Message from PA West regarding Soccer Shots: May 2, 2018 Dear Club President, PA West Soccer is proud to announce our partnership with Soccer Shots. Our partnership is an extension of a partnership between US Youth Soccer and Soccer Shots. US Youth Soccer selected Soccer Shots because they are pre-eminent provider of soccer training for 2-5 year olds. This new partnership enables the local Soccer Shots operator, Anthony Calvano, and our member clubs to form alliances and share resources to create a participant pipeline that begins with Soccer Shots curriculum-based program. Once participants age out of Soccer Shots they can move on to the club level for more competitive play. If your club has been considering a program for children below our minimum playing age or those younger than your club s current youngest age group, this partnership provides you with a turnkey opportunity to utilize Soccer Shots programming to add such a program. Soccer Shots coaching staff is trained with their specialized curriculum designed with age appropriate activities for young children alleviating your concern about finding and training coaches, as well as creating and organizing a new program. If you d like to find out more about how Soccer Shots can help your club, please contact Anthony Calvano. His phone is 724-705-5044 or email him at anthony@soccershots.org. Sincerely, Tim Tim McCoy Executive Director
PA West 2018/2019 Rules Changes Guest Pass Players Up to 4 players for 12U and younger and up to 7 players for 13U and older of an equal or lower age group and Division from within the same Club, not exceeding maximum roster size, are allowed to participate in regular league games. For this rule D1-D3 are considered one and the same Division. For this rule D5 and D6 are considered one and the same Division. Team Placement The Board eliminated the requirement for teams to play in D4 based on the number of competitive players. Team Declarations (Classic only) Declarations into Divisions 1-3 are due on or before July 15 for the Fall Session, February 1st for 12U - 14U and February 15 for U15 and older for the Spring Session. Rule Proposals The Board removed the line of Classic to receive rule proposals ahead of the Youth Board. Red Card (clarification) Player and coach suspensions/ejections/dismissals must be served with the team on which the red card or dismissal was received unless the affected player was playing on a club pass at the time in which case the suspension must be served at the next game for that player's primary club team. Tryouts for D1-D3 The Board moved all tryouts for 13U and older to Tuesday following the first weekend in June Housekeeping The Board corrected U13 to roster 22/ field 18 and 12U to roster 16 players The Board replaced NSCAA with USC Coaching Clarification - All currently licensed coaches, assistant coaches, and team managers (if they are on the roster) are qualified - Starting September 1st, and within one year, all new coaches, assistant coaches and team managers (if they are on the roster) must obtain an age appropriate license for the age/ format that they are coaching. (anyone coaching 4v4 needs the 4v4 license/ anyone coaching 7v7 needs the 7v7 license etc. All licenses are online and in person. - Exceptions to these rules must be granted by the PA West DOC A clarification to assist you with understanding the New coaching requirements. Any coach/manager that already has at least the F will NOT have to do anything else. Starting September 1 st, any NEW coach/manager will need to obtain the new license requirements and will have 1 year to complete. As in the past, all coaches had to have at least the F to be on the roster. The F and the E are no longer offered and are replaced by the (7v7, 9v9 and the 11v11) courses. The cost of the F was $25 and the cost of the E was $75. The E course took 20 hours and the new 11v11 takes 4.
The logic behind PA West in adopting this new policy with regards to coaching comes from a recent study by the Aspen Institute, showed that of ALL sports, soccer coaches ranked LAST in term of coaching education. Part of a clubs goal should be to train the trainers and these courses are designed to assist you with that. The clubs expectations should be higher than that of the State Office and Federation.
