AGENDA 65 TH IPC PLENARY MEETING 1 WELCOME AND ROLL CALL - In Memoriam - Welcome addresses by Mr Michael Feinig, President, Aero Club of Austria Mr Robert Hughes, Sports Director, FAI - Roll call - Apologies for absences - Verification of Delegates authority - Approval of Proxies - Delegates address list to be updated (Delegates should provide all relevant contact information). 2 CONFIRMATION OF MINUTES OF 2013 PLENARY MEETING 2.1 The Delegates will be asked to approve the Minutes of the 64 th IPC Plenary Meeting held in Banja Luka, Bosnia and Herzegovina, 26 th 27 th January 2013. There have been no corrections or amendments to the circulated Minutes. 3 107 th FAI GENERAL CONFERENCE FAI ACTIVITES REPORT 3.1 Mr Robert Hughes, Sports Director, FAI, will present an overview of FAI s activities in 2013, the results of the 107 th FAI General Conference held in Kuala Lumpur, Malaysia, 04-05 October 2013, and FAI s plans for 2014. 3.2 IPC President Graeme Windsor will present his report, which was presented to the 107 th FAI General Conference, regarding IPC activity in 2013, and his report on the meeting, held at Kuala Lumpur, Malaysia, 2 October 2013, of the Presidents of the FAI Air Sports Commissions. (Annex 1). 4 IPC PRESIDENT S ADDRESS 4.1 President s Report IPC President Graeme Windsor will present his report, covering IPC activity in 2013, to the Plenary. (Annex 2) 4.2 Decisions by the IPC Bureau President Windsor will report on the IPC Bureau s interim work and its decisions during 2013. (Annex 3). 5 WORLD GAMES 5.1 Ronald Overdijk, IPC Liaison Officer to World Games, will present a report on the World Games, held at Cali, Colombia 30 July 04 August 2013 (Annex 4). 5.2 The Report of Dr Rainer Exi Hoenle, Chief Judge, Canopy Piloting, World Games, held at Cali, Columbia, 30 July 04 August 2013 is attached. (Annex 5) 1

6 WORLD AIR GAMES 6.1 Gillian Winter, IPC First Vice-President, will report verbally on World Air Games. 7 GENERAL ISSUES 7.1 Open Meeting - Open Meeting of Wednesday 29 January 2014. President Windsor will brief the Plenary on the Open Meeting discussions and matters arising, and on the results of the Extended Bureau Meeting held prior to the Plenary. 7.2 Web Site & Media Liaison Susan Dixon, IPC Webmaster and Media Liaison Officer, will report to the Plenary on activity in both these areas during 2013. (Annex 6). 7.3 IPETA President Windsor shall update the Plenary on the IPETA project developments and issues, since the 2013 Plenary Meeting. 7.4 CISM Report Col. Gernot Rittenschober, President, CISM Parachuting Committee, will present his report for 2013, which is appended. (Annex 7) 8 TECHNICAL AND SAFETY 8.1 Niels-Christian Levin Hansen, Committee Chair, will comment on the Committee s activities in 2013 (Annex 8) and the outcome of the T & S Open meeting (Annex 8 open meeting agenda). 8.2 2012 Safety Survey Report Niels-Christian Levin Hansen, Committee Chair, will report on the 2012 Safety Survey, which, along with other Technical & Safety material, will be distributed to Delegates on CD. 9 FINANCE WORKING GROUP 9.1 IPC Finance Secretary and Finance Working Group Chair, Richard Buzz Bennett, will present the Finance Secretary s Report for 2013 (Annex 9), Balance Sheet as at end October 2013 (Annex 10), Income Statement, January to October 2013 (Annex 11) and the Balance Sheet and Income Statement for December 31, 2013. 9.2 The FWG Chair, Richard Buzz Bennett, will present the amended budget for 2014 and the draft budget for 2015. 9.3 Richard Buzz Bennett, Chair, FWG, will bring forward proposals, if any, arising from the Open Meeting of the FWG and from other FWG meetings. 9.4 Proposal re Visa Costs Dr Rainer Exi Hoenle, IPC Delegate, Germany, will bring forward a proposal regarding reimbursement of visa costs, for Russia 2013 and for future events where a visa is required. (Annex 12) 10 WINGSUIT WORKING GROUP 10.1 Ronald Overdijk, Working Group Chair, will report on the Working Group s activities in 2013 (Annex 13), and the outcome of the Open Meeting (Annex 13). 2

