EVENTS The table tennis competitions will comprise the following events: Boy s and Girl s teams Boy s and Girl s singles Boy s and Girl s doubles Mixed doubles The European Championship is conducted for youth. Both competitions have to respect the conditions of the following regulations. The youth team event will take part subject to sufficient number of teams. 2. PARTICIPANTS 2.1. Age Eligibility There are two age class with their age limit: Group A: 12-15 years old Date of birth must be between 01.01.2004 till 31.12.2007 Group B: 16-18 years old Date of birth must be between 01.01.2001 till 31.12.2003 If an event does not fulfil the prerequisites of the number of participants and countries, then the two age groups will be merged into one group. 2.2. Number of Players Each National Federation may enter a maximum each age class number of four (4) boys and four (4) girls for the table tennis competition. One team for the team events, four players for the singles, two pairs for the boy's and girl's doubles, and four pairs for the mixed doubles. 2.3. No reserves or substitutes are allowed for the singles. The composition of a pair may be changed only if a federation has entered less than four (4) boys and four (4) girls for the doubles and one of the players originally entered in a pair forfeits by a doctor's declaration. However, no changes may be made after the draw has taken place. 2.4. A fine of EURO 30 is levied on each non-starting athlete with the exception of those presenting a doctor's declaration that he/she should not be allowed to start. 3. REGISTRATION 3.1. Preliminary Entry Registration The preliminary registrations with an indication of whether to or not to participate must be submitted to EDSO Technical Director and Representative no later than 06.08.2018 [Not less than one (1) year before the competition.] 3.2. Final Entry Registration The final entries entry with an indication of the number of athletes in each event must be submitted to the EDSO Technical Director and Representative no later than 06.11.2018 [Not less than six (6) months before the competition] Such submissions will be made via official online registration form or telefax followed by the official registration form.

3.3. Name Registration The name Registration with the names of each athlete indicating event entered must be submitted to the EDSO Technical Director and Representative no later than 06.03.2019 [Not less than one (1) month before the competitions.] Such submissions will be made via official online registration form or telefax followed by the official registration form. 3.3.1. No changes or additional entries will be accepted after 23.03.2019. 4. COMPETITION RULES AND REGULATIONS 4.1. Technical Organisation EDSO is responsible for the technical organisation of the Table Tennis competitions. 4.2. Committees 4.2.1 Technical Committee: The technical committee will be composed of the EDSO Technical Director and members appointed by the Organising Committee: Horst-Peter SCHEFFEL EDSO Table Tennis Technical Director GUIDO ZANECCHIA EDSO Representative Ivancho KOSTADINOV ETTU Head Referee Cvetomir CONEV BTTF Representative / SLO Nikolay NIKOLOV Deaf Representative (BDSF) 4.2.2 Protest Committee: The Championship Protest Committee shall consist of: GUIDO ZANECCHIA EDSO Representative (Chair NO VOTING RIGHT) Horst-Peter SCHEFFEL EDSO Table Tennis Technical Director Ivancho KOSTADINOV ETTU Head Referee Mihail FROLOSHKI ETTU Representative 4.3. Competition Rules Table Tennis competitions will be conducted in accordance with the Rules and Regulations of the ITTF to a current stand 01.01.2018. In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows: 4.3.1. Cases of a general nature will be resolved in accordance with EDSO Regulations, EDSO General Technical Rules and this Table Tennis Technical Regulations. 4.3.2. Technical questions related to competition rules shall be resolved according to the ITTF Rules and Regulations. 4.3.3. Only athletes who comply with the EDSO Regulations are entitled to take part in the EDSO Table Tennis competitions. 4.4. Competition Equipment All equipment and implements used during competitions will comply with the ITTF Rules and Regulations. 4.4.1. Balls The balls will be Donic P40+ with blue/black stamp, three stars, plastic and white in colour. 4.4.2. Net The net will be Andro niveau and green in colour. 4.4.3. Tables The tables will be Andro Competition and green in colour.

