Message to Competitors Welcome all to the 2016 Rally Season! It is with great pleasure that the North Shore Sporting Car Club once again presents the V-Sport Caves Classic as Round 1 of the Techworkz Development Rally Series (including DRS4) and the Hyundai Rally Series. We are pleased to announce that V-Sport is once again supporting our event. If you haven t considered V-Sport as your supplier of quality motor sport products and great advice, we certainly recommend them to you. We also thank Mick Harding from Techworkz for sponsoring the DRS again in 2016. Mick has always supported rallying and continues to be a hard working member of the Rally Panel. Competitors in this year s event will enjoy 100km of competition on the best roads the Hampton and Jenolan State Forests have to offer, in a compact 8-stage rally with central start, finish and service location. With a 12 noon start and cars scheduled to finish before sunset, many competitors will be able to comfortably drive to the event in the morning, have a blast in the forest and drive home again that evening. As a bonus, you can show off to your mates at the spectator point! What a cracker day out! For those wishing to camp overnight, the Forestry rest area - complete with toilets - is immediately opposite the Service Park. Not contesting the DRS or HRS this year? Doing the ARC, State series or just cherry picking events? Whatever your intentions, this is the event for YOU as a shake down for the 2016 rally season! We re even offering the use of pacenotes for those competitors not contesting the DRS, DRS4 and HRS how good is that! ARTICLE 2 2.1 Nature of Event ORGANISATION The V-Sport Caves Classic Rally is round 1 of the 2016 Techworkz Development Rally Series (DRS & DRS4) and Round 1 of the 2016 Hyundai Rally Series (HRS). It will be conducted as a special stage rally over Public, Private and Forest Roads within the Oberon Shire on Saturday, 5 March, 2016. The Event is a competitive event, designed to test the skill of the driver and co-driver, and the reliability and mechanical condition of the competing vehicle. 2.2 Authority The event shall be conducted under the general provisions of the International Sporting Code of the FIA, the National Competition Rules (NCRs) of CAMS Ltd, the National Rally Code (NRC), the 2015 NSW Rally Competition Conditions and 2015 NSW Rally Organisers Conditions, these Supplementary Regulations and any further regulations which may be issued by the organisers and approved by CAMS Ltd. The event shall use A to A timing in accordance with the National Rally Code 1.33. This event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at http://www.cams.com.au/motor-sport/safety/ohs-policy. Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the event. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing.a

A Competitor may claim a refund of entry fee if an entry is withdrawn in writing not later than 1200hrs on Thursday, 3 March, 2016. 3.3 Entry Fees The entry fee is as per table in 3.1 and includes the registration of service crews, Public Liability Insurance, Council Fees, CAMS Permit Fee, Forestry Levy and Paramedic Services. The discounted entry fee for registered competitors (as described in table 3.1) is available at the time of submission of the entry. Refunds will not be processed for competitors who do not claim the discount when submitting the entry. 3.4 Number of Entries Entries will be limited to seventy (70) plus five (5) reserves. For this event, there are 5 options for your entry. DRS Registered. This is for 2WD vehicles where at least one crew member has registered for the DRS (prior to the close of entries). DRS4 Registered. This is for 4WD vehicles where at least one crew member has registered for DRS4 (prior to the close of entries). HRS. For those eligible Hyundai Excel vehicles where at least one member of the crew is registered for the HRS. Non Registered. For those crews where neither have registered for the DRS, DRS4 or HRS or where the driver or vehicle is ineligible for inclusion in the DRS/DRS4. Please refer to the 2016 NSW Rally Competition and Organising Conditions to confirm eligibility. http://www.rallynsw.com.au/info/regulations/ Pacenote competitors. For those crews electing to use pacenotes at this event, regardless of the registration-status of the crew members. 3.6 Starting Order The starting order will be determined by seeding using the NSW Seeding List and/or whatever other information the Organisers select. The seeded list of entries will be available as per the Event Programme. Pacenote Competitors will be seeded separately and run as a group at the front of the field. 3.7 Change of Entry Competitors may, at any time up to the close of Documentation Verification, change the vehicle or crew members upon written notification to the Clerk of Course. A change of driver or vehicle may necessitate the competitor to be reseeded. Competitors who enter the pacenote section in the first instance, may not subsequently change to another section of the event.
