Declarations of Interest and approval of minutes 2. Election of Chair and Vice Chair for 2015 Discussion Results/ Action None. Minutes of November 25, 2014 meeting are approved. Julie conducted the election of Chair and Vice Chair for the Cycling Committee for 2015. Upon motion, Don Thorpe and Chris Ariens were elected as Chair and Vice-Chair respectively for the term ending December 2015. Page 1 of 5
3. Transportation Update Dan provided a transportation update: Cost estimates for the proposed separated bike lanes on New Street will be presented to Council in early February. Staff will not making any recommendations at this time. Staff are continuing to work with regional partners to use Strava to obtain information on cyclists use of busy corridors and transportation routes. Staff participated in a new Burlington event for youth called, No Socks for Ivan at Mountainside Recreation Centre. Approximately 200-300 attendees were invited to complete a short survey on cycling for a chance to win a bike. Staff will plan to continue to attend these weekly events and the Cycling Committee is welcome to get involved. Dan will share the youth survey with the cycling committee to review. 4. Regional Health Department Update Communicated with BurlingtonGreen regarding opportunities to work together to connect with high school students and programs regarding active living and sustainability initiatives through the BurlingtonGreen Eco Youth Network. Dan encouraged the committee to discuss priority locations where bike counters can be installed throughout the city for staff s review and implementation. Dan reported that he has worked with a private business to install bike racks in the downtown area, requested by the business owner. Kendra provided an update on several upcoming events and conferences: Niagara Active Transportation Summit on March 4 and 6 in St. Catharines, includes a small charge to attend. Committee members interested and available to attend either of the events are asked to notify the Committee Clerk as soon as possible. Page 2 of 5
5. Citizen Cycling Survey 6. Annual Report to Council Ontario Bike Summit, March 31 and April 1, Toronto includes a fee to attend. Committee discussed an invitation from MPP Eleanor McMahon to have representation from Burlington at this event. Committee discussed potentially inviting MPP McMahon to a future Cycling Committee meeting. Kendra reviewed the Halton Hills Community Bike Challenge initiative and the potential opportunity for Burlington to participate in a similar challenge. Jane s Walk will take place the first week of May 2015, with events taking place throughout Burlington and Halton. Training programs will take place for community groups or individuals to lead a walk or a bike ride in their community. Chris A. reviewed the cycling survey results and report to be included with the Annual Report to Council in March. Committee members are encouraged to review the detailed report and provide any feedback or revisions to Chris by February 4. Committee discussed further communication on the results of the survey including a potential media release or information package. Don reviewed the draft annual report to Council which will include the summary report, Bikeways Workshop resources and survey report. Don commented that he did not receive further feedback from Committee regarding the 2015 committee priorities and recommendations to Council further to November and December discussions. The annual report is scheduled to be presented to Community and Corporate Services committee on March 3, 2015. All content must be submitted to Julie by February 7. Committee comments on the survey results must be submit to Chris by February 4, 2015. Committee input to the Annual Report is welcome to be submit through Don by February 6, 2015. Page 3 of 5
7. Sub-Committee Updates Committee reviewed the membership and objectives of current subcommittees and welcomed new membership to each. Subcommittees generally meet monthly to accomplish work of the committee as assigned, including online and electronic meetings. As Chair, Don will participate and support both subcommittees as time permits. Infrastructure: Chris A. reviewed objectives for 2015 will be to work with Dan and staff to provide input on the Transportation Master Plan and Cycling Master Plan. Chris A. will continue to chair the subcommittee. Communications and Events: Heidi reviewed the work and objectives of the committee to prepare the seasonal (quarterly) newsletter, provide website content, research local cycling events, and organize the annual library seminar series. Heidi will continue to chair the subcommittee. Heidi reviewed the library seminar series to continue in 2015 in partnership with the Burlington Public Library starting on March 24-May 9 at various library branches. Topics for 2015 include a showcase of Awesome Gear for 2015, Bike Safety and Bike Maintenance 101. Communications and Events subcommittee will work with corporate communications through the Clerk to coordinate marketing materials and advertising for the workshops. 8. Other Business Healthy Kids Community Challenge: Julie reviewed that staff are currently waiting on information and funding agreements from the province and a meeting date will be determined for January / February. Marilyn volunteered to represent the Committee at the stakeholder meetings. Lindsay, Bert and Chris expressed interest in the Infrastructure Subcommittee. Meeting date TBD. Heidi, Brad, Jeremy, Joe and Marilyn expressed interest in the Infrastructure Subcommittee. Meeting date TBD. Committee discussed Sobi bike program in Hamilton; a Dan to research potential Page 4 of 5
social bike share initiative founded with support and funding provided by Metrolinx. The Sobi bikes bring cyclists down the Waterfront Trail and potentially into Burlington. Committee discussed potential opportunities to expand the program into Burlington with stations at Spencer Smith Park and along the waterfront. opportunities for bike-sharing in Burlington along the Waterfront Trail and continuing from Hamilton to Spencer Smith Park.
