Welcome Welcome to the inaugural Swan River 10s rugby tournament which will be played along the banks of the Swan River at Charles Court Reserve (The Foreshore), home of Nedlands Rugby Union Football Club. This will close out the Alcohol. Think Again Summer Tens Series and provide a fitting transition and warm-up to the 15 a-side rugby competition commencing on 7 April 2018. We look forward to a day of fun and entertainment with fast paced 10s Open Men s, Open Women s, Social Men s and Under 20 Men s games played over three fields. Tournament Venue Nedlands Rugby Union FC Charles Court Reserve The Esplanade 181 Broadway, Nedlands Parking Parking is available for players, supporters and spectators in the general car park located next to the club house and grassed verge along Charles Court Reserve on The Esplanade (spaces in these areas are limited). Additional parking available on Paul Hasluck Reserve. You are welcome to drop off any equipment you may have at the emergency gate located near Bessell Avenue before continuing along The Esplanade to park at the Reserve. ** Strictly no parking allowed on residence verges along The Esplanade. There will be council rangers patrolling the area *** 4

Tournament Site Map & Services Tournament Administration Competition Administration and Referees tents will be located near the club room, behind the number 1 field s in-goal area (refer to 4). All correspondences from Competition Administrators and Referee Manager to Team Managers, including updated fixtures and results will be available from this area. Team Marquees We recommend teams bring their own marquees to provide shade for their players and supporters. Please set up in the dedicated team marquee zone (refer to 10 on above site map). If there is insufficient room, please set up in the area between Fields 1 and 2. Please allow room for sideline spectators on either sides of the field. Players & Insurance Insurance is included in team nomination fee. Ensure all players are ARU registered prior to the commencement of play. If players are not registered, they must complete a 2018 ARU Registration Form and hand in completed/signed form to event administration tent prior to the first match to be covered by insurance. Team to ensure players are eligible to play in the appropriate age groups including adhering to ARU/RugbyWA dispensation policy. Matches will be forfeited if unregistered players take to the field. Team Medical Support Each team must provide their own medical support personnel for their players including but not limited to injury management, strapping, first aid etc. The medical support personnel should be suitably qualified with senior first aid certification and carry a first aid kit. Team medical support and personnel should also be familiar with the ARU Concussion Guidance. St John Ambulance will be on site to assist with injuries. Tent is located between the club rooms and administration tent. Recommend sun screen to be provided to your players. Water and Ice Water taps are located outside the of the club rooms (near change rooms) and near the emergency gate close to Field 3 for teams to fill water bottles. Bags of ice ($4 per bag) will be available for purchase from Perth Ice Works trailer located near the clubrooms (refer to 10 on site map on page 5 of this manual). Ice baths will not be supplied for this tournament. Change Rooms Change rooms will be available for use by players throughout the day. Serious Injury Protocol The ARU has an established Serious Injury Protocol and Report for use by all Rugby Bodies Clubs, Schools and Unions who participate in the game of Rugby. 8

An ARU Serious Injury Report must be completed and submitted for the following match or training related injuries: Any head or neck injury that results in a player being treated at an emergency department, hospital or after hours medical centre; or Any injury that results in admission of a player into hospital (note: this does not include players taken to an Emergency Department and allowed home from there). Tournament Rules RUGBY 10 s Tournament Rules This Tournament is organised under the auspices of the Western Australian Rugby Union and played in accordance to the International Rugby board (IRB) Bye-Laws, Regulations and Laws of the game of Rugby Union and standard set of variations appropriate to the ten-a-side game with the following exceptions: 1. Team Size 1.1 Each team shall name a squad no less than 10 players and not exceeding 16 players. 1.2 The minimum number of starting players that can be fielded without incurring a forfeit is 10 players. 1.3 A match declared to be a forfeit due to insufficient numbers may still be played under the discretion of the Tournament Director. 2. Age of Players 2.1 All registered participants must be 18 years old or over on the day they take the field in the competition, with exception to those who have completed the ARU Senior Rugby Policy dispensation, submitted it to RugbyWA and received approval. http://www.rugby.com.au/tryrugby/administration/seniorrugbypolicy.aspx 3. Declaration of Squads 3.1 Each team is required to send at least one representative to the Tournament Briefing held prior to the commencement of competition. 3.2 The Team Manager shall be required to submit a squad (maximum 16 players), including shirt numbers, at the Tournament Briefing held prior to the competition. 3.3 Players must retain the same shirt number throughout the event. 3.4 The coin toss of each match will be conducted prior to the two teams entering the field of play and will be conducted by the Match Official. 3.5 Team managers shall be responsible for getting their teams to the field of play by the scheduled kick-off time. A two minute grace period for late arrivals will be permitted at the discretion of the tournament officials. If, after this time has elapsed, the opposition has still not taken the field of play, the team on the field ready for kick-off will receive a forfeit into the next round. (a forfeit in the pool stages will carry a 25-0 scoreline against the offending team). Team officials are asked to continually check the kick off times of their next game. 10

3.6 No team is allowed to approach another team to replace any injured players to complement their squads. This includes multiple teams entered from any club/organisation. A player named on multiple team sheets is allowed as long as they are entered within the 16 player squad size at the commencement of the day. 4. Substitutions 4.1 A match shall be played by no more than 10 players in each team on the playing area. A player may be replaced on account of injury or can be substituted. Teams may have a squad of 16 Players to use in each match. 4.2 All competition divisions will have rolling substitutions throughout the series. 5. Match Duration 5.1 Timekeepers will be appointed for all matches and will time all games. However the referee s whistle will signal the end of the game. Each game will last 10 minutes each half, with not more than two minute interval between halves. All finals will replicate all pool matches. 5.2 Men s Social and Women s teams may by agreement before the match mutually agree a change of playing time but must inform the match day referee. This must be done by both team Captains prior to kick off. The game can last 7 minutes each half, with not more than two minute interval between halves. This can include finals matches. 6. Championship Grading 6.1 Points for all pool matches will be awarded as follows: Winning team Drawn match Losing team Forfeited team 4 points 2 points per team 1 point for a loss of 7 points or less. 0 points (refer item 8. Forfeits) In the event of two or more teams In the event of two or more teams having the same number of championship points within a pool at the conclusion of the pool matches, the higher placed team will be decided by applying the following criteria in order: a) The margin of points scored for and against by the teams in all pool matches shall be considered. The team with the highest positive margin of points shall be ranked higher; b) The team that won the match between the two equal teams shall be deemed to have finished higher; c) The team that has scored the highest number of points in the pool matches shall be ranked higher; d) The tie will be resolved by the toss of a coin between the Team Managers concerned. 11

. 7. Resolving Drawn Finals Matches 7.1 In the knockout stages of the tournament, in the event of a drawn match, before extra time starts, the referee organises a coin toss. The winner of the toss decides whether to kick off or to choose an end. If the winner of the toss decides to choose an end, the opponents must kick-off and vice versa. Play will then continue for further periods of five (5) minutes, with teams alternating ends and kick-offs until the first team scores. There will be no intervals between the additional periods and no team officials will be allowed on the field of play. 8. Forfeits 8.1 A forfeit will be declared two (2) minutes after the scheduled start of play where either team is unable to commence play. 8.2 Forfeit Score: A forfeit score will be recorded as twenty five (25) points to nil (0) with four (4) tries awarded to the winning team. The winning team shall also be awarded four (4) championship points. 8.3 Should an opposition player prove to be ineligible as deemed by the Tournament Director, a forfeit will be recorded. The forfeit score or the actual completed match score will be awarded, whichever is higher. 9. Disputes 9.1 All disputes, queries or objections must be brought to the attention of the Tournament Director within 15 minutes of the completion of the game in dispute, whose subsequent ruling shall be final. 10. Access to Playing Area 10.1 Only players, the Referee, touch judges and medically trained persons, in order to tend an injured player, may enter the playing field. 10.2 During the interval, coaches and water boys may enter the playing area but they must leave it before resumption of play and must not do anything to delay the punctual resumption of play. 11. Player Send-offs 11.1 Yellow Card(s). If a player is sent to the sin-bin by the referee they must proceed immediately to their team bench. They must remain there for a period of two (2) minutes of playing time. The two (2) minute period will not commence until the offending player has reached the sideline. Only the referee may authorise a return to play after a sin bin period, and then at the next stoppage of play. 12

11.2 Any player who receives 3 yellow cards during the tournament, will be suspended for one match. 11.3 Red Card(s). A player sent from the field, under the World Rugby Standard Set of Variations for 10-aside on to Law 9 Foul Play, will not be permitted to play again until the matter has been dealt with post tournament. Therefore the player will be ineligible to play any further matches in the tournament. They cannot be replaced and the team s squad shall be reduced in number accordingly for the remainder of the tournament. 12. Uniform Requirements 12.1 Each player shall wear the uniform of his or her team. 12.2 Minimum uniform requirements for RugbyWA events must be met. A competitor must not use equipment or wear anything that is dangerous to him/herself or another competitor (including any kind of jewelry). Long or sharp fingernails are to be trimmed or taped. All participating competitors are to be correctly attired in appropriate, matching team uniforms. All numbers on jerseys need to be clearly visible, and in a contrasting colour to the dominant colour of the shirt. Boot and safety equipment checks will be conducted prior to kick-off for every match. Mouth guards are strongly recommended. 12.3 Team Jerseys Colour Clashes Every endeavour will be made to avoid clashes however, in the case of colour clashes between teams the following rule shall be observed: For all matches where there is a colour clash, the team wearing the alternate kit will be determined by a coin toss. 13. Unusual Circumstances 13.1 The Tournament Director reserves the right to alter the format of the tournament in the event of unusual weather or any other unexpected circumstances. 13.2 Tournament organisers and match officials may, in extreme cases of inclement weather, abandon or cancel games in the interest of player safety. 13

13.3 The Tournament Director will make every effort to ensure that all scheduled matches are completed. This may require matches to be shortened in duration or re-located to a different field, or for the draw to be amended to accommodate changes to match times.
