The Meeting was opened by Nigel Maxwell (Match Committee member) in the absence of the President, Russell Bingham who had been delayed. He welcomed Delegates and asked, had all delegates present signed the attendance sheets. Attendance 39 Delegates in attendance. Apologies Graham Warren (Glen Eira McKinnon), Ern Woolf (Caulfield Park Alma), Dick McClelland (Glen Waverley), David Loosemore (St. Kilda), Chris Cullinan (Mt.Waverley) Ron Gleeson (Bentleigh) Minutes of previous Meeting Were read by the Secretary, moved by Elsternwick Club, seconded by Mt Waverley and confirmed as a true record. There was no business arising. Financial Report The Secretary /Treasurer presented his
Report. (Copies of the report are attached to these Minutes). He reported that although we had a small deficit he did not see any reason to increase the Registration Fee. He asked the Meeting would they object to him approaching our bank with a view to having the naming rights of out pennant competition, This was passed by a show of hands from all those present. Match Committee Chairman s Report The Match Chairman Committee, Bev Baxter; presented her first Annual Report (Copies of the report are attached to these Minutes). She thanked all Delegates for their Feedback and hoped it would continue. She highlighted how the Association had moved into the digital age, virtually eliminating postage. The participation of teams has increased on recent past and this growth will hopefully continue into the future. During discussion of the report it was suggested that Application to play be sent to Clubs Albert Park, Edithvale, and teams that had previously entered teams Oakleigh, Murrumbeena, Mulgrave Country Club, and SOC. Burden Park will be back on their green this season. Moorabbin has room for another team to share their facilities. St.Kilda is likely to have their lights up and operating, before the start of the season and play their home games there. The reports were moved by St.Kilda, seconded by Clayton, and passed. Election of Office Bearers President Russell Bingham Secretary/Treasurer Bob Baxter Match Committee Chairman Bev Baxter Match Committee Nigel Maxwell, John Boorn and Ron Gleeson All were elected unopposed. Bill Campbell (Hampton RSL) to join the Committee when available.
General Business Rule B5 was discussed regarding a Division One or Premier Player, playing for another Club other than his own in a lower Division. After much discussion was decided to transfer this item to our next meeting, when it is hoped we have a specific motion, to debate. Rule C4 was amended to cover our acceptance of electronic results {a}the Home Club Manager shall be responsible for the completed results sheet to be Emailed, faxed, attached to an SMS to reach the Match Committee Chairman, no later than the following Thursday. Failure to do so shall incur a fine of $50 for each offence. Pennant points shall be withheld until all fines are paid. By-Law C2 applies. {b}it is recommended that BOTH managers keep a copy of completed result sheet which can be a photo on a mobile, in case of a dispute. {c}where there is a complete washout of all fixtures, or in the case of a bye, clubs may send in their team sheets for that night. For the purposes of By-Law D4, all players named shall be credited with a game as if the match had been played. {d} Results Ladders are available on the Sandbelt Bowls Region website www.sandbelt.bowls.com.au and Face book Conditions of play P6 {d} b) (iv) Changing BV rule In the event that a game is to be transferred to an alternative venue, the mutual agreement of the opposing side needs to be obtained as soon as possible and the Match Committee Chairman of advised. In the event of agreement not achievable within a reasonable period the Match Committee Chairman after discussion will determine the venue, noting that the home side has the right to allocate rinks/green subject to the availability from the host Club.
Both these rules which are basically keeping the By-Laws up to date were approved with no Dissension. Presentation of Premiership Shields The President Russell Bingham assisted by the Match Committee presented the winning shields to the Premiers in each Division PREMIER CLAYTON DIV. TWO MOORABBIN DIV.THREE BLACK ROCK DIV.FOUR HAMPTON RSL The Division ONE winners, BEAUMARIS did not send a representative to the Meeting, and will have to be presented at a later date There being no further business The Meeting closed at 9.15 pm The next meeting will be Wednesday 26 th October 2016 at Bentleigh Bowling Club at 7.45pm. for the distribution of fixtures for the coming season. Please ensure your Club is represented. bb Pennant Match committee AGM report 2016 As a novice Match chairman, the ongoing feedback was greatly appreciated and hopefully will continue on a weekly basis. Thanks are relevant to the SBR for their willingness to include the results on their website Nigel Maxwell for his great effort in the format of the result sheet Side managers for prompt communication via email, text or fax which meant that the generation of results, ladders was not onerous and was available Thursday pm Umpires at each game
Michael O Brien MP, Member for Malvern for printing over the past year The implementation of email communication was successful in many areas apart from reduced postage sending attachments as a pdf seemed to be effective. I personally would encourage all clubs to organise retention of weekly result sheets in some form, even when playing away. This could be a photocopy or taking a mobile phone photo, as there seemed to occasions when the normal email attachments were problematic for various reasons or discrepancies occurred. The numbers scenario tends to excite me so that in the 2015-16 season 40 teams of 12 players each week meant that there was the opportunity to play night bowls for 800 players (average participation per team of 20 different bowlers during the season). Hopefully there will be more of these bowlers seen on the Facebook site and obviously the SBR site. This is a reminder to all clubs that bowlers are required to wear BV attire when playing in the pennant competition It is anticipated that in season 2016-17 there will more teams entered, which may mean 10 side sections, but rest assured if you please indicate on your entry form any special requests they will be considered. Remember please return the team entry forms prior to 29 July 2016 as the first game will be Tuesday 8 th November 2016