11 RANKING SYSTEM WORKING GROUP 11.1 Niels-Christian Levin Hansen, Working Group Chair, will report on the Working Group s activities and on the outcomes and recommendations arising from the Open Meeting of the Ranking System Working Group (Annex 14). 12 INDOOR SKYDIVING WORKING GROUP 12.1 Gillian Rayner, Working Group Chair, will report on the Working Group s activities during 2013. 12.2 Indoor Skydiving Proposed Competition Rules 12.2.1 See 15.6 and Annex 29 for Indoor FS and Indoor VFS proposed Competition Rules 12.2.2 See 17.6 and Annex 39 for Indoor AE proposed Competition Rules 12.3 Bid to host 1 st FAI World Cup of Indoor Skydiving A bid from ifly Austin to host a 1 st FAI World Cup of Indoor Skydiving - Formation Skydiving (including VFS) and Artistic Events, at Austin, Texas, USA, 11 16 November 2014, will be presented. (Annex 15). This is an abridged version. The full bid can be downloaded in pdf format from the website. 13 MONDIAL 13.1 Mondial 2016 The USA will bring forward a bid to host a Mondial at Skydive Chicago, Illinois, USA, from 09 23 September 2016, in the following disciplines Formation Skydiving (including Vertical FS), Canopy Formation, Freefall Style & Accuracy Landing, Artistic Events (Annex 16). Please note that this annex is an abridged version of the bid. The following items have been deleted Table of Contents; all pictures; Letters of Approval (2); Landing areas maps (3); Weather Statistics 2004 2013; Insurance Certificate; Tents and Property mapped areas (2). The full bid can be downloaded in pdf form from the FAI/IPC website. Note The Plenary first decides upon a bid to host a Mondial, before the meeting considers bids to host separate discipline events in the same year. 14 FREEFALL STYLE AND ACCURACY LANDING 14.1 Günter Berendt, Committee Chair, will comment on the Committee s activities in 2013 (Annex 17), and address the topics discussed by the Committee in 2013. 14.2 13 th FAI World Cup & 7 th FAI European Championships in Freefall Style & Accuracy Landing and 1 st FAI Junior World Cup & 4 th FAI Junior European Championships in Freefall Style & Accuracy Landing, held at Cheboksary, Russia, 22 26 August 2013. 14.2.1 Chief Judge Report The Report of the Chief Judge, Igor Tiorlo, is appended as Annex 18. 14.2.2 FAI Controller Report The report of the FAI Controller, Jiri Blaska, is appended as Annex 19 14.3 Bids to host future Style & Accuracy FCEs 3

14.3.1 33 rd FAI WPC in Freefall Style & Accuracy Landing 2014. The Delegate from Bosnia and Herzegovina will update the Plenary Meeting on the preparations to host this competition, 15 23 August 2014. The bid was approved by the Plenary Meeting in Banja Luka in 2013. 14.3.2 34 th FAI WPC in Freefall Style & Accuracy Landing 2016. A bid to host this event Is contained within the USA bid to host a Mondial in 2016 (Annex 16) 14.3.3 34 th FAI WPC in Freefall Style & Accuracy Landing 2016. Bulgaria will bring forward a bid to host this event at Erden, Bulgaria, 19 28 August 2016. (Annex 20) 14.3.4 Nations wishing to host future FCEs in Freefall Style and Accuracy Landing are requested to inform the Plenary. 14.4 Proposals to amend the Freefall Style & Accuracy Landing Competition Rules 14.4.1 Günter Berendt, Committee Chair, will propose and open for discussion any amendments to the Competition Rules and SC Section 5. Proposed draft 2014 Competition Rules are attached as Annex 21. 14.4.2 Richard Buzz Bennett, IPC Delegate, Canada, will propose changes to the 2014 Competition Rules, as per Annex 22. 