This weekly update will be issued through the weekly City of Waseca City Manager s City Limits report available at the City s website www.ci.waseca.mn.us, the Project website http://ci.waseca.mn.us/old-trunk-hwy-14elm-avenue-updates/ and is published online via the Waseca County News. Questions about the contents of the weekly updates or about the project in general can be directed to the City s contracted consulting engineer Joe Palen, Project Manager with Stantec at either 507.529.6036 or joseph.palen@stantec.com or Mark uchene, Waseca City Engineer at either 507.835.9716 or markd@ci.waseca.mn.us Additionally, project representatives have set aside time every Thursday from 12:30-1:00 pm to be available at Waseca City Hall, 508 South State St, Waseca, MN 56093 to answer questions. No appointment is necessary and if this time doesn t work, please contact either Mr. Palen or Mr. uchene to set up a meeting at a mutually convenient time. If there is an emergency within the construction limits outside of normal business hours please call 507.835.9718 and the 24 hour answering service will contact the appropriate parties. Previous Week Review 9/30/17-10/6/17 Work on the eastern phase of the project between 13 th St SE and 3 rd St SE continued with the last of the installation of catch basins at the 4 th Street intersection and last of the sanitary sewer and watermain services were also installed and the temporary water lines were removed. Gravel was extended in the road section up to 7 th Street and concrete pavement was poured on the south half of the road from just west of 9 th St to Clear Lake. See the end of this update for important information related to concrete paving operations. Work on the western phase included concrete paving of the shoulder and turn lane to Vista Villa Court on the north side of the road. Work was also completed on the deep sanitary sewer reconstruction between 10 th St NW and 7 th St and the watermain was also completed in this area and work began on installing the water services. Work also continued on the trunk storm sewer between Veterans Landing and 8 th St NW. Next Week Look Ahead 10/7/17-10/13/17 Crews will continue installing sump pump connection lines that connect to the road drain tile system in conjunction with subcutting the road and installing the sand and gravel from 5 th St to 3 rd St. If a property has an existing sump pump discharge pipe near the curb, the contractor will connect it to the new drain tile system. If there isn t an existing sump line, a future connection line is being installed to each residential property and will terminate on the house side of the sidewalk. Concrete roadway paving will also continue on the north part of the road between 8 th St and Clear Lake as
soon as the concrete on the south side is cured / strong enough to accommodate concrete truck traffic and as the weather allows. If the weather cooperates concrete may also be poured on half the road from 8 th St going west to 3 rd St. On the western part of the project, crews will continue to install the water services and storm sewer from near Veterans Landing and progressing east to 8 th St NW. The road will also be subcut and sand and gravel installed on the section from Veterans Landing towards 10 th St NW as construction and the weather allows. Concrete pavement construction of turn lanes and intersection connections will continue between Veterans Landing and Brown Avenue as weather conditions and construction sequencing allows. Traffic Control/etour Notes uring the duration of the project and through the entire project limits which extend from the western City limits (west of Brown Avenue) to the eastern City limits (east of Clear Lake rive), thru traffic (traffic traveling to/from Mankato and Owatonna directions) will be detoured off Old TH 14 on the east side at NW 92 nd Ave/CSAH 18 near Meriden and on the west side at 110 th St/CSAH 27. Portions of Old TH 14 within the project limits may be signed Road Open to Local Traffic or something similar. Please keep in mind that local traffic/access is defined as having direct access on Old TH 14, or having business with someone or a business who has direct access on Old TH 14. If you do not fall into either of these two categories, you should not be on Old TH 14 within the project limits at any time. Travel on Old TH 14 within the project limits should take place only when there is no other possible alternative. An updated local alternative access map is attached showing proposed access routes based on the following week s proposed construction activities. Note this map is intended to be updated weekly as construction progresses and every effort will be made to keep this map updated and as accurate as possible, but construction activities may require alterations to access routes before a new map is sent out. An interactive copy of this map is also available at: https://wasecacity.maps.arcgis.com/apps/publicinformation/index.html?appid=56178b878ee64926be6fd7be5f6e4460 Project Area West of TH 13 Old TH 14 will have a road closure from 6 th St NW to Lake Street/Experiment Station Road; however, access to the Vista Villa Mobile Home Community; Veterans Landing and impacted residential properties will be maintained via temporary roadway configurations. Two-Way access