INTRODUCTION WHAT IS A UNIFORM CRIME REPORT? The FBI s Uniform Crime Reporting Program was implemented in 1930 by the International Association of Chiefs of Police to ensure uniformity among law enforcement agencies when reporting crimes to the Federal Government. Statistics are gathered from participating states on eight index crimes. UCR CRIME CATEGORIES ARE: MURDER BURGLARY RAPE THEFT ROBBERY AUTO THEFT AGGRAVATED ASSAULT ARSON With the exception of murder, attempted crimes are included in crime totals. AUTO BURGLARY and AUTO THEFT: 115 Auto Burglaries Reported Forced entry used in only seven (7) incidents. 94% of victims vehicles were unlocked when the crimes occurred. 14 firearms stolen from Lakeview unsecured vehicles in 2017 Twenty-two (22) incidents were cleared by arrest or warrant (19%). NOPD Auto Burglary Year to Date clearance rate is 10%. 52 Auto Thefts Reported 51 cars and 1 motorcycle reported stolen. 49 unlocked vehicles were stolen with keys or key fobs left inside vehicle by the victim or an authorized user. 2 Incidents Forced Entry Used 49 vehicles recovered and returned to owners. 11 incidents were cleared by arrest (21%). In the 20 th Century, due to technology such that it is, nowadays criminals rarely steal vehicles by defeated steering columns or hot wiring cars. Vehicles are quite often stolen with keys someone left behind. Generally, auto thefts start out as auto burglaries which evolve into auto thefts because keys are found inside vehicles. In fact, 49 of 52 vehicles stolen in Lakeview in 2017 were unlocked and stolen with a key or key fob the criminal located inside of these vehicles. Unlocked vehicles are the primary reason criminals visit affluent neighborhoods such as Lakeview, mainly overnight, to commit crimes. Fighting crimes takes community involvement. Surveillance cameras are useful and do assist in police investigations and in some cases may even deter crimes, but nothing stops a criminal in his or her tracks more than a locked door. LCPD works vigorously to protect and serve the citizens of Lakeview but we ask that the community get involved by ensuring vehicles and personal effects are secured on a daily basis which plays a significant role in maintaining a safer community in the interest of crime prevention. If we minimize opportunities and eliminate easy targets, criminals will not have a reason to visit Lakeview. 13 P a g e
COMMUNITY POLICING The Lakeview Crime Prevention District Officers alone have made a total of 547 arrests in 2016 and 2017 combined. Arresting offenders is only a temporary solution to a universal problem which plaques communities throughout the country. QUALITY OF LIFE ISSUES: DIAL 311 for QOL Matters. Quality of Life complaints involving City or State Agencies should be directed to 311. Once the complaint is called in to 311, a work order number is generated and issued to the caller. The complaints are redirected to the respective city agency to be investigated. Citizens can call 311 and give the operator that work order number, to track the progress of the complaint.
