(U) NORTHERN ARABIAN SEA: Northeast winds of 5-10 knots and seas of 2-4 feet. EXTENDED FORECAST: Easterly winds of 10-15 knots and seas of 2-4 feet. B. (U) GULF OF OMAN: Southerly winds of 3-5 knots with seas of 1-3 feet in the western section of the Gulf; with southerly winds of 3-5 knots and seas of 1-3 feet in the eastern section of the Gulf. EXTENDED FORECAST: East-southeast winds of 5-10 knots and seas of 1-3 feet in the western section of the Gulf; with east-southeast winds of 5-10 knots and seas of 1-3 feet in the eastern section of the Gulf. C. (U) GULF OF ADEN: Easterly winds of 10-15 knots and seas of 4-6 feet in the western section of the Gulf; with easterly winds of 10-15 knots and seas of 4-6 feet in the eastern section of the Gulf. EXTENDED FORECAST: Easterly winds of 10-15 knots and seas of 2-4 feet in the western section of the Gulf; with easterly winds of 10-15 knots and seas of 2-4 feet in the eastern section of the Gulf. D. (U) SOMALI COAST: Northeast winds of 15-20 knots and seas of 6-8 feet. EXTENDED FORECAST: Northeast winds of 15-20 knots and seas of 6-8 feet. E. (U) CENTRAL AFRICAN COAST/INDIAN OCEAN: Northeast winds of 12-17 knots and seas of 5-7 feet. EXTENDED FORECAST: Northeast winds of 12-17 knots and seas of 5-7 feet. F. (U) MOZAMBIQUE CHANNEL: Northerly winds of 10 15 knots and seas of 3-5 feet in the northern Channel; with southerly winds of 5-10 knots and seas of 3-5 feet in the southern Channel. EXTENDED FORECAST: Westnorthwest winds of 20-25 knots and seas of 13-15 feet in the northern Channel; with southerly winds of 12-17 knots and seas of 13-15 feet in the southern Channel. G. (U) SURFACE CURRENTS: The northern Arabian Sea and Gulf of Aden currents are variable with most areas having average speed of 1 knot. The Mozambique Channel currents are variable having an average speed of 2 knots. Currents speeds along the Somali Basin are northeasterly averaging between 1-2 knots. H. (U) SYNOPTIC DISCUSSION: The Northeast Monsoon continues to influence the region, expect decreasing winds and abating seas in the Arabian Gulf, with increasing winds and building seas with moderate restricted visibility due to dust in the Gulf of Aden.

(U) Gulf of Guinea Scope Note (U) The Piracy Analysis and Warning ly (PAWW) Report includes a review of recent piracy and maritime crime incidents and an outlook on threats in the Gulf of Guinea. 6. (U) Gulf of Guinea - Piracy Events Over The Past (U) Pirate and maritime crime activity in West African waters is at a medium level. There was one reported attack and late reporting concerning one reported suspicious approach during this one week period. A. (U) Details (U) Vessels Hijacked: No incidents to report. (U) Kidnapping: No incidents to report.

(U) Vessels Boarded: No incidents to report. (U) Vessels Fired Upon/Attempted Boardings: 1. (U) NIGERIA: On 23 January, the Nigeria-flagged offshore supply vessel JASCON 24 was attacked near position 03:29 N 005:27 E, approximately 70 nm from the Nigerian coastline, at the Agbami Oil Field. One Nigerian naval officer was reportedly killed during the attack. (Fleetmon) (U) Other Activity: 1. (U) IVORY COAST: On 20 January, a skiff with eight persons aboard made a suspicious high speed approach toward two ships conducting bunkering operations near position 04:05 N - 003:50 W, 70 nm south-southeast of Abidjan, Ivory Coast. The bunkering vessels raised the alarm, carried out an emergency disconnection and moved away at full speed. Seeing the vessel s actions the skiff aborted the approach. All crew safe. (IMB) B. (U) SYNOPTIC DISCUSSION: Expect partly to mostly cloudy conditions for the Gulf of Guinea with associated rain showers. 9. (U) Southeast Asia Scope Note (U) The Piracy Analysis and Warning ly (PAWW) Report includes a review of recent piracy and maritime crime incidents and an outlook on threats in the Southeast Asia. 10. (U) Southeast Asia - Piracy Events Over The Past (U) Pirate and maritime crime activity in Southeast Asia waters is at a low level. There was one boarding reported during this past week. A. (U) Details (U) Vessels Hijacked: No incidents to report. (U) Kidnapping: No incidents to report.

(U) Vessels Boarded: 1. (U) INDONESIA:.On 29 January, two robbers boarded an anchored bulk carrier near position 06:01 S - 106:55 E, Tanjung Priok Outer Roads, Jakarta. Two deck watchmen on routine rounds saw the robbers on the forecastle deck. They immediately informed the duty officer who raised the alarm and mustered the crew. Seeing the crew s alertness, the robbers escaped with their accomplices in their boat. The crew members carried out a thorough search with nothing noted missing. The incident was reported to Port Control via VHF channel 12. (IMB) (U) Vessels Fired Upon/Attempted Boardings: No incidents to report. (U) Other Activity: No incidents to report. B. (U) Andaman Sea: North-northeast winds of 5-10 knots and seas of 2-4 feet. EXTENDED FORECAST: Easterly winds of 5-10 knots and seas of 2-4 feet. D. (U) SURFACE CURRENTS: Currents in the South China Sea, Malacca Strait average speeds of 1 knot, while currents in the Andaman Sea average 1 to 2 knots. E. (U) SYNOPTIC DISCUSSION: The Northeast Monsoon season influences the region. Expect increasing cloud conditions with rain showers and thunderstorms. (U) Terms of Reference (U) The following terms have been adopted to describe the range of criminal anti-shipping activity and impediments to safe navigation in our worldwide reporting and analysis: (U) Attempted Boarding Close approach or hull-to-hull contact with report that boarding paraphernalia were employed or visible in the approaching boat. (U) Blocking Hampering safe navigation, docking, or undocking of a vessel as a means of protest.

(U) Boarding Unauthorized boarding of a vessel by persons not part of its complement without successfully taking control of the vessel. (U) Fired Upon Weapons discharged at or toward a vessel. (U) Hijacking Unauthorized seizure and retention of a vessel by persons not part of its complement. (U) Kidnapping Unauthorized forcible removal of persons belonging to the vessel from it. (U) Robbery Theft from a vessel or from persons aboard the vessel. (U) Suspicious Approach All other unexplained activity in close proximity by an unknown vessel.
