Only legitimated athletes and degrees awarded by ITF / grades awarded by the abovementioned structures, unlimited number of athletes / category / club can participate. Minimum admitted grade: - juniors I, II, III and seniors: 8 GUP (yellow belt) All junior teams (M and F) should include 5 persons (minimum 3) of the same category and should respect the age category of the team. 2. ATHLETES EQUIPMENTS The official equipment is the one approved by FRTKD ITF, A.E.T.F and I.T.F. The equipment of each athlete will be verified when (s)he enters the competition by a designated umpire. Sportivii vor avea acces la suprafaţa de concurs doar însoţiţi de un instructor sau antrenor de taekwon-do ITF, acreditat, cu card de antrenor, echipaţi în culoarea colţului la care participă, cu 2 minute înainte de începerea meciului, conform grilelor de concurs. The sportsmen will have access in the competition with a Taekwon-do ITF coach, will be dressed in the color of the corner, no later than 2 minutes before the game starts, according to the competition draws. 4. APPEALS They are based on the Umpire Rules. In case of appeal, the coach must provide money and fill out the appeal form at the table of the Jury President, within 5 minutes after the game in question. 5. THE WEIGHING The weighing of the athletes will take place at the registration on Thursday, June 29 th, 2017, from 14.00 to 19.00, at Hotel Continental Forum Oradea. LA CÂNTAR NU ESTE ADMISĂ DEPĂŞIREA LIMITEI MAXIME A CATEGORIEI! AT THE WEIGHING, IT S NOT PERMITTED TO EXCCEED THE MAXIMUM FOR THE CATEGORY! At the weigh, the athletes will come with dobok pants and t-shirt (totalizing 0.5 kg, which will be deducted). The athletes who exceed the weigh limit have 1h from the first official weighing to confirm the category. Page 4 of 7
NOTE! If at the second official weighing the athletes do not fit in the category in which they were enrolled, they will be withdrawn from that sparring category, without the possibility to enroll in another one. C. ENROLLEMENT 1. TEAMS COMPOSITION Each delegation can be formed from: 1 delegation head (1-2 coaches or instructors) competitors juniors I, II, III and seniors (M and F) 1 or more accredited umpires 2. PARTICIPATION OF ACCREDITED CLUBS The registration in the competition will be on Thursday, 29.06.2017, from 16.00 to 19.00 at Hotel Continental Forum Oradea. This will be done by 1 coach / instructor for each club. The coach / instructor will check the registration forms submitted no later than 15.06.2017 by e-mail to secretary@taekwondo-itf.ro, passports will be in the registration order with photos and the enrollment fees must be paid on the spot. Registration forms will be downloaded from www.taekwondo-itf.ro Medical permit valid for all the period is mandatory for each enrolled sportsman. Any dispute will be settled with General Secretary, Mr. Mihai Hondru 5 dan or the Competition Director, Mr. Ciprian Banea 5 dan. Notes: The heads of delegations are required to be present by schedule at the enrollment having the accidents responsibility sheet completed and signed. No one can be enrolled as coach or instructor if he does not have this qualification. 3. DEAD LINES The deadline for submitting the registration forms is 15.06.2017, 21:00. They must be sent by email to secretary@taekwondo-itf.ro. Any other modification after this date will be charged with 5 EURO. Modifications: - Only changes to existing draws are accepted (eventual errors resulting from faulty operation in the system), between 19 25.06.2017, when coaches will check the categories sent by the registration committee in PDF format, before the drawings. - After the checking deadline / drawings (25.06.2017, 21.00), no changes will be possible, no exception. - Withdrawings of the athletes from any category after 25.06.2017 will be charged with 5 EURO for each category. Drawings will be made electronically in the online system by the Federal Secretary, Mr. Cristian Popa 3 dan. Any dispute regarding the drawings will be discussed during the technical meeting, right after the official registration, at 19.30. 4. PARTICIPATION FEES Fee for pattern and/or sparring: 15 euro / athlete Fee for special technics and/or power breaking: 5 euro / athlete Fee for team: 10 euro / team (for all team events), for each team juniors III, II, I, seniors, M and F. Umpire fee for clubs: without umpire 60 euro/club, 1 umpire 20 euro/club, 2 umpires or more 15 euro / club. Fee for not respecting the registration schedule 20 euro 100 EURO fee that will be given back after the ending of the contest, being the guarantee for the umpiring. The participating Clubs must assure: 1 umpire/club for the clubs that have in between 1 to 10 sportsmen, 2 umpires for the clubs that have in between 11 until 20 sportsmen and 3 Page 5 of 7
umpires for the clubs that have above 20 de sportsmen. The Clubs without umpire will not receive this fee back. The other fees are presented on the website www.taekwondo-itf.ro 5. UMPIRES a. The organizer will pay the accommodation for 1 umpire / club for clubs that have between 1 and 10 competitors, 2 umpires / club for clubs that have between 11-19 competitors, 3 umpires / club for clubs that have more than 21 competitors, starting from 29.06.2017, 14:00 until 02.07.2017, 12:00 at Hotel Continental Forum Oradea. Umpires must be accredited for 2017 and must be members of the enrolled clubs. b. Clubs will submit no later than 01.06.2017 to alexandru_sas74@yahoo.com the form with the names of umpires willing to attend the event. After this date, clubs will be responsible for the accommodation of its umpires. c. Umpires are required to attend the Umpire Meeting on Thursday, between 19:30 20:30 at Hotel Continental Forum Oradea. Those who are not present at the arbitration meeting will be excluded from the list of umpires and the guarantee will not be returned to the clubs. d. Umpires will have official ITF umpire equipment, risking the lost of the above mentioned benefits in case of non-compliance. e. Umpires that want to attend as referees but do not comply with the paragraph 5.a, will benefit the meals as for the others umpires, except for the accommodation. Note: clubs cannot borrow umpires from other clubs, except for the newly created ones, with less than 2 years from the affiliation. 6. COACHES The coaches must be dressed in sports clothes and have a towel. Only one person (coach / instructor) is allowed to accompany the athlete to the ring. The coaches will designate a second instructor to accompany the sportsmen to other rings in case of simultaneously events. D. OTHERS 1. REWARDS The rewards for each weight category and gender, as follows: Athletes will be awarded with diplomas and medals for first, second and two third places; Trophies will be awarded for general classifications: juniors III-II, juniors I and seniors Trophy for the best junior III-II, junior I and senior athlete (M and F) Trophy Choi Cup for The Best Club: places I, II and III Plaques for umpires. Participation diploma for each enrolled competitor. 2. DOPING CONTROL The Romanian Taekwon-do ITF Federation calls for coaches to submit athletes to doping control as requested by ANAD. In case of positive detection, the athlete or club will be forced to bear the cost of medical investigations. The athlete tested positive in doping control will be subject to discussion at the Disciplinary Committee FR TKD ITF and sanctioned in accordance with the statute and internal regulations and international laws relating to doping.
