The applicant must pass a complete background screening process prior to assuming his/hers duties for the current season. No one will be allowed to volunteer with any felonies within a year of violation. Little League International rules also apply. Player fees will be determined at the November board meeting, by the Local Board of Directors. Fees may be adjusted at any time during the season by a board vote. All teams will have no more than one (1) Manager and two (2) coaches per team. Only Managers and Coaches allowed in the dugout during games with the exception of Tee Ball and Coach Pitch. Managers, umpires and committees will be selected and appointed by the League President. All appointed are subject to the approval of the Leagues Board of Directors. Only Board approved managers and coaches may be on the field during games and practices. If a manager or coach steps down for any reason, the leagues President will select a replacement that must be approved by the Board. Anyone stepping will not be allowed to return during the same season. Any unapproved person/persons on the field can or will be asked to step off the field by any Board Member. All managers, coaches and umpires will attend a mandatory manager/coaches meeting prior to the start of the first season game, or he/she will not be able to manage/coach or umpire. Time and dates will be communicated to the managers/coaches and umpires 3 weeks in advance of the meeting date. If a manager, coach, or umpire is selected after the beginning of the season they will be required to attend a meeting with the Executive Board of Directors prior to being allowed to manage/coach, or umpire. Managers, coaches and umpires must attend an umpire clinic once every year. All board members are also required to attend an umpire clinic once every year unless excused by the President. Roster limits will be determined in the December Board Meeting. Any player who is not in lineup for more than three (3) consecutive weeks (or six (6) games) is subject to removal from his/her team by action of the Board of Directors. Managers must make the Player Agent aware if any player misses more than two (2) consecutive games for any reason in writing. Failure to do so will be cause for corrective action against the manager. (See Regulation III Sec. D). Any player member or volunteer member who displays Poor Sportsmanship will be reprimanded as follows: Board approved Zero Tolerance Policy is in effect at all times. The championship team in each division will represent the league at TOC Tournament. The Managers, Coaches, VP of Division, Player Agent, and President or his designate will select the All Star team. The Board will determine the guidelines for All Star player selection and a copy will be given to each team manager The Minor Division TOC team can be combined according to District 5 Rules. The voting procedure for this team will be same as that outlines above in item 10. The Board of Directors will select the Minor Division TOC manager and coaches. Players chosen for the All-Star Teams may be asked to pay a $25.00 fee for new uniforms, if league funds are not available. Minor division players chosen for TOC and All-Stars may be asked to pay a $25.00 fee for uniforms if league funds are not available. If a player is in both TOC and All-Stars only one (1) fee will be accrued. All All-Star teams by division will have the same color hats and shirts. Hats will have GP on the front and the shirts will have Gulfport Little League All-Stars printed on the Front. The Board of Directors will select uniform colors and style at the end of the season. Once uniform colors are voted upon no changes can be made without Board approval or the person/persons making the chance will pay the difference and be dismissed from their duties. T-ball, majors, juniors, and senior division players will receive medallions. Trophies and medallions will have player s name and year of participation. The desired Division Alignment shall be: (Team numbers may be adjusted depending on enrollment.) Minor League Coach/machine Pitch Baseball and Softball: 6 10 year olds; 4 Baseball; 2 Softball Minor League Player Pitch Baseball and Softball: 9 12 year olds; 2 Baseball; 2 Softball 12 with waiver Major League Baseball and Softball: 10 12 year olds; 2 Baseball; 2 Softball Juniors League Baseball and Softball: 13 14 year olds; 2 Baseball 2 Softball; Senior League Baseball and Softball Division: 14 16 year olds; 2 Baseball; 2 Softball Six (6) year olds who played T-Ball last season may be moved up to Minor League Division Coach/Machine Pitch, with the concurrence of the parents, player, and Player Agent. 7-8 year olds will be evaluated and based on the evaluation may be placed in the Minor League Division Coach/Machine Pitch Division with the concurrence of the parents, player, and Player Agent. 8 years olds who played Minor League Division Coach/Machine Pitch last season may be moved up to Minor League Player Pitch Division. All players league age 9-10 will be evaluated. Based on the evaluation may be placed in the Minor League Division Player Pitch, with the concurrence of the parents, player, and Player Agent. 