SUNDAY WAIVER AGREEMENT WIAA Rule 17.12.6: Sunday Contests Participation on Sunday in any athletic contest or other WIAA sanctioned event cannot be expected or required of any school without prior permission and approval of each participating school s local school board, nor can any penalty or forfeiture be imposed for not participating on Sunday. The signatures below grant permission for High School to play on Sunday May 29, 2011, in the State Softball Tournament if necessary due to rainouts or suspended play. WIAA STATE SOFTBALL TOURNAMENT May 27-28, 2011 4A FASTPITCH CHAMPIONSHIPS RULES AND REGULATIONS 1. The 2011 National Federation Rule book will be used for all games. A courtesy runner will be allowed during all games. 2. The official tournament ball will be the Baden 2BSFPY Lexum Optic Yellow Softball, raised red stitch,.47 COR with NFHS Stamp. Game Balls will be provided for all games. 3. Except for the first round of games, the home team will be determined by a coin toss, which will be conducted by the Tournament Director. The loser of the coin toss will have the choice of dug-outs. Home teams for the first round games are determined by the state draw, the second team listed for each game is the home team. Please send a Team Representative to do the coin flip when requested. 4. The state tournament has a 10 run rule after five innings. 5. The Tie-Breaker will be used after the 8th inning if the score remains tied. While using the tie-breaker, each half-inning begins by placing a runner on second base. That runner is the player in the batting order who precedes the lead-off batter in that inning. Then the game proceeds a full inning or until a winner is determined in that inning. 6. Each team may have a roster of up to 20 players and 5 support personnel which includes coaches, managers and scorekeepers. Please complete the state tournament registration information online at www.wiaa.com by 3 pm Tuesday 5/24 8. No player passes will be issued. All players must be in uniform to be admitted into the Tournament. After a team has been eliminated from the tournament, players will be admitted by showing student Identification and being identified in the Program. 9. Supervisory passes will be issued but each school should submit the names of two (2) people who will act as supervisory personnel to assist the Tournament Director. Their names will be submitted with the tournament registration information online at www.wiaa.com. Only those people will be admitted free to the complex, all others will need to pay the appropriate fee. 10. Each team will be provided 5 minutes of infield practice on the game field for the first round games only. The home team takes infield first. No teams are to be on the fields until the grounds crew has completed preparing the field for the game. For all other games, no infield, but pitchers and catchers cam be on the infield after the field has been prepared with pitchers throwing out away from home plate on their respective baseline. 11. The Awards ceremony will take place immediately following the consolation and championships games. The Academic State Championship Team Award will be presented prior to the Championship game on Saturday, or if the Academic Team Champion is a team entry in the State Tournament, the Award will be presented prior to their first Consolation Game, which ever occurs first. 12. All umpires are assigned by the WIAA Office. Two WOA certified officials will be assigned to each game, three officials will be used in the semi-final and placing games.. 13. There will be a coaches meeting Friday May 27th at the Tournament Headquarters at 8:45AM

RULES AND REGULATIONS CONTINUED 14. The Tournament Headquarters will be housed in the Dwight Merkel field complex. 15. Line-up cards will be provided at the coaches meeting and are available at the tournament trailer. The tournament will provide official scorekeeper and scoreboard operators for all games. 16. On Friday May 27th, at 8:45 AM, those teams involved in Games 1 through 8 are asked to line-up on their appropriate baselines for the playing of the National Anthem or the Pledge of Allegiance.. 17. On Saturday May 28th, prior to the Championship Game for 1st and 2nd paces the National Anthem may be played following the introductions of the teams. 18. The Dwight Merkel fields will not be available for practice on Thursday. Coaches will need to make arrangements for their practices. 