Letter from the Chair Hello delegates! We the chairs would like to take the opportunity to introduce ourselves to you. This committee will be chaired by Cate McCluskey, MK Rusnock and Rose Stefanidakis. My name is Cate McCluskey and I am a junior at Ursuline Academy. I have been apart of UA MUN since sophomore year. Outside of MUN, I play field hockey at Ursuline and run track. I also play violin in the chamber ensemble. I am looking forward to being your chair and witnessing you discuss the issue at hand! My name is MK Rusnock and I m a junior at Ursuline Academy. I joined MUN in my freshmen year I play field hockey, ice hockey, and lacrosse and along with model UN I participate in technology club and academic decathlon. I am excited for our committee and to hear each of your thoughts. My name is Rose Stefanidakis and I am a junior at Ursuline Academy. At school I play field hockey and golf for sports, and participate in model UN, math club, and the Student Ambassador Leadership Team. Background The Russian Doping Crisis started when it was reported that Russia had been conducting state-sponsored doping of their olympic athletes. The former director of Russia s anti-doping laboratory interviewed with the New York Times explaining how Russia created a doping program involving many of their athletes that competed in the 2014 Sochi Games. He claims that Russia had been replacing the athletes urine samples with clean ones during drug tests. The World Anti-Doping Agency (WADA) has undergone serious investigations into this issue at hand and the punishments of illegally doping are going to be determined by this committee. In 2010, two Russian Anti-Doping Agency employees emailed WADA with allegations against the Russian Anti-Doping Agency, but WADA did not look further into it, and just forwarded the email to Russian sports officials. This doping of Russian athletes has been taking place since the Soviet Union, and Dr. Sergei Portugalov is accused of organizing the state-sponsored affair. In 2015 the International Association of Athletics Federation, or the IAAF, has a vote of 22-1 for banning Russia from track and field world events. Russia was also banned from hosting two world events in 2016. In 2016 WADA also suspended RUSADA. Topic of Discussion This committee will ultimately discuss the issue of the conviction and the punishment of Russian professional athletes, especially those who are a part of the Russian Olympic team for its extreme use of state-sponsored doping. This is of the utmost importance because of the issue of the government interference. Those who would like to will have the opportunity to defend or argue against the charges at hand. The goal is to find a resolution to this issue, and make it explicitly clear the doping will not be tolerated from this point further. 2

Committee Set Up The committee will begin with a statement by the Russian representative, who will state their position on the use of doping. We will then move into a period of questioning where Russia will put on the stand, so to speak. In this period delegates will have the opportunity to question Russia about it s motives and uses of doping. Remember that this will be a Russian state representative and these were state - sponsored matters. Following this questioning period we will move into normal debate where matters of punishment will be discussed. The goal of this is to formulate consequences for the Russian team, and possibly implicate new procedures so issues of the sorts do not arise again. Positions We have selected positions with Olympic experience beyond participation, and those who were critical in the discovery of the doping scandal. Most positions are opposed to the use of doping. However, because of political relations and the fact that this was a state- sponsored matter, we would like to see creativity in each delegate s argument, rather than simply opposing the use doping. Argentina Argentina has participated in the Olympics for over a century. The nation has expressed interest in hosting a future Olympics. Australia Australia was host to the 1956 and 2000 Olympic Games. The nation has won significant numbers of medals over the years. Belgium Jacques Rogge, a Belgian, is serving as the honorary president of IOC. 3

Brazil Hosted the 2016 Summer Olympic Games in Rio de Janeiro Canada Hosted the 2010 Vancouver Winter Olympic Games China China is a political ally of Russia. Hosted the 2008 Summer Olympic Games in Beijing. France France has hosted both the Winter and Summer Olympic Games twice. Germany Hosted the 1936 and 1972 Summer Olympic Games in Berlin and Munich, and the 1936 Winter Olympic Games. Thomas Bach, a German, is serving as the President of IOC. India Despite its large size and significant economy, India has never hosted an Olympics, and the nation has won relatively few medals. Japan Japan has much Olympic experience, hosting the 1964, 1972, and 1998 Games. The nation is hosting the upcoming 2020 Olympics. Jamaica Jamaica, despite its small size, has made an impact on the Olympics. Jamaican athletes, including Usain Bolt, have won many medals over the years. Mexico Mexico was host to the 1968 Olympic Games. The nation maintains an active role in the Olympics. 4

Netherlands While the Netherlands has never hosted an Olympics, the nation has had success at the Games in recent years, in categories like speed skating. New Zealand New Zealand has a long history of involvement with the Olympic Games, and while it has successful athletics programs. It has never hosted the Olympics. Nigeria Nigeria is home to the largest economy in Africa. An illiberal democracy, Nigeria has sent numerous athletes to the Olympics, yet it has never hosted the Games. Russia At fault for state-sponsored doping. Will have the opportunity to make a statement either in defense or confessing guilt (up to delegate to decide).ard: Russian broadcaster that reported the doping that was being sponsored by the Russian state Grigory Rodchenkov: a former director of Russia s anti-doping laboratory that was interviewed by the New York Times. South Africa While the international community prevented South Africa from participating in the Olympics from 1964 to 1988, the nation has had some success with athletes at the Olympics in recent years. South Korea South Korea hosted the 1988 and 2018 Olympic Games, and has expressed interest in hosting them again in the future. United Kingdom Hosted the 2012 Summer Olympic Games in London. United States Has hosted the Olympic Games on multiple occasions. Complicated political relations with Russia. 5