14.4.3 Emil Franek, IPC Delegate, Czech Republic, will propose changes to Accuracy Judging. (Annex 23) 15 FORMATION SKYDIVING AND VFS 15.1 Trude Sviggum, Committee Chair, will report on the Committee s activities in 2013, and address the topics discussed by the Committee in 2013. (Annex 24) 15.2 19 th FAI World Cup of Formation Skydiving and 12 th European FS Championships, held 13 18 August 2013 at Banja Luka, Bosnia - Herzegovina. The report of the Chief Judge, FS, Doris Merz-Hunziker, is attached. (Annex 25) 15.3 Bids to host future FCEs in FS and VFS 15.3.1 Emil Franek, IPC Delegate, Czech Republic will update the Plenary Meeting on the preparations to host the 21st FAI World Formation Skydiving Championships at Prostejov, Czech Republic, 24 31 August 2014. The bid was accepted by the Plenary Meeting in Banja Luka in 2013. (Annex 26) 15.3.2 22nd FAI World Parachuting Championships in Formation Skydiving 2016 A bid to host this event Is contained within the USA bid to host a Mondial in 2016 (Annex 16) 15.3.3 22nd FAI World Parachuting Championships in Formation Skydiving Russia will bring forward a bid to host this event, at Tanay, Kemerova Region, Russia, from 06 13 August 2016. (Annex 27) 15.3.4 Nations wishing to host future FCEs in Formation Skydiving and VFS are requested to inform the Plenary. 15.4 Proposal to amend VFS Competition Rule 4.5.2 Emil Franek, IPC Delegate, Czech Republic, shall bring forward a proposal to amend VFS CR 6.3.2. (Annex 28). 15.5 Proposed changes to the Formation Skydiving Competition Rules Trude Sviggum, Committee Chair, will propose and open for discussion any amendments to the Competition Rules and SC Section 5, arising from the FS Open Meeting (Annex 24 FS open meeting agenda) and resulting from FS Committee deliberations held prior to the Plenary Meeting. 4

15.6 Trude Sviggum, Committee Chair, will present Indoor Skydiving Draft Competition Rules for 4-way FS. (Annex 29) 15.7 Trude Sviggum, Committee Chair, will present Indoor Skydiving Draft Competition Rules for 4-way VFS. (Annex 30) 16 CANOPY FORMATION 16.1 Lindy Rochow-Williams, Committee Chair, will report on the Committee s activities in 2013, and address the topics discussed by the Committee in 2013 (Annex 31) 16.2 Bids to host future FCEs in Canopy Formation 16.2.1 16 th FAI World Canopy Formation Championships 2014 The Delegate from Bosnia Herzegovina will update the Plenary on preparations for this event, to be held in Banja Luka, 15 23 August 2014. 16.2.2 17 th FAI World Canopy Formation Championships A bid to host the 17th WPC in Canopy Formation is contained within the USA bid to host a Mondial in 2016 (Annex 16) 16.2.3 17 th FAI World Canopy Formation Championships Bulgaria will bring forward a bid to host this event, at Erden, Bulgaria, 19 28 August 2016. (Annex 20) 16.2.4 Nations wishing to host future FCEs in Canopy Formation are requested to inform the Plenary. 16.3 Proposed to amend the Canopy Formation Competition Rules 16.3.1 Lindy Rochow-Williams, Committee Chair, will propose and open for discussion any amendments to the CF Competition Rules arising from the Open Meeting and from CF Committee deliberations held prior to the Plenary. (Annex 35) 17.2 10 th FAI World Cup and 9 th European Championships in Artistic Events, held at Banja Luka, Bosnia - Herzegovina, 12 18 August 2013. A bid to host this event Is contained within the USA bid to host a Mondial in 2016 (Annex 16) 17.3.3 11th FAI Championships in Artistic Events The Russian Delegate, Vladimir Gazetov, will bring forward a bid to host this event, at Tanay, Kemerova Region, Russia, from 06 13 August 2016. (Annex 27) 17.3.4 Nations wishing to host FCEs in Artistic Events are requested to inform the Plenary. 17.4 Proposed changes to Artistic Events Competition Rules Ronald Overdijk, Committee Chair, will propose and open for discussion an addendum to the AE Competition Rules Addendum D (Annex 37) 17.5 Kirk Verner, IPC Delegate, USA, will propose amendments to the AE Competition Rules, 5.4 and 6.4.2. (Annex 38) 17.6 Ronald Overdijk, Committee Chair, will present and open for discussion the draft Competition Rules for Indoor Skydiving Artistic Events. (Annex 39) 18 PARA SKI 18.1 Michael Egger, Committee Chair, will report on the Para-Ski Committee s activities in 2013, and address the topics discussed by the Committee in 2013. (Annex 40) 18.2 Future FCEs in Para-Ski 18.2.1 14 th WPC in Para Ski, to be held at Tanai, Russia, 12 18 March 2014. The Russian Delegate, Vladimir Gazetov, shall update the Plenary on this event. 