Events & Quotas 3.1 Events The Diving competition of the 2nd Youth Olympic Games, Nanjing 2014, will consist of 5 events, including 2 boys events, 2 girls events and 1 mixed Diving team event. Qualification System 4.1 Athlete Eligibility To be eligible to participate in the Youth Olympic Games, athletes must be born between 1 January 1996 and 31 December 1998 and must have taken part in the dedicated qualification event (including candidates for NOC Universality Places). 4.2 Qualification Pathway A dedicated qualification event for the YOG will be held no later than April 2014. The date and location of this event will be confirmed by FINA following the selection of the host country and federation. Only for the qualification phase, an NOC may enter one (1) diver in each of the four (4) individual events. For individual events: The top 9 finishers at the qualifying event will obtain a qualification place for their respective NOC. For the Mixed Diving team event: The purpose of this event is to involve as many federations as possible and include teams with individuals from different NOCs. The Mixed Diving Team Event shall be open to all Divers qualified for the individual events. a) a team comprising one (1) male and one (1) female diver amongst 4

those qualified through the individual events; b) a team may be composed of two athletes, one male and one female from the same or different NOCs in accordance with the event ranking. 4.3 Host Country Representation The host NOC will have the right to enter four (4) athletes, one (1) diver per individual event, who shall be required to participate in the qualification event. 4.4 Universality Places To be eligible to receive Universality Places, athletes must comply with the eligibility criteria as defined under 4.1. There will be 2 Universality Places for each individual event, for a total of 8 Universality Places. 5 Qualification Timeline DATE March 2013 February April 2014 Two weeks after FINA sends confirmation to NOCs 8 June 2014 8 July 2014 MILESTONE Validation of final allocation of Universality Places by the YOG Tripartite Commission Qualification event FINA to confirm to the NOCs the qualified athletes and teams immediately following the qualifying event. NOCs to confirm in writing to FINA and the Nanjing Organising Committee the use of the places obtained. Deadline for the host country to confirm the use of its places. 6. Competition Format The Diving Competition will be held from Saturday August 23 to Wednesday August 27 at Nanjing Olympic Sports Center Natatorium. The competition consists of individual events and mixed events. 6.1 Individual Events Each of the four individual diving events will consist of preliminaries and finals. Diving order in the preliminaries will be determined by computerized random selection. The 12 divers with the highest preliminaries scores will compete in the finals. The diving order in the finals will be the reverse order of the preliminaries ranking. The number of dives and restrictions on degree of difficulty (DD) are as follows: Events Boys Girls 3m Springboard Preliminaries 10m Platform Preliminaries Finals 10 Dives: 5 with 9.5 DD limit from 5 groups + 5 without DD limit from 5 groups 9 Dives: 4 with 7.6 DD limit from 4 groups + 5 without DD limit from 5 groups (Must cover 6 groups overall) 5 dives without DD limit from 5 groups 9 Dives: 5 with 9.5 DD limit from 5 groups + 4 without DD limit from 4 groups 8 Dives: 4 with 7.6 DD limit from 4 groups + 4 without DD limit from 4 groups (Must cover 5 groups overall) 4 dives without DD limit from 4 groups The final score of the preliminaries is the sum of all the dives performed in the phase. The scores for the preliminaries dives with DD limit are carried forward to the finals. The final score of the finals is the sum of 6

the carried points and all of the dives performed in the finals. 6.2 Mixed Event (3m springboard and 10m platform combined) The purpose of this event is to involve as many federations as possible and include teams with individuals from different federations. The MIXED DIVING TEAM EVENT shall be open to all Divers qualified for the individual events. There shall be a direct final. The Mixed Team Diving Event involves two (2) competitors, one (1) male and one (1) female The competition shall comprise six (6) dives. Three (3) dives shall be executed from the 3m springboard, the other three (3) dives from the 10m platform. Three (3) dives shall be executed by the female diver, the other three (3) dives by the male diver. Each diver must perform at least one (1) dive from the springboard and one (1) dive from the platform. The six (6) dives must be selected from six (6) different groups. Two (2) dives with an assigned degree of difficulty of 2.0 for each dive regardless of the formula and four (4) dives without limit of degree of difficulty. The two (2) dives with limit may be executed at any time and from any height by each team member, one by the male and one by the female diver. The teams will dive according to the following procedure a) there will be three rounds of dives b) each team will perform two dives in each round, one by the male and one by the female and c) in each round the order of male or female diver within each team is optional. The selection from individual events shall be decided by the TDC before forming the teams. The number of teams shall be determined by the total number of divers in the shorter of the two chosen events. 7