4.5. Competition Clothing 4.5.1. All participants and officials must wear clothing, which is in conformity with the ITTF Regulations. Participants must observe the regulations contained in the EDSO Regulations regarding advertising on clothing, etc., in the competition areas. 4.5.2. During the team events and the doubles, players must wear the same colour shirt and shorts. 4.5.3. The surname of the player and name of the country on the back of the shirt is mandatory. 4.6. Draw The draw for all events will be conducted in accordance with ITTF Rules and Regulations. The technical committee at the technical meeting will seed an appropriate number of players and pairs in each event based on current ICSD table tennis ranking points. In case of disagreement the EDSO Technical Director alone will decide the seeding. Entries from any one country shall be drawn as follows: 4.6.1 The first and second ranked entries by lot in opposite s halves of the draw. 4.6.2 The third and fourth ranked entries by lot in the quarters where first and second ranked are not drawn. 4.7. Competition Plan 4.7.1. Team Events a. Preliminary Round The entered teams will be divided into groups (one, two, four or eight groups) of 3 to 5 teams each. During the preliminary round, each team will play all the other teams of its group. b. Finals After the classification in the preliminary groups is established, the teams will play in the finals in the following way: One Group All players will play against each other s. The 1st place will be awarded Gold, 2nd place will be awarded silver and 3rd & 4th both will be awarded bronze. Two Groups Semi-finals: The winners of the semi-finals will play for 1st and 2nd places. The runner ups in each group will be awarded bronze. (A1 v B2) (B1 v A2) Classification The teams placed fourth and fifth in each group will play for the fifth and following places with (A3 v B3) (A4 v B4) The winners playing for fourth and sixth places and the losers for seventh and eighth places, etc. Four Groups Quarter- finals: The winners of the quarter-finals will play semi-finals and the defeated teams will play for fifth (5th) to eighth (8th) places. A. (A1 v C2) B. (B1 v D2) C. (C1 v A2) D. (D1 v B2) Semi-finals: The winners of the semi-finals will play for 1st and 2nd places. The losers in both semi-finals will be awarded bronze.

(winner of "A") v (winner of "D") (winner of "B") v (winner of "C") Classification The teams placed, third, fourth and fifth in each group will play for the ninth and following places with (A3 v C3, B3 v D3) The winners playing for ninth and tenth places and the losers for eleventh and twelfth places, etc. (A4 v C4, B4 v B4) The winners playing for thirteenth and fourteenth places and the losers for fifteenth and sixteenth places, etc. Eight Groups The matches for the quarter- finals with A. (A1 v E2) B. (B1 v F2) C. (C1 v G2) D. (D1 v H2) E. (E1 v A2) F. (F1 v B2) G. (G1 v C2) H. (H1 v D2). The match winners will play quarter- finals and the defeated teams will play for 9th to 16th places. Quarter- finals: The winners of the quarter- finals will play semi-finals and the defeated teams will play for fifth (5th) to eighth (8th) places. 1. (A) v (B) 2. (C) v (D) 3. (E) v (F) 4. (G) v (H) Semi-finals: The winners of the semi-finals will play for 1st and 2nd places. The losers in both semi-finals will be awarded bronze. (winner of "1") v (winner of "2") (winner of "3") v (winner of "4") Classification The teams placed, third, fourth and fifth in each group will play for the ninth and following places with (A3 v E3) (B3 v F3) (C3 v G3) (D3 v H3) The winners playing for seventeenth till twenty places and the losers for twenty-one to twenty-four places. (A4 v E4) (B4 v F4) (C4 v G4) (D4 v H4) The winners playing for twenty-five to twenty-eight places and the losers for twenty-nine to thirty-two places, etc.. c. The classification of teams will follow the ITTF rules for group competitions (Regulation 3.7.5.). d. System The format for team s events will be that currently used for World Championships with a team consisting of 3 players. The order of play will be A v X, B v Y, C v Z, A v Y, B v X. Teams comprising 2 players will not be permitted to compete. A team must have three (3) or four (4) athletes. Before a team match the right to choose A, B, C or X, Y, Z shall be decided by lot and the captains shall name their teams to the referee, assigning a letter to each player. A team match shall end when one team has won a majority of the possible individual matches. All matches shall be the best of 5 games and the game ends if 3 singles are won by

