1 RULES BRITISH ISLES FLYING FIFTEEN ASSOCIATION LAKELAND GRAND PRIX 13TH & 14TH APRIL 2019 The Organizing Authority ROYAL WINDERMERE YACHT CLUB is Royal Windermere Yacht Club in conjunction with the UK Flying Fifteen Association and the Scottish Sailing Institute SAILING INSTRUCTIONS The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located in the downstairs lobby of RWYC. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted before 10:00am on the day it will take effect, except that: (a) Any change to the schedule of races will be posted by 19:00 hours on the day before it will take effect; (b) After a postponement on shore, any change to the sailing instructions will be posted not less than 15 minutes before Flag D is displayed. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the Flagpole on the foreshore of RWYC. 4.2 Flag D with a sound means: The warning signal will be made not less than 60 minutes after flag D is displayed. 4.3 SCHEDULE OF RACES 4.4 Dates of racing, number of races, and scheduled time of the warning signal for the first race each day is: Day Date Time of 1 st Signal Maximum Number of Races Saturday 13 th April 12:55 3 Sunday 14 th April 10:55 2 4.5 When more than one race is to be held on the same day the warning signal for the first race and each succeeding race will be made as soon as practicable. 4.6 After a long postponement to alert boats that a race will begin soon, an orange flag will be displayed (with one sound) not less than 4 minutes before a warning signal is displayed. 4.7 On the last day of the regatta no warning signal shall be made after 1400hrs. 5.0 CLASS FLAGS 5.1 All fleets, Naval numeral 6
6.0 RACING AREAS The racing area will be either in the Northern or Southern part of Lake Windermere. 7.0 THE COURSES 7.1 Attachment B shows the courses including course signals, the approximate angles between the legs, the order in which the marks are to be passed and the side on which each mark is to be left. Club marks may also be used as shown in Attachment A 7.2 No later than the warning signal the Committee Boat will display: (a). the course to be sailed which will comprise a black number and letter on a white background from the side of the Committee vessel. 7.3 Where there is a gate, boats shall sail between the gate marks from the direction of the previous mark, and round either mark. 8.0 MARKS 8.1 Marks 1, 1a, 2, 3,3P, 3S shall be orange inflatable trapezoidal, Marks S and F will be orange buoys with a flag on a staff. 8.2 New marks as provided in Instruction 11, will be the same shape and colour as the original marks. 8.3 Starting marks will be a Race Committee signal boat at the starboard end and an orange buoy with a flag on a staff at the port end. Starting mars which are boats include any buoy, object or boat attached thereto for the duration of the starting period. 8.4 Finishing marks will be a race committee boat and an orange buoy with a staff and a flag. 9.0 THE START 9.1 The starting line will be between a staff or mast displaying an orange flag and an orange buoy with a flag. 9.2 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS Rules A4 and A5. 9.3 When there is a later race the same day the sail numbers of boats scored OCS, ZFP,or BFD in the previous race will be displayed from the Committee boat before the next warning signal. 10 CHANGE OF THE NEXT LEG OF THE COURSE 10.1 To change the next leg of the course the race committee will move the original mark (or finishing line) to a new position as soon as practicable. 11 THE FINISH 11.1 The finishing line will be between a staff or mast displaying an orange flag and orange buoy with a staff and a flag. 12 TIME LIMITS AND TARGET TIMES 12.1 Time limits and target times are as follows:
Races/day scheduled Target time Time limit Extension 1 60 minutes 90 minutes 30 minutes 2 or more 50 minutes 80 minutes 30 minutes 12.2 Boats failing to finish within the extension time (see 12.1) after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS Rules 35, A4 and A5. 13 PROTESTS AND REQUESTS FOR REDRESS 13.1 Protest forms are available at the race office. Protests and requests for redress or re-opening, shall be delivered there within the appropriate time limit. 13.2 The protest time is limit is 60 minutes after the last boat has finished the last race of the day. 13.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. 13.4 Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under Rule 61.1(b) 13.5 Breaches of Instructions 4.2,15,1718 and 19 will not be grounds for protest by a boat. This changes RRS Rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 13.6 On the last scheduled day of racing a request for re-opening a hearing shall be delivered (a) Within the protest time limit if the requesting party was informed of the decision on the previous day. (b) No later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS Rule 66 13.7 On the last scheduled day of racing a request for redress from a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS rule 62.2 14 SCORING 14.1 One race is required to constitute a series. (a) When 3 or fewer races have been completed a boats series score will be the total of her race scores (b)when 4 or more races have been completed a boats series score will be the total of her race scores excluding her worst race. 14.2 To request correction of an alleged error in posted race or series results a boat may complete a scoring enquiry form available at the race office. 14.3 The scoring abbreviation for a discretionary penalty imposed under Instruction 13.5 will be DPI. 15 SAFETY REGULATIONS 15.1 A buoyancy aid of International Standard approved Type shall be worn by competitors at all times whilst afloat except briefly when changing or adjusting clothing or personal equipment. A wet suit or dry suit is not adequate personal buoyancy. This changes RRS Rule 40, RRS Part 4 preamble and superseded Flying Fifteen association rule 15.4
16 EQUIPMENT AND MEASUREMENT CHECKS 16.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boa can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. 17 TRASH DISPOSAL Boats shall not put trash into the water. Trash may be placed aboard support and race committee boats. 18 BERTHING Boats shall be kept in their assigned spaces in the boat park. 19 RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction includes mobile telephones. 20 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See Rule 4 Decision to race. The organising authority will not accept any liability for material damage or personal injury, or death sustained in conjunction with, prior to or during of after the regatta. 21 INSURANCE Each participating boat shall be insured with valid third party liability insurance with a minimum cover of 3 million per event or the equivalent.