7. Competition Rules & Procedures The Nanjing YOG Diving competition will be held in accordance with the rules of the Federation Internationale de Natation (FINA) Handbook 2013-2017 and the Olympic Charter which is in force at the time of the competition. Pursuant to the Olympic Charter, FINA assumes the responsibility for the technical control and direction of its sport at the Youth Olympic Games. The Technical Officials for the competitions will be the FINA Bureau (Jury of Appeal), the FINA Technical Diving Committee and judges from FINA affiliated federations. A commission shall be appointed consisting of the Bureau Liaison, the Chairman, the Vice Chairman and Honorary Secretary of the FINA Technical Diving Committee. 7.1 Tie-Break Rules All divers who tie for an advancing position will advance to the next phase. 7.2 Penalties/Disqualification Rules The penalties and disqualification procedures are sanctioned by the FINA rules and IOC practice. 7.3 Protests/Appeals Protests are possible and shall be resolved under FINA rules GR 9.2.2 and GR 9.2.3. Protests must be submitted to the Jury of Appeal (Commission) in writing by the Team Leader, with a deposit of USD 100 or its equivalent in CNY which will be returned if the protest is considered to be justified. 7.4 Judging For each competition, seven judges shall be assigned. After each dive, 8

the judges award marks for each dive from zero to ten in half point increments. The two highest and two lowest judges scores are not considered in the calculation of a dive score (Rule D7.5 and D7.7). The remaining three judges scores are added and multiplied by a degree of difficulty (DD). 8. Equipment & Clothing Equipment used or clothing worn by athletes and other participants at the Youth Olympic Games Diving Competition must comply with the FINA Constitution and Technical Rules and with the Bye-Law to Rule 50 of the Olympic Charter. 9. Doping Control The Nanjing 2014 Anti-doping team will plan and implement the YOG Doping Control Programme in accordance with the World Anti- Doping Code, IOC Anti-Doping Rules and other related international standards. The Doping Control Programme will specify the anti-doping activities to be conducted during the Games-time, including notification procedures, sample collection, storage and transport to the laboratory of China Anti-Doping Agency accredited by WADA. The Programme is aimed at maintaining the dignity of the Olympic Movement and protecting athletes' fundamental right to participate in clean sports, so as to promote the health, justice and equality of athletes in sports events. The test biological specimens, including urine and blood samples, will be collected from selected athletes from the date of YOV official opening to the date of the Closing Ceremony of Nanjing 2014 (12 August to 28 August 2014). All samples will be sent to the laboratory of China Anti-Doping Agency for analysis. 9

Training Information 12.1 Training Venue Name Distance to YOV Driving Time Seats Capacity Nanjing Olympic Sports Center Natatorium (OSN) 3km 8min 2,500 12.2 Training Policies The Diving Pool will be opened for training from August 12,the opening day of YOV, to August 27, 2014, the last day of diving competition except for the opening ceremony of August 16. The detailed training schedule will be provided to NOCs at Event Information Center after their arrival at YOV. 11

13. Medals Gold, silver and bronze medals will be awarded to the athletes and teams ranked the top three (3) of each event respectively. 14. Victory Ceremonies Victory Ceremonies will be held in accordance with the requirements of the YOG Event Manual of the IOC. The Victory Ceremonies will be held following the completion of each event final on the Field of Play (FOP). Medallists will be invited onto a podium to receive the medals and the mascots in the sequence of the bronze, silver, and gold medallists. At the Ceremony, the anthem of the NOC of the gold medallist will be played; and meanwhile the flags of the NOC of the medallists will be raised. The Olympic flag and anthem will be used for the mixed NOC team events. 12