3.8 Crew Eligibility Crews will comprise two persons only. The same crew will be required to compete throughout the Rally. 3.9 Competitors Briefing A Competitors Briefing will be held at 1140hrs Saturday, 5 March, 2016, at the Rally Headquarters. It is required that at least one member of the crew attend, and be present for the entire duration of this briefing. ARTICLE 4 SCRUTINEERING & DOCUMENTATION 4.1 Scrutineering Competitors are requested to have their vehicles scrutineered by a CAMS Regional Rally Scrutineer in the fortnight prior to the event and to present a fully completed and signed road event scrutiny form at Documentation. The list of Regional Rally Scrutineers and a copy of the scrutineering form is available at http://www.rallynsw.com.au/info/regulations/. The organisers have provided for limited scrutineering at the event. Any competitor who is unable to be regionally scrutineered is asked to contact the Clerk of Course as early as possible to secure a time at the event. At Scrutineering competitors will be required to present: Vehicle Log Book Helmets The car in a ready to rally condition, including driving lights (if they will be used). 4.2 Documentation At Documentation Verification competitors will be required to present: Completed Scrutineering form (with the vehicle Log Book number noted by the scrutineer) Licences for Driver / Co-Driver (Civil and CAMS) CAMS affiliated Car Club Membership Driver / Co-Driver Vehicle Registration Papers and proof of Third Party Insurance. NSW UVP s will be considered as valid registration QLD registered vehicles will require a 3 rd Party Extension Road Book, Service Instructions, Competition Numbers and Advertising, etc will be issued at documentation verification. 4.3 Timetable for Scrutineering and Documentation Please refer to the Event Programme.
ARTICLE 5 5.1 Vehicle Eligibility VEHICLES Please refer to the 2016 NSW Rally Competition and Organising Conditions at http://www.rallynsw.com.au/info/regulations/ for details. 5.2 Classes Categories and classes are as per the 2016 NSW Rally Competition Conditions for the Development Rally Series and Hyundai Rally Series. Should there be less than 3 entries in a class or category the organisers reserve the right to combine or not award for those classes or categories. ARTICLE 6 EVENT DETAILS 6.1 Rally Headquarters and Service Park The Rally Headquarters and Service Park will be located adjacent to the intersection of Duckmaloi Road and Jenolan Caves Road, Hampton. Access will be from Duckmaloi Road. To get to the venue from the Great Western Highway, turn onto Jenolan Caves Road near Hartley (approximately 11km west of Mt Victoria). Follow this for approximately 24km then turn right onto Duckmaloi Road towards Oberon, then immediately turn left through a gate into Rally Headquarters. To get to the venue from Oberon, head towards Sydney on the Duckmaloi Road for approximately 26km and turn right into the Service Park 80 metres before reaching the Jenolan Caves Road intersection. 6.2 Directions to Awards Presentation The post-event awards presentation will take place at the Hampton Halfway Hotel, Jenolan Caves Road Hampton, approximately 6km east of the Rally Headquarters. Turn right from the Rally HQ onto Duckmaloi Road then turn left onto Jenolan Caves Road (towards Sydney). After approximately 6km the Hampton Halfway Hotel is on the left. Dinner will also be available at this venue until 9pm. 6.3 Service Park In Controls and Final Time Control Competitors may book into the following controls early (and only these controls) without penalty. the service park In control (TC2A, TC4A, TC6A); and the final control of the event, TC8A. 6.4 Servicing All servicing will take place at the Service Park. For reasons of competitor and service crew safety, no Servicing or Refuelling is permitted outside the designated Service Area as identified in the Road Book. Competitors will have a minimum of 20 minutes service time at each Service. No service vehicle may drive on a competitive stage during the running of the Event without the express permission of the Clerk of Course. If vehicle recovery is required, service crews are asked to contact Rally Headquarters for instruction. There is NO pump fuel available near the Service Park. Competitors will need to provide their own fuel supply.
The maximum distance between service points will be 56kms total with 33km competitive. Service instructions will be issued at Documentation Verification. In order to be covered by the CAMS Personal Accident Insurance, service crew members must be registered with the Organisers by the close of Documentation Verification. A form will be available at Documentation Verification. ARTICLE 7 GENERAL INFORMATION 7.1 Maps All maps will be supplied by the Organisers. 7.2 Odometer Check The survey car recorded 5.00 km between the Odometer Start and Odometer Finish signs heading west on Duckmaloi Road. The Odometer Start is 0.3km west of Rally Headquarters or 0.4km west of the Jenolan Caves Road/Duckmaloi Road intersection. Directions to the Odometer Check will be included in the Road Book. The survey car used a GPS tripmeter. 7.3 Route Instructions The event is fully route charted. Tulip diagrams will be provided, but the written instructions are to take precedence should any conflict in interpretation be encountered. No closed gates will be encountered in special stages of the event. 7.4 Pacenotes DRS, DRS4, HRS Competitors For those competitors contesting the DRS, DRS4 and HRS, and all other competitors not electing on the entry form to use pacenotes, the use of pacenotes is banned for this event. Any person contesting these series found with pacenotes will be reported to the Stewards by way of a formal charge, who may impose a penalty up to and including exclusion from the event. Pacenotes shall be considered as notes in any form, other than the official documents or maps issued or authorised by the Organisers. Observers may be placed along the route to ensure compliance with this regulation. Pacenote Competitors The use of pacenotes will be allowed for those competitors who elect on the entry form that they wish to use pacenotes. These competitors will not be contesting the DRS, DRS4 or HRS and will run as a group at the front of the field. Following submission of their entry, each pacenote competitor will need to register with the organisers to undertake reconnaissance, via email to the Clerk of Course at cavesclassic@gmail.com. Following registration, pacenote competitors will be provided with an electronic version of the road book and may undertake reconnaissance at any time prior to competition. Registrants will need to provide dates and times at which they intend to undertake reconnaissance and the make, colour and registration details of the reconnaissance vehicle to be used. Competitors found to be undertaking reconnaissance at times outside those nominated or using a different vehicle will be referred to CAMS and/or the Stewards by way of a formal charge.