a team per the best of five games. All matters not provided for above will be referred to the ITTF Rules of the team competitions at the ITTF World Championships. 4.7.2. Singles, Doubles, and Mixed Doubles 4.8. Officials 5. VENUES Singles In each group there will be 5 to 6 players. All matches of the groups will be played with three winning sets (Best of five). The players from the same country must be drawn separately. The first and second placed player in each group will be qualified to the knockout stage. All matches in the knockout stage will be played with four winning sets (Best of seven). Both players who have lost their semifinals matches will automatically get the third place. Doubles The double pairs from the same country must be drawn separately. The doubles will be played in the knockout stage only and will be played with four winning sets (Best of seven). Both double partners who have lost their semifinals will automatically get the third place. Mixed Doubles The double pairs from the same country must be drawn separately. The doubles will be played in the knockout stage only and will be played with four winning sets (Best of seven). Both double partners who have lost their semifinals will automatically get the third place. 4.8.1. Referee The referee shall be fully qualified and certified by the ITTF. The referee shall act in concert with the EDSO Technical Director. However, in matters concerning the interpretation of the rules of table tennis, the referee's decision shall be final. 4.8.2. Umpire In the preliminary rounds, the singles, doubles, mixed and team, all matches have to be overseen by a referee. From the semi-finals and finals there will be full referees, referees and markup referees. 4.8.3. Appointment The Organising Committee shall appoint an appropriate number of referees and umpires 5.1. Competition Venue The table tennis competitions will take place at Albena Sport hall. 5.1.1. Number of tables There are fifteen (15) tables. (9 for competitions and 6 for training). 5.1.2. Flooring The surface is Konika is in green colour. 5.1.3. Lighting The light intensity is up to 500 Lux (recommendation 1000 Lux). 5.1.4. Surrounding The Colour of the walls is green and no windows. 5.2. Training Venue The training venue is the same as the competition Albena Sport hall.

Date and Location The first Technical Meeting will be held Hotel Flamingo Grand on 08. April 2019 at 10 a.m., Subject to change. The second Technical Meeting will be held Hotel Flamingo Grand on 11. April 2019 after Medal Ceremony, Subject to change. 6.3.2. Attendance Each participating National Federation may be represented by two (2) officials, of whom at least one (1) must be deaf and, if necessary, an interpreter. 7. CONTROL AND SANCTIONS 7.1. Hearing Devices The use of any hearing aid(s)/amplification or external cochlear implant parts is strictly forbidden from the restricted zone area. 8. PROTESTS 7.1.1. Restricted Zone Area The restricted zone area is in effect from the time athletes enter the competition red zone area in the sport hall during the warm-up and competition period. 7.1.2. Violation and Penalty When this rule is violated, the match shall immediately be stopped and the offending player/s will be disqualified from the event. Refer to ICSD Audiogram Regulations, 8: Violations and Penalties. 8.1. Procedure for lodging a protest All sport related protests will be resolved in accordance to the ITTF Rules and Regulations and will be managed by the table tennis Protest Committee. Any official protest must be submitted in writing in English on the Official EDSO Protest Form. The form must be given to the EDSO Technical Director with EURO 100 within thirty (30) minutes after official posted results. 8.1.1. The EDSO Technical Director will decide whether the protest is sporting related eligibility related. The Table tennis Protest Committee will review all sport related protests, and the EDSO Executive Committee will review all eligibility protests. The deposit of EURO 100 will be returned to the appellant only if the protest is considered valid. 8.2. Procedures for reviewing a protest The table tennis Protest Committee will meet in the Technical Director s office at Albena Sport hall at a time decided upon by the chairperson of the committee. The EDSO Representative will be the chairperson of the committee. The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. The Sports Liaison Officer (SLO) will contact all committee members to inform them of the meeting time and location. The EDSO Technical Director will be responsible for liaising with the State Sports Association's Competition Manager. The Sports Liaison Officer (SLO) will be responsible for informing the hosting Deaf Sport Federation and the EDSO Technical Director will be responsible for informing EDSO Executive Committee about the protest and also the outcome of the protest.
