National Secretary Report Charlene Bourgeois Missouri City, TX Reading of the 2008 National PAGA Delegates Meeting Minutes in El Paso, Texas July 30, 2008 A motion was made to suspend the reading of the minutes due to time restrain. Ms. Bourgeois presented handouts retyped and revised, NPAGA Constitution, NPAGA By Laws, NPAGA Requirements for New Chapters and NPAGA Rotation List. This concluded the Secretary s Report National Treasurer s Report Fabian Banda Austin, TX The National Treasurer presented a handout to all delegates with detailed information. He reported that our ending balance was $44,008.66 as of September 30, 2008 (see detail report) This concluded the Treasurer s Report National Tournament Director Report Bobby Pena Fort Worth, TX Mr. Pena passed out Minimax Handicapping System brochure to all delegates. Mr. Pena said, He takes full responsibility in regards to the error of the Four Man Team out come in El Paso. Mr. Pena stated that during our next National Tournament, he will confirm that all PAGA members are submitting correct rounds of tournament play within their chapter. Mr. Pena stated, All National Tournament Participants must have ten (10) PAGA Golf Tournaments before the National Convention and Tournament in Corpus Christi, TX. Mr. Pena announced that El Paso & Brownsville have not submitted any calculations since the National Tournament in El Paso. This concluded the Tournament Director s report National Vice President s Report Rafael Nanez Jr. New Braunfels, TX Mr. Nanez announced that the NPAGA has discontinued our national fund raising raffle in lieu of our NPAGA $4.00 per capita increase. Mr. Nanez reported that all 2008 NPAGA Scholarship recipients have received payment through their respective college registrar s office. Mr. Nanez presented handout of his new responsibility: To Establish a Membership Growth & Education Committee. This responsibility was delegated by Mr. Toyo Amador President of NPAGA. Senior Committee: Resolve when to implement our National Seniors Tournament into our 3 rd NPAGA Delegates Mtg/Workshop and revamp new guidelines and amend into our current Senior Guidelines. National Women s committee Report Viola Saenz Victoria, TX. Mrs. Saenz expressed her gratitude to Jesse Garza National PAGA Archives chairman for presenting and introducing our first NPAGA Hall of Fame inductee for Women Sandy Villarreal, 2008 recipient. Mrs. Saenz reported that the National Women s Committee awarded 4 (four) scholarship s in the amount of $500.00 each. They recipients were: Victoria Kelly Irving, TX Tarleton State University Jesse Oliva Houston, TX Sam Houston State University Alejandro Rivera Austin, TX University of Texas in Austin, TX Erica M. Mr. Montelgono requested the following gentlemen to stand up and to be recognized for their outstanding leadership in the Pan American Golf Association: Fred Salinas Missouri City, TX, Ralph Villarreal Irving, TX, Toyo Amador Seguin, TX., and Jesse Garza San Antonio, TX. Mr. Montelongo presented with a hand out explaining future admissions to the Pan American Golf Association please see (exhibit B). Mr. Montelongo presented a draft of the NPAGA Annual Diabetes Golf Tournament Report, please see (exhibit C) Roy Tagle Alice, TX Chapter presented a check for $500.00 as a donation to our Diabetes Fund on behalf of the Alice, Texas PAGA Chapter. National Archives Report Jesse Garza Jr. Chairman San Antonio, TX. Mr. Garza thanked the Missouri City Chapter for an outstanding job they have done for the 3 rd Delegates meeting. National PAGA Juniors Corp Report Ramiro Romo Houston, TX. No Report National Seniors Committee Report Jesse Pena Chairman Austin, TX. Mr. Pena stated that our national PAGA Senior Tournament is back into the National 3 rd Delegates Meeting & Workshop in the month of October. His committee consist of: Bob Villarreal Pomona, CA., Terry Plumley Oklahoma, OK., Ralph Villarreal Irving, TX. This concluded the National Seniors Committee Report National Juniors Report Billy Tiger Olivares Corpus Christi, TX. Mr. Olivares passed out a copy of our National Pan American Golf Association Juniors Championship Golf Tournament Guidelines, please see (exhibit E). Mr. Olivares expressed how it is very important that all parents read these guidelines before arriving at the 2009 National PAGA Convention and Tournament in Corpus Christi. A $1000.00 check was donated and presented to Mr. Olivares by the El Paso, TX. Chapter, to the NPAGA Junior Golf Assoc. for their continued support Mr. Olivares thanked everyone on his induction into the Hall of Fame, that he will be inducted in Corpus Christi so that his family can be present in 2009. 2009 National PAGA Elections Report David Tovar, Chairman Dallas, TX. Mr. Tovar appointed his National Election Committee and is still looking for volunteers Mr. Tovar presented a handout with some PAGA National Election Notes, please see (exhibit F) Mr. Tovar announced anyone wishing to run for National Office must submit their resume by or at the 2009 Winter Meeting in New Braunfels, TX This concluded the 2009 National PAGA Elections Report 8
2008 3 rd Delegates Mtg & Workshop Report Fred Salinas Missouri City, TX. Mr. Salinas welcomed all officers, delegates and guests. Mr. Salinas stated in regards to the entry form that was sent to each chapter by e mail; Joe Rodriguez from the Wichita Kansas Chapter was the first chapter to send the entry form by e mail. Mr. Salinas said, We have hopefully started a trend. This concluded the 2008 3 rd Delegates Mtg & Workshop Report 2008 Post National Convention & Trnmnt Report Luis Gonzalez El Paso, TX. Mr. Gonzalez presented a post financial report of the 2008 National PAGA Delegates Convention & Tournament held in July 27 th thru Aug 1 st 2008. Mr. Gonzalez stated there were 34 chapters and over 550 players were registered and present for the National Convention and Tournament. Mr. Gonzalez thanked everyone for attending and supporting their 2008 National PAGA Convention. This concluded 2008 National PAGA Post Delegates Convention Meeting Report 2009 NPAGA Winter Meeting Report Dario Sassenhagen New Braunfels, TX Mr. Sassenhagen presented an informative handout to all delegates information on The 2009 National Winter Meeting which will take place on March 26 th 28 th, 2009. Mr. Sassenhagen stated the only change in his report. There would be additional charge of $5.00 dollars for anyone other than golfers requesting a meal. Delegates were confused if the financial budget for the Winter Meeting was approved. Because of conflicting issues, Mr. Toyo Amador President asked if there was a motion to accept the financial proposal: motion to approve the budget was made by Luis Gonzalez El Paso, TX. Second by Noe Guerrero Corpus Christi, TX., motion was passed. This concluded the 2009 NPAGA Winter Meeting Report 2009 National PAGA Convention Report Noe Guerrero Corpus Christi, TX Mr. Guerrero stated that there would be no change in reducing entry fee for the 2009 National Convention and Tournament in Corpus Christi. Mr. Jesse Pena Austin, TX., Chapter asked that if Mr. Guerrero would reconsider in reviewing and recalculating all charges and is requesting a decrease on their budget. Mr. Guerrero said. 2009 National PAGA Third Meeting / Workshop Report Jesse Serrano Waco, TX Mr. Serrano stated that he will have a budget proposal for our NPAGA 2009 3 rd Delegates Meeting