Clear Lake July-September 2000 Volume 1 - Issue 3 Attention Bike Riders It Is Fun To Ride With A Group! Join us for bike rides of fifteen to thirty miles on county roads through Steuben, Hillsdale and Branch Counties. We ll ride at a social pace of about twelve miles per hour. Road bikes, mountain bikes, and beach bikes are all suitable. The rides will be each Thursday, Saturday and Sunday in July, August and September. Gather at 598 Lake Drive on Clear lake at 8:00am and leave at 8:15am. Come and join us even if you have never ridden longer distances before. For additional information visit our web site at: www.clearlakefun.org Reminders More than thirty people have agreed to receive notification of the publication of the Clear Lake News by email. This saves us production costs. If you would like to be notified by email send a message to azbrown@dmci.net. As a part of your summer yard maintenance, do not forget to trim any bushes, shrubs, trees or grass that is close to our roadways. Property owners are responsible for keeping the right-of-way clear and safe. The Clear Lake Lions Club aluminum can recycling collection area is located on the northeast corner of the S & S Property Maintenance and Construction building at 6930 N 875 E. Please place your cans in plastic bags. The Clear Lake Town Council meetings are held the second Monday of every month at the Town Hall starting at 7:00pm. The August and September meetings will be held at the Yacht Club. New Indiana Boating Laws UPDATE! As reported in the Clear Lake News, Volume 1, Issue 2, three major changes in the Indiana Boating Laws became effective July 1, 2000. However, since this information was published, the DNR has issued a different interpretation of one of the changes. In April we reported: Anyone operating, ridingon or being towed by a personal watercraft must be wearing a Type I or II personal flotation device (PFD) as of July 1, 2000. The DNR has issued a memo that they will not enforce this law requiring a Type I or II personal flotation device. You must wear a PFD with your personal watercraft, but they can be Type I, Type II or Type III. The DNR explained that the Type I or II PFD was an error in the law. The intent was to prevent the usage of inflatable PFD s. The law will be amended in the next session of the legislature. We apologize for any inconvenience our original article may have caused. The law requiring a Type I, II, III PFD for everyone on board a watercraft, regardless of the size of the watercraft, is being enforced. For boats sixteen feet and longer, there is the additional requirement of having at least one throwable device on board. Ring buoys and approved cushions are the most common throwable devices. The new speed limit requires motorized boaters to travel at idle speed, not exceeding five mph, within two hundred feet of a shore or within a channel. Most boat speedometers are not real accurate, and many boats do not have a speedometer, but they all have an idle speed notch on the throttle. Until July 1, the speed limit was ten mph. As a DNR officer said there are only three reasons to be within two hundred feet of the shore on Clear Lake: 1) leaving a dock, 2) approaching a dock or 3) fishing. The Town Council has requested that all swim buoys be placed 190 feet from shore. This will help us all comply with the new boat speed limit. The Town Marshal is available to perform VIN checks on vehicles and HIN checks on watercraft. The Town collects a $5.00 fee for each vehicle or watercraft. The Clear Lake News will be published four times a year. The deadlines for information to be included are August 15 and December 15. Also, the slalom course is for skiers ONLY, not personal watercraft. Page 2

Trash Pickup Schedule All special trash pickups will be on our regular collection day of Monday. As a reminder here s the schedule for the balance of the year. These items will NOT be picked up: Compressed Gas Concrete Asphalt Liquids Chemicals Hazardous Waste Closed Containers Yard Waste Appliances with freon* Trees and Bushes *-Residents must show proof of freon removal from appliances by a certified technician Yard Waste Pickup The collection of yard waste is scheduled for: July 10, August 7, September 11, October 9, November 6 Recycling Pickup Newspapers, plastic, glass, cardboard and other recyclable items will be picked up on July 24, August 21, September 25 and October 23. At the June 12, 2000 Town Council meeting, the Clear Lake Town Council approved three resolutions regarding the project. Resolution #1 approved the State of Indiana Revolving Fund Preliminary Engineering Report. Resolution #2 covered the Town of Clear Lake assuming the willingness to accept water quality management planning responsibilities. The Council also approved and signed a contract with Commonwealth Engineers, Inc. of Indianapolis to be the wastewater project engineers. Commonwealth Engineers, on behalf of the Town of Clear Lake has submitted all of the required documentation to the State of Indiana for review and approval. We find the project exciting and your support and cooperation is very gratifying. Robert Troll Clear Lake Town Council President Resolution #3 stated that the President of the Council, Robert Troll, be authorized as the State Revolving Fund signatory.

Last year we moved lifts out to get the boats on; this year we have to tie boats to the lifts. Some people did not tie their boats and they floated away. Have you noticed that we have some people who vowed to never cut grass in retirement out behind a lawn mower? The Topskipper is in need of permanent crew members since his Topcrew has declared that she is now on a week-to-week availability basis after being dumped in the lake during a race a few weeks ago.