18.2.2 15th FAI World Para Ski Championships, 2015 The German Delegate, Dr Rainer Exi Hoenle, will bring forward a bid to host this event at Unterammergau, Bavaria, Germany, 17 22 February 2015 (Annex 41) 18.2.3 Nations wishing to host future FCEs in Para-Ski are requested to inform the Plenary. 18.3 Proposed changes to the Para-Ski Competition Rules Michael Egger, Committee Chair, will propose and open for discussion amendments, if any, to the Para-Ski Competition Rules arising from the Para-Ski Open Meeting and Committee deliberations held prior to the Plenary. (Annex 40 Para Ski open meeting agenda). 19 CANOPY PILOTING 19.1 Dr Rainer Exi Hoenle, Committee Chair, will report on the Canopy Piloting Committee s activities for 2013, and address the topics discussed by the Committee in 2013. (Annex 43) 19.2 7 th FAI World Cup & 3 rd European Championships in Canopy Piloting, held at Kolomna, Russia, 27 Auguist 01 September 2013 The report of the Chief Judge, Anders Berggren, is appended (Annex 44) 19.3 Bids to host future FCEs in Canopy Piloting 19.3.1 5 th FAI World Canopy Piloting Championships 2014 The USA Delegate, Kirk Verner, will bring forward a bid to host this event at Skydive City/Zephyr Hills, Florida, USA, 01 08 November 2014 (Annex 45). 6

19.3.2 5 th FAI World Canopy Piloting Championships 2014 The Russian Delegate, Vladimir Gazetov, will bring forward a bid to host this event at Kolomna, Russia, 03 10 August 2014 (Annex 46). 19.3.3 8th FAI World Cup of Canopy Piloting 2015 The Canadian Delegate, Richard Buzz Bennett, will bring forward a bid to host this event, at Franham, Montreal, Canada, 23 30 August 2015. (Annex 47) As this bid was received after the 60 day deadline, in accordance with the IPC Internal Regulations, a 2/3 supportive vote is required for consideration of this item. 19.3.4 Nations wishing to host future FCEs in Canopy Piloting are requested to inform the Plenary. 19.4 Proposed changes to the Canopy Piloting Competition Rules 19.4.1 Dr Rainer Exi Hoenle, Committee Chair, will propose and open for discussion any amendments to the Canopy Piloting Competition Rules which may arise from the CP Open Meeting (Annex 43) and from the CP Committee deliberations held prior to the Plenary. 19.4.2 Emil Franek, IPC Delegate, Czech Republic, will propose amendments to the Canopy Piloting Competition Rules. (Annex 48) 20 SPEED SKYDIVING 20.1 Austrian proposal to adopt Speed Skydiving as an IPC discipline. Johann Gritsch, IPC Delegate, Austria, shall bring forward a proposal to adopt Speed Skydiving as an IPC discipline. (Annex 49) 20.2 Request to adopt Speed Skydiving as an IPC discipline A request has been received from Arnold Hohenegger, MBA, Chairman ISSA, for IPC to adopt Speed Skydiving as an IPC discipline (Annex 50) 20.3 Draft Proposed Competition Rules for Speed Skydiving. A draft set of proposed Competition Rules for Speed Skydiving is attached (Annex 51) 20.4 Impact of adoption of Speed Skydiving as an IPC discipline on Sporting Code, Sect. 5 The impact is noted in Annex 52. 21 FAI JUDGING 21.1 Pia Berggren, Committee Chair, will report on the Judges Committee s activities for 2013, and address the topics discussed by the Committee in 2013. The Judges Committee Report for 2013 also includes the IPC Judge Video Librarian Report for 2013 and the Open Meeting agenda. (Annex 53). 21.2 Changes to Competition Rules and SC5 Pia Berggren, Committee Chair, will propose and open for discussion the proposed revised SC5, Chapter 6, FAI Judges, and any matters arising from the Judges Committee deliberations prior to the Plenary. (Annex 54) 21.3 FAI Judges List The list of FAI Judges for 2014 will be verified, per updates sent to the Judges Committee Chair, Pia Berggren. 21.4 Nominated Judges for 2014 First Category Events The Plenary will consider for approval, the nomination list of FAI Judges for FCEs to be held in 2014. This list will be presented by the Chair of the Judges Committee. 7

