertons vs. Mandala FC. Thimphu City FC was declared as the Thimphu women s League champion for 2016.BFF General Secretary was the chief guest and he awarded the trophies, medals and cash prizes to the winning teams with Nu.80,000/-(Eighty thousand) only to the Champion club, Nu.40,000/-(Fourty thousand)only to the 1st Runners up club and Nu.30,000/-(Thirty thousand) only to 2nd Runners up club. 20

Senior Team Competition The senior Women national team played the SAFF Championship at Siliguri, India. The competition was an experience for the young team. The Girls U-14 team went to Dushanbe, Tajikistan to play in the AFC U 14 qualifiers. There had a training session in Katmandu, Nepal before proceeding for the competition. 13 RESPONSIBILITIES CORPORATE SOCIAL RESPONSIBILITY 13.1 Veteran Competition Bhutan Football Federation conducted the OPEN VETERAN CHAMPIONSHIP, 2016 from 19th November to 31st December, 2016 on one league cum knockout basis. A total of 13 (thirteen) teams took part in this tournament. The championship was conducted at Changlimithang National stadium and it was officiated by FIFA and National referees of Bhutan Football Federation. The tournament concluded on 31st December, 2016, with the final match between Zimdra Fc vs. RBP Fc. The champion of OPEN VETERAN CHAMPIONSHIP was Zimdra FC and runners-up were RBP FC. Lyonpo Tshering Wangchuk, chief guest awarded the trophies, medals and cash prizes to the winning teams with Nu.20, 000/-(Twenty thousand) only to the Champion team, Nu.10, 000/-(Ten thousand) only to runner up team 13.2 AFC Woman Day The AFC woman day as usual was celebrated on the 8th March 2016. The celebration was held at all the 20 districts with football festivals for the girls and a woman football game between two local teams. AFC supported the day with T-shirts while BFF gave out refreshments. The chief guests in the different districts were usually the district Magistrate. 13.3 AFC Grass root day The AFC Grass root day is celebrated on 6th April 2016. All 20 districts took part in this with festival organized and parents also joining the kids. This day is supported by AFC. 22

14. PERPECTIVE 14.1.MEDIA AND MARKETING Media and Marketing seminar were held to improve the scope of future income for the federation as well as for the clubs. This seminar was supported by AFC. Due to the national teams participation in the Asian Cup qualifiers, the scope of future income needed to be looked into. The federation signed a further 3 year contract with Bank of Bhutan towards support for its National League. BFF also signed a contract with Tashi Airlines for a period of three years. A contract was jointly signed between BOC, FBT(Thailand) and BFF for three years in regards to equipment sponsorship. 23

14.2. BFF AND TELEVISION BFF was the pilot project of AFC live streaming by Mycoojo. This project helped BFF set up a television network (Bhutan football tv) to broadcast all football games at Thimphu live on the internet. This would in future help the federation in bringing in funds through sponsorship. 24