19. Official state tournament tee-shirts and programs will be sold at the tournament site during the State Championships. 20. The official State Tournament Photographer will be taking team pictures prior to your second Game on Friday May 27th or teams can schedule their team picture with the photographer on site. 21. Official school banners are the only signs permitted at championship events. No signs are allowed in the rooting sections. 22. Noise making devises of any kind are prohibited and will be confiscated by the tournament management. Confetti is not allowed at any state championship. Sportsmanship medallions will be awarded to individual, teams, fans or support personnel by the Tournament Director. Unsportsmanlike conduct can result in removal from the event or penalties to the school. 28. There will be Trainers on duty for the entire tournament, however each school needs to supply their own medical supplies. Ice will be available for emergency use. 30. TEAMS ONLY, will be allowed to bring coolers into the complex. 31. Continuing Suspended Game - Any game that is interrupted with teams having played less than the required number of innings will be continued from the point of suspension. The tournament manager shall determine when the game will be completed. The line-up and batting order of each team shall be exactly the same as the line-up and batting order at the moment of suspension, subject to the rules governing the game. A suspended game may be continued on Sunday with approval of all participating school boards involved. 32. Postponed Games - When necessary to postpone any tournament game, it shall be the responsibility of the tournament manger to re-schedule according to WIAA policy (refer to Inclement Weather Policy in General Tournament Regulations.) The tournament manager shall have a plan for rain-outs worked out in advance. The manager shall keep everyone informed including the WIAA office. Postponed games may be played on Sunday, weather permitting, with approval of the school boards of the participating teams. WIAA WEATHER RELATED CANCELLATION POLICY It is the practice of the Association to annually schedule state tournaments in selected activities. There may be times in the interest of safety, weather, or conditions beyond the control of responsible administrative authority that it may be necessary to delay, postpone, or cancel such tournaments. In those cases, the following practice shall be observed: 1. Changing of sites or postponement of contest sites will be set by the WIAA office. 2. Authorization to change sites, if conditions are unsafe, shall be vested in the WIAA Executive Director or appointed designee. 3. In severe weather conditions affecting the tournament or participation in the tournament, the tournament director, in consultation with the games committee, will make the final decision concerning tournament rescheduling. 4. If severe weather conditions affect a participating school, but not the tournament, the principal will notify the tournament director. 5. Participation on Sunday in any athletic contest cannot be expected or required of any school (without prior permission and approval of each participating school's local school board), nor can any penalty or forfeiture be imposed for not participating on Sunday. 6. Play will resume on the next playable date (Monday). 7. The intent of this policy is that the tournament director will accommodate the affected(s) by rescheduling if possible. Final decision rests with the tournament director and games committee. 8. The WIAA Executive Board has the final authority in determining if a state tournament shall be canceled. SOFTBALL: ALL DAY: STATE CHAMPIONSHIP TICKET PRICES: $9.00 Adult and Student with out ASB Card $7.00 Student with ASB Card and Senior Citizens ALL TOURNAMENT (2 days): $15.00 Adult and Student with out ASB Card $10.00 Student with ASB Card and Senior Citizens Student prices are for high school students with ASB card, middle level students, children under 12, and senior citizens. Children 5 and under admitted free. REFUND POLICY: Refunds will be for weather delay of the tournament only. There will be no refunds made on site, refund vouchers are available from the tournament manager. Keep your ticket stub, they will be honored when the tournament resumes.