to HWY 14W Mini-Storage, eml Ford, Waseca Chrysler, Rent N Save and Vista Villa will remain open from the west project limits on the new concrete pavement and from the Lake Street/Experiment Station Road intersection as well. Access to Vista Villa has again been shifted to the temporary driveway west of Waseca Rent-N- Save. Please pay close attention to the signage on site and drive slow as there will still be some work to be completed in these areas even after they are open to traffic. The intersection of Brown Avenue and Old TH 14 will remain closed. In order to accommodate storm sewer construction, access to all properties west of 10 th St NW including Veterans Landing and the Waseca Mutual Building will be from the west via the Lake Street intersection. Access to properties east of 10 th St NW including, Latham Place, Lakeshore Inn, and residential will be provided via temporary access route including routing through the Latham Place parking lot. Please review the attached detailed access map and pay close attention to signage. See attached maps for alternative access routes to/from town, as well as business access routes. The interactive traffic map indicated above will be updated with the road closures when they occur. Project Area East of TH 13
Old TH 14 will remain a hard road closure from 3 rd St East to 13th St SE. Residents may access their properties through the road closure as construction activities and site conditions allow. The contractor will make reasonable efforts to provide access to residential driveways between the hours of 7pm and 7am. Please note that the road sections under construction are closed to non-local traffic and local traffic may enter the closed road sections to access their properties at the property owner s risk. If a property owner has questions about whether or not they should drive in the construction area or needs accommodations for service work, etc., the property owner should make contact with the project team or onsite construction worker to discuss their access needs. Intersections on Old TH 14 between 3 rd St E and 11 th St SE will be open for traffic crossing Old TH 14 unless there is work being done in the intersection or concrete is waiting to reach cure strength. These intersection closures may change daily so please drive slow and pay close attention to construction activities and signage. Access to Barney s rive In, Lodging at Lake Aire, Memorial Park, Maplewood and Kiesler s Campground is open from the east on Old TH 14 or from the west via 13th St SE to Old TH 14. IMPORTANT REMINER: Even though portions of the roadway are constructed though a gravel surface and vehicle access conditions are improving, the roadway is still an active construction site and there are numerous obstacles such as manholes and gate valves that extend above the gravel surface in the roadway that drivers need to pay attention to and avoid. Please drive slowly and pay careful attention if you are driving in the construction area. CONCRETE PAVING INFORMATION: The following is meant to detail the typical sequence for concrete paving operations in the residential areas once the gravel road subgrade has been installed. Concrete road construction is a lengthy process because of all the cure times needed before traffic can be allowed on the new concrete surfaces. If at any time you have special or emergency access requirements please contact project representatives as early as possible. 1. Crews set a string-line which is the guide for setting the elevations and grade for all the concrete paving operations. Please do not remove or cut the string line once it is set up. If you have an absolute need to get through the string line, please contact one of the project representatives on site. Every time the string line is disturbed it has to be rechecked and this can significantly delay the paving operations progress. 2. A gravel trimmer is used to fine tune to the gravel surface elevations and grade based on the string line. 3. Metal dowel baskets and rebar reinforcement is placed on the gravel surface. 4. The concrete paver paves half the road. uring concrete paving, access to both sides of the road adjacent to the paving area will be closed as the concrete trucks delivering the concrete to the paver will be blocking the half of the road not being paved. Each paving segment should take a day to pave. 5. Joints are sawed in the concrete. Joints are sawed at an appropriate time based on the timing of the concrete cure which is largely dependent on the temperatures. Concrete sawing may occur outside of normal working hours and extend into the night. 6. Concrete joints are sealed. 7. Once the concrete has reached the minimum cure strength, the new concrete road will be open to traffic. Once this happens the same sequence will be repeated for the other half of the road. 8. Once both sides of the road are paved, the concrete curb and gutter will be placed on the outer edges of the new concrete pavement. This will again limit access into driveways until the curb has again reached cure strength (estimate at 5-7 days after it is poured). 9. After the curb is installed the concrete driveway approaches and sidewalks will be installed. Again, each concrete pour requires cure time (5-7 days) before traffic can be allowed on it.
