ARTICLE 50-AUTHORIZED PARTICIPATION, ATTACHMENT L Concerns: The effects of the by-law on team sports, which limit participation in such sports as freshman football due to the restrictions in the current by-laws Do the proposed additions now allow participation for individual sports that are currently not included in By-law 500 D? Were exhibition events for individual sports never addressed before? D. JV GAMES WILL BE PLAYED AT 4 PM AND VARSITY GAMES WILL BEGIN AT 6 PM. SCHOOLS WITH UNIQUE CIRCUMSTANCES WILL CONTINUE TO MAKE SPECIAL ARRANGEMENTS. VII. GIRLS WRESTLING AS A LEAGUE SPORT MOTION TO TABLE THE FORMATION A SEPARATE NBL GIRLS WRESTLING TEAM UNTIL THE NEXT MEETING Motion: Brad Coscarelli, Santa Rosa Principal Second: Graham Rutherford, Cardinal Newman Principal NBL NEW BUSINESS A. MATCH TIMES FOR WRESTLING PASSED: MOTION TO RECOMMEND THE FOLLOWING ORDER FOR WRESTLING MATCHES: JV, GIRLS, VARSITY BOYS, WITH THE FIRST MATCH OF THE EVENING BEGINNING AT 6 PM, EFFECTIVE IMMEDIATELY. Motion: Second: B. Additional Items 1. Ty Yanez disclosed the use of a non-certified coach in basketball. The issue was reported to the NCS and penalties assigned. Ukiah increased the level of the NCS penalties to send a strong message to their coaches. 2. BOYS GOLF PROPOSAL MOTION TO ACCEPT PROPOSAL 2, WITH IMMEDIATE IMPLEMENTATION Motion: Randy Burbank, Maria Carrillo Assistant Principal Proposal 2: For immediate implementation, one-year trial: The NBL schedule shall consist of eight 18-hole mini-tournaments consisting of all NBL schools. These tournaments will he held one time per week; each NBL school will host one event. The day of each tournament would vary each week (based on course availability) to minimize the time that students don t miss the same class every week (for those schools using a block schedule). Once daylight savings time begins (March 10), start time would be 2 PM. Motion: SRHS; Second: CGHS; Vote: 6 1 (RCHS unsure) Rationale: 1. Golf courses, which typically do not like to have their courses tied up by high school players, would be less impacted by high school student usage as each site Page 3

Page 4 would be used for match play just one time per season instead of the current seven times 2. Students would miss some classes just one day per week, a total of 8 times vs. the current 14 times 3. All teams would play under the same conditions on the same course 4. Players would be in foursomes consisting of a representative from 4 schools, which would allow for discrepancies to be solved more equitably (i.e., infractions would have more than one witness) 5. The players would be playing 18 hole tournaments one day per week, which is more in line with post-season events and the nature of the event 6. Scoring would be on a scale of 5,4,3,2,1 points 7. Boys and girls would have the same opportunities for hole play, even though the girls play a current double round robin of 9 holes each. a. Note: At this time, the average time for girls play over 18 holes is 6.5 to 7 hours, while the boys take about 5 hours to finish the 18 holes. All coaches present feel that the double round robin format of 9 holes each is more conducive to the current level of play for girls. 8. The league schedule would be formatted to allow those courses that drain the best to be used earliest in the tournament, which will help to eliminate rescheduling of events due to poor course conditions. Ranked in order from best draining to worst draining the courses are: Adobe, Oakmont East, Fountaingrove, Oakmont West, Foxtail, Windsor, Bennett Valley, and Ukiah. 9. Host coaches will not play, but will monitor course activity. Visiting coaches are welcome to play. 3. BOYS GOLF TOURNAMENT PROPOSAL MOTION TO INCLUDE THE POINTS EARNED IN THE NBL BOYS GOLF TOURNAMENT IN DETERMINING THE NBL BOYS GOLF CHAMPIONSHIP. Motion: Ty Yanez, Ukiah Athletic Director

B. ADMISSION FEES MOTION TO ADOPT THE FOLLOWING FEE SCHEDULE FOR FOOTBALL AND BASKETBALL, BEGINNING IN THE 2013 2014 SCHOOL YEAR: General admission: $7 Senior citizen admission and visiting school booster card holders: $5 Students with ID and children between 6 and 12: $3 Children 5 and under: Free All home sites provide free admission for their own students with a valid ASB card C. Cardinal Newman self-report of an ineligible freshman boys basketball player. NBL NEW BUSINESS/INFORMATIONAL ITEMS Cardinal Newman principal Graham Rutherford reported that the manufacturer of the turf installed on their all-weather baseball field as determined that the use of metal cleats is destroying the field turf. Cardinal Newman would like to request that players do not use metal cleats on their field and suggest the use of rubber cleats. Pitchers may wear metal cleats while they pitch because the mound is dirt. Casa Grande had a question regarding the time that the gym should be available for use by visiting basketball team. All schools reported that the gym should be available by 4:00 PM. X. REPORTS A. Commissioner: No report B. Assistant Commissioner The North Bay League website is on-line at www.northbayleague.org XI.