10 years olds who played Minor League Player Pitch Division last season may be moved up to the Major League Division. All players league age 10-12 will try out for the Major Division Teams. Those players not selected will be placed in the Minor League Division Player Pitch. Junior League Baseball and Softball: All players league age 13-14 will try out and will be placed on a team. Senior League Baseball: all players league age 14-16 will try out and be placed on a team. Senior League Softball: All players league age 13-16 will try out and be placed on a team. Sign-up for spring will begin on-line in the month of December. In person the first two Tuesdays and Thursdays of January. Flyer will be passed out one week before the Winter School Break. Newspaper ads will run the entire month of December and the first two weeks of January. Try-outs will be set by the Board of Directors in the month of December. Three dates will be set at this time and may be altered at a later date. All players must attend at least two of three of the tryouts. The draft method for the Minor League Division Coach/Machine Pitch and Player Pitch will be (Method in First Year of Operations) Plan (A) in the current Little League Operating Manual. The Draft Method for the Major League Division will be (Method for Existing Leagues) Plan (A) in the current Little League Operating Manual if two teams exist. If more than two teams then Plan (B) will be used. The Draft Method for the Junior/Senior Division will be (Method in First Year Operation) Plan (A) if we have more than one (1) team. Only the Manager, Player Agent, Board Member with Team Roster responsibility and League President may sit in on the Draft. Any Board Member or Committee Member not performing his/her duties or not acting in a positive manner will be dismissed from their position by a vote of the local league Board of Directors. Coaching, umpiring, work or any other legitimate absence is taken into consideration. Any Board Member making a purchase under $60.00 does not need Board approval in advanced (Concession Stand Manager is Excluded from this rule). If the purchase is deemed inappropriate he/she will be responsible for the funds to be repaid. All managers and coaches must get approval in advance from two members of the Executive Board to make any purchases. Office Supplies and fundraising supplies purchases must be approved by two Executive Board Members. The Board of Directors reserves the right to discipline any person/persons on the Gulfport Little League Complex for inappropriate conduct. The person/persons may/will be requested to leave the facility immediately. It is mandatory that at least one member of the Coaching team (i.e. Manager/Coach/Team parent) representing his/her team to be present at all fundraising events. Failure to do so will result in a one game suspension of the Manager. Players and parents are strongly encouraged to be present at all fundraising events. All keys will be signed out at the beginning of each season (spring/winter) and signed in the end of each season by the President. The President, Vice President, Secretary, Treasurer, Player Agent, and Concession Manager will be the only persons having keys year round until they no longer hold his/her position. If keys and equipment are not turned in the allotted time frame he/she will be charged for replacement value and may no-longer be welcomed to participate as a volunteer here at Gulfport Little League. No over the phone or on-line decisions will be made by the Board. Over the phone or online decisions may be made by the Executive Board with two-thirds vote. President only votes when needed to break a tie vote. Any rule not covered in the Gulfport Little League Local Rules and, By-Law s, or Constitution will be referred to the Little League Operating Manual or Little League Official Regulations and Playing Rulebook. (District 5, Southern Region, or Williamsport) None of these rules may be altered unless done so at a Board meeting through standard Gulfport Little League Voting Procedures. MANAGERS/COACHES All players are to be at games thirty (30) minutes prior to the start of the game. If a player is not at the practices they will not start in the next game unless, it is an excused absence. During practices and games there will be no horse playing, talking, name calling or laughing or making fun of another player s abilities. This will not be tolerated. The manager/coaches are not to be addressed by their first names. They are to be referred to as Coach (Last Name). No carbonated drinks or food is allowed in the dugouts at anytime. Only water, sports drinks and sunflower seeds are allowed. After each practice/game the dugout will be cleaned of trash etc. The home team manager or coach will line the field prior to each game. During the game all player s required to stay in the dugout. No player is to leave the field without a coach s permission. No one other than the batter is to have a bat in his/her hand. There is not an on-deck circle for the major or minor divisions. The player in the hole is to retrieve the bat left on the field by the last batter. This player must be wearing a batting helmet. No writing on the walls, destruction of any player s or League property, or throwing of a bat or helmet will be tolerated. Breaking one of these rules may/will have a player ejected from the game by the umpire, and shall require a meeting with the Rules Committee before the player will be allowed to play again. Team Parents are responsible for coordinating with the concession Stand Manager dates and times for the parents to volunteer in the concession. OSHA rule: No one under the age of 18 is allowed to cook. Under no circumstances does the pitcher on the mound pitch to a player not wearing a helmet. Catchers must wear a mask, throat protector, and cup, when doing infield practices, warming up the pitcher, and during the game. Managers, coaches are not permitted to warm-up a pitcher.