WIAA SOFTBALL DRAW CRITERIA BRACKET DEFINITIONS: SOFTBALL DRAWS - The 2008-10 draws are approved by the WIAA Executive Board. The draws will be published on the WIAA website on the Sunday prior to the state tournament for that year. SOFTBALL DRAW CRITERIA - BRACKET DEFINITIONS: For a 16-team bracket, the first round includes games 1-8. The top half of the bracket includes games 1-4, the bottom half bracket includes games 5-8. The quarter brackets are as follows: games 1-2, 3-4, 5-6, 7-8. For an 8-team bracket, the first round includes games 1-4. The top half of the bracket includes games 1-2, the bottom half bracket includes games 3-4. There are no quarter brackets. A modified Opstad formula will be followed to determine the #1 teams, with each WIAA District guaranteed a #1 team if that District is allocated at least one (1) team. If Districts elect to combine for qualification purposes, each District will still receive a #1 team. Districts that combine during the regular season would be considered a single District and would receive only one #1 team. 1. The true #1 teams from each WIAA District will be drawn first to determine in which half bracket they will be drawn, with an equal number of true #1 teams in each half bracket. 1a. If there are four (4) or fewer true #1 teams, they will be drawn into different quarter brackets. 1b. The true #1 teams for the bottom half bracket will be held out until after the home teams for games 1-4 have been drawn. 2. The #1 team from each WIAA District will be drawn first as the home team for Games 1-4, and then Games 5-8. 3. Since there are fewer than eight (8) #1 teams, a modified Opstad formula will be applied to determine the additional #1 teams. The modified Opstad formula will be based upon the number of schools participating in each District. 4. Districts with two (2) or more teams shall have their # 2 team placed in opposite half brackets from their # 1 team. 4a. With three (3) allocations, the #3 team can be drawn into either half bracket. 4b. With four (4) allocations, #1 and #4 will be drawn into the same half bracket; #2 and #3 will be drawn into the same half bracket. 4c. With five (5) allocations, #1 and #5 will be drawn into the same half bracket; #2 and #4 will be drawn into the same half bracket; #3 can be drawn into either half bracket. 4d. With six (6) allocations, #1 and #6 will be drawn into the same half bracket; #2 and #5 will be drawn into the same half bracket; #3 and #4 can be drawn into either half bracket. 5. No two (2) teams from the same District shall play against each other in the first round. Final Spring 2011 Allocations: 4A: District 1 (3); District 2 (2): District 3/4 (8); District 5/6/ (2) District 8 (1)

DRAWS: The tournament brackets will be posted on the WIAA Web site at (wiaa.com) on May 24, 2011; click on brackets; click on the appropriate classification. FACILITY & LODGING INFORMATION: For motel information visit (wiaa.com/tourn/lodging.htm) NO CHARGE FOR PARKING:. A full service concession stand is available. Grass areas are available for picnics. Handicapped spectators may ask for assistance at the ticket gate if all handicapped slots are full. Pets are not permitted. TICKET PRICES: Valid ASB card must be presented for student price; Ticket windows will open one hour prior to the first game time of the day. Credit Cards will not be accepted. All Day: Adults $9.00 / Students with valid ASB $7.00 / Senior $7.00 All Tournament: Adults $15.00 / Students with valid ASB $10.00 / Senior $10.00 Note: Children under the age of 5 admitted free of charge WIAA TOURNAMENT POLICIES: * Artificial noisemakers are not allowed at any WIAA state event; only cheerleaders may use megaphones. * Helium balloons are not allowed into the facility. * Foam fingers, hand held pom-poms, and small hand-towel sized rally towels with professional printing approved by school administration (a sponsor name/logo on the hand towel is permissible provided it is secondary in size to the predominate school name/logo) are permissible. * Only the official school banner may be posted or in the stands; no other signs are allowed. * Individual schools determine if face painting will be allowed. * All fans must wear shirts at all times (attire appropriate for school functions is expected). * Fans will be allowed to wear paraphernalia during the WIAA state tournament games only if worn or carried in the hand of the spectator into the facility; Boxes/cases or large quantities carried in any manner of any such paraphernalia will not be allowed into the facility; Students will be responsible for properly disposing of such paraphernalia at the end of each contest. If additional personnel are required to clean up any mess resulting from the paraphernalia, the school will be billed for the cleanup. JUST PLAY FAIR! All participants as well as spectators are expected to demonstrate sportsmanship and respect toward opponents and tournament officials at all times. Sportsmanship medals may be awarded after each game. Spectators who demonstrate inappropriate conduct or actions may be removed from the facility.
