Ocee Park Tournaments TOURNAMENT RULES AND EXCEPTIONS The official rules of the tournament shall be Official MLB Rules, as adjusted by 2018 Dizzy Dean Baseball Rules found here: http://dizzydeanbbinc.org/rules/2018_baseball_rule_book.pdf. However, this is not a Dizzy Dean Sanctioned Tournament. Gate Fees: No gate fees will be charged, coolers are allowed in park. Park Rules: Coaches: Please clean dugout after each game and have your parents throw away any trash from bleacher area. Pool play format: Each team will play (2) pool games minimum(weather permitting). In Pool play, games may end in a tie if time has expired and/or all innings have been completed. All registered teams that complete pool play will advance to Championship Bracket and will be seeded based on pool play performance. Pool Play Tie Breaker: Win/Loss Record Head to Head (if applicable) Runs allowed Run Differential Runs scored Coin Toss Pitching: 6U, 7U, 8U coach pitch The pitcher may pitch from behind the 20 foot foul arc to the pitching circle. They may not cross the foul arc or enter the pitching circle. They must keep one foot on or astraddle the pitching-line. The pitcher must pitch overhand. The penalty for not standing on or
astraddle the pitching-line, the defensive team gets the choice of the play or negate the last pitch thrown. The 9U through 11U divisions are player pitch. Bracket Play In bracket play, if the game is tied and time has expired and/or all innings have been completed, the California tie breaker rule will be used until a winner is determined. In Championship games there will be no time limit, if the game is tied after all innings have been completed, the California tie breaker rule will be used until a winner is determined. ** California Tie Breaker Rule visiting team will start the inning with one out with the last player batted out on second base and play out the inning. Innings are completed using this format until an inning finishes and a team has won the game. This tie breaker format does not designate a new game, batting order continues from the previous completed inning. 1 st & 2 nd place Individual & Team Trophies will be awarded. A maximum of 12 player trophies will be awarded. Game time: Game time will be forfeiture time. Please arrive one hour before game time. Coaches, please have your team available and ready to play 30 minutes prior to game time so we can keep the tournament on schedule. If a team should willfully forfeit a game, said team will be immediately removed from the tournament. Game Scores: Immediately following the completion of each game, a coach from each team must sign the official score card which will be provided by the umpire. Score cards will be submitted to the tournament director by the umpire at the end of each game. These will be the official scores, so please make sure they re
correct prior to signing. No changes will be made after both teams have signed. Base Running: Any runner is out when they do not slide, attempt to avoid the fielder who has the ball in the proximity of the base and is waiting to make the tag, or if they maliciously runs into a fielder. Leaping/Jumping over an upright player is an out. Age 5-8 Base Running: As per 2016 Dizzy Dean rules, there is no base stealing in age 5-8 baseball play. Age 9-10 Base Running: As per 2016 Dizzy Dean rules, any base runner leaving the base before the ball reaches home plate is out. Umpire s decision on: - Runner placement on dead balls - If a pitch will not count - Appeals on runners missing bases 10U will operate using 65 foot base paths Dizzy Dean 2018 Bat Rules: The bat shall be an unaltered baseball bat. Both USSSA 1.15 bats as well as the new USA logo bats are allowed. The diameter of the bat shall be no larger than 2 3/4 barrel. Bats that are broken, cracked, dented or deface the ball are illegal. There shall be no devices, attachments or wrappings that cause the handle to become flush with the knob. Molded grips and Choke up knobs are illegal. Any player found to be using an illegal bat will be ejected from the game, along with the Head Coach, and must sit out the remainder of the game. The player and coach also must sit out the next scheduled game.
Pitching Rule Exception: There are no pitching limitations (innings) in this tournament. Please be responsible for protecting the arms of your young pitchers. Pitchers may not return to the mound in the same game. Run Rules: All Dizzy Dean run rules will be in effect during pool play & championship bracket. 6, 7 & 8 yr. olds: A team can score a maximum of (7) runs per inning. The game shall end as soon as one of the teams is mathematically eliminated. 9, 10 & 11 yr. olds: If a team is leading its opponent by at least (15) runs at the end rd of the (3 ) inning, or (10) runs at the end of the (4 ) inning, or any inning thereafter, the game shall be terminated and the team in the lead will be declared the winner. ** There is no maximum run limit per inning. Player Equipment: Due to the many teams that play baseball within different organizations and have different sanctioning bodies, some of the general equipment may vary from park to park. For example, some organizations require chin straps on helmets, full catchers gear for the 6u-8u age group, facemasks, etc. The Ocee tournament does not require the teams that do not utilize such equipment to purchase them to play. The safety items that each teams baseball organization and sanctioning body requires is what each team is expected to utilize. th
Coach Positioning (Defense): 6U-8U: Two coaches are allowed on the field while on defense but must stay in front of the dugout 9U-11U: One coach is allowed on the field while on defense in front of the dugout Player Re-Entry Substitution Dizzy Dean Common Rules: 3:01-3:04 Dizzy Dean Farm League: 3:05-3:07 Reference 2018 Dizzy Dean Common and Farm League rules. Batting (bunting): Only one successful bunt will be allowed per inning in the 6U through 8U age groups. Batting Order: Reference 2018 Dizzy Dean Common and league rules as per player age group. The only exemption from Dizzy Dean is that all players are allowed to bat in all age groups. ** IN THE COACH PITCH AGE GROUPS THERE ARE NO COURTESY RUNNERS ALLOWED. Time limit: The time limit for all pool play games and Championship bracket games shall be the following: 6, 7, & 8 yr. olds: 1 Hour & 20 minutes or six innings. (80 minutes) 9, 10, & 11 yr. olds: 1 Hour & 30 minutes or six innings. (90 minutes) Pool play games may end in a tie if time has expired and/or all innings have been completed. The time limit will not apply in the Championship Games.
Home Team/Game Balls: In pool play home team will be decided by coin flip between the two managers prior to each game. In Championship Bracket play the highest seed will have the choice of home or visitor. The home team will be official book and the visitor will be responsible to keep the scoreboard. Each team will be required to furnish two (2) baseballs per game at the start of each game, and alternate supplying balls as needed during the game. In-Field warm-ups: - No in-field warm-ups prior to the game on any of the infields. - No soft-toss allowed on any permanent structures or fences at the park. Batting cages/soft toss nets must be used. - One bucket or stool is allowed outside of the dugouts. - Coaches please have available your teams Proof of Insurance, Official Team Roster and Birth Certificates upon request. Coaches are not required to be in full uniform! Protest: All protest will be ruled upon immediately by the Tournament Director. Rules can be protested but not judgment calls. Protest fee is $100.00 cash and will be refunded if protest is approved. Ejection (Manager, coach, player or fan): The first occurrence results in suspension for the game (removal from game site) and the following tournament
game. The second occurrence during the tournament results in suspension for the remainder of the Tournament (removal from tournament site). Should, in the sole opinion of the umpire(s), a fan becomes unruly, out of control or exhibits improper behavior, one warning will be given to the team Manager. Any subsequent infractions shall cause for the ejection of both the Fan and the Manager. Adverse weather: In the event of inclement weather we reserve the right to change the schedule and the changes could include weekday play. We will make every effort to get the tournament in. But if conditions dictate, game times, length and format can be adjusted. In the event of a total cancellation (zero games played) a $75.00 administration fee per team will be retained. If only one (1) game is completed, fifty percent of the entry will be refunded. If two (2) games are completed the entry fee will be considered satisfied.