Annex 60. 22.2 Internal Regulations There are no proposals to amend the IPC Internal Regulations. 22.3 IPC Controller Handbook 22.3.1 IPC Controller Handbook Richard Buzz Bennett, Committee Chair, shall propose the adoption of amendments to the FAI Controller Handbook, to be included in the 2014 version of that handbook. (Annex 59) 22.4 First Category Event Application Document 22.4.1 Richard Buzz Bennett, Committee Chair, shall propose the adoption of amendments to the FCEAD document, to be included in the 2014 version. (Annex 62). 22.5 Jury Handbook 22.5.1 Richard Buzz Bennett, Committee Chair, shall propose the adoption of amendments to the Jury Handbook, to be included in the 2014 version. (Annex 61). 22.6 List of Approved and Qualified Jurors 22.6.1 Proposals to amend/adjust the List of Approved and Qualified Jurors The list of Approved and Qualified Jurors may be amended, with deletions and additions, if any, by the Plenary. 23 ASIANIA 23.1 Dr Mubarak Al Swilim, President, ASIANIA Parachute Federation, will report on ASIANIA activities in 2013 (Annex 63). 8

(Annex 72) 25 AWARDS 25.1 FAI Gold Parachuting Medal 25.1.1 Felix Baumgartner has been nominated by the Austrian Aero Club. (Annex 64) 25.1.2 Mrs Svetlana Klenina has been nominated by the Federation of Aeronautical Sports of Russia (Annex 65) 25.1.3 Phil Onis has been nominated by the Australian Sport Aviation Confederation. (Annex 66) 25.2 Leonardo da Vinci Diploma Ms Marylou Laughlin has been nominated by the National Aeronautic Association, USA. (Annex 67) 25.3 Faust Vrancic Medal There are no nominations for this award. 26 ANY OTHER BUSINESS 26.1 Delegates may at this time bring forward any other business for discussion by the Plenary. 27 ELECTIONS 27.1 Confirmation of the Committees and Working Groups The Bureau will present the lists of proposed members of Committees and Working Groups to the Plenary for approval. The lists will be based on requests received by the IPC Recording Secretary, and on proposals received from the Chairs of the Committees and Working Groups. The proposed membership of the Committees and Working Groups must be presented to the Bureau no later than the Bureau meeting on Friday 31 January 2014. 27.2 Confirmation of the IPC World Air Games Liaison Officer The person to fill this position shall be proposed by the Bureau and appointed by the Plenary Meeting. 27.3 Confirmation of the IPC World Games Liaison Officer The person to fill this position shall be proposed by the Bureau and appointed by the Plenary Meeting. 27.4 Nominations and Elections of IPC Officers Nominations shall be taken and Elections shall take place, to fill the following IPC Bureau positions - IPC President IPC First Vice President IPC Vice Presidents (two positions), IPC Finance Secretary IPC Recording Secretary. These elections shall be for a two-year term of office, until IPC Plenary 2016. 9

28 FUTURE IPC PLENARY MEETINGS 28.1 66 th IPC Plenary Meeting 2015 28.1.1 A bid to host the 66 th IPC Plenary Meeting in 2015 has been received from the Bulgarian NAC. (Annex 68) 28.1.2 A bid to host the 66 th IPC Plenary Meeting in 2015 has been received from the Swedish Parachute Association (Annex 69). 28.1.3 A bid to host the 66 th IPC Plenary Meeting in 2015 has been received from the Croatian Aeronautical Federation. (Annex 70). 28.1.4 Australia will present a Letter of Intent to bid to host the 67 th FAI/IPC Plenary Meeting 2016. A bid will be presented at the 66 th Plenary Meeting, in 2015.
