Talent Supply Qualifications (gap in high skilled v national average; 31.6% of working age Plymouth population v 38.4% nationally), however NVQ4+ increasing HEI student numbers falling (21% down in last 5 yrs) But apprenticeship starts grew 10% between 14/15 and 15/16) especially construction, health/care and engineering and manufacturing GCSE attainment deterioration (nearly 10% below national rate, at 52.4% achieving 5x GCSE s A-C 15/6)