The speed limit in all forest areas is 60km/h unless otherwise signposted. Competitors undertaking reconnaissance are reminded that ALL road rules and limits must be observed breaches will be referred to CAMS and/or the Stewards by way of a formal charge. 7.5 Event Signage It is a condition of entry that all competing cars display the event and/or series signage. The event signage supplied is outlined in Appendix B. 7.6 Sunrise, Sunset at Hampton area On Saturday, 5 March, 2016: Sunrise Sunset 7.7 Penalties 0652hrs 1931hrs The Clerk of Course reserves the right to take into account all official documents when compiling the results, including control cards and to correct any verified recording errors. 7.8 Results The results are official and final at 1800hrs Tuesday, 8 March, 2016 should no protests on the results be received. 7.9 Finishing Qualifications All competitors must complete 100% of the route under the power of the competing vehicle to be classified as finishers and feature in outright results. Any crew that fails to report to any control or enters or leaves a control in other than the prescribed direction shall be deemed to have retired from the event, the route being that as set out in the Road Book for each crew.
ARTICLE 8 8.1 Retirements REMINDERS Any crew retiring from the event must submit their road cards to the Stage End Control or the Sweep Car. Accurate details of the reason for withdrawal and any damage to vehicles or other property must be supplied. An Incident Report must be completed if a competitor or other person sustains any injuries and the organisers may require any crew to complete an Accident Report or other CAMS forms. Failure to comply with these conditions may result in competitors being referred to the Stewards and charges being laid under NCR 183(viii) in reference to these regulations and the requirements of Appendix I of the 2016 Manual of Motor Sport. 8.2 Re-joining Re-joining in accordance with Article 6.10 of the NRC will be permitted in this event at the discretion of the Clerk of Course. If the sweep vehicle catches up to a competitor who would normally be considered out of late time the competitor may elect to either: withdraw, in which case they cannot participate further in the event, and must hand in their time card and withdrawal form; or request to re-join at a future point, in which case they must hand their current time card to the sweep vehicle and then proceed to the Service Park Time Control and make application to rejoin. Any competitor, who rejoins the rally in accordance with the above regulations, will have stage results recorded in the results, but will not be classified as a finisher or eligible for any outright awards. ARTICLE 9 WHS ADVICE FOR ENTRANTS AND SERVICE CREWS All personnel are asked to assess the risks associated with any practice that they are involved with, and take action to minimise the potential injury to themselves and any other personnel. Please observe the following rules to assist our event to be a safe one. No smoking within the service park Use a liquid proof ground sheet beneath the car during all servicing and re-fuelling operations. APPENDIX A VEHICLE NUMBERING AND SIGNAGE REQUIREMENTS Vehicle signage stickers Important the vehicle numbers supplied are made to go on and off cars without damaging paintwork. As such they are deliberately made with removable adhesive. When applying your vehicle numbers please ensure that your car is clean and dry. Press the stickers down firmly, and rub to the edges and the corners. Avoid lifting and re-applying. The vehicle signage in use is a modified FIA style. Please refer to the sample vehicle diagram below: Larger Vehicle Numbers - top front corner of the door. Door Plates (name of the rally) top of door behind the car number. Smaller numbers Top front corner of the windscreen, and also on the matching place on the rear windscreen. Scrutineering sticker this will be signed at Document verification upon receipt of a completed scrutineers report. Place it on the front Windscreen underneath the number. Techworkz stickers, Rally NSW stickers and Rally NSW sponsor bar stickers supplied by the Rally Panel must be displayed by all registered competitors, in a clearly visible position on the sides of the vehicle.
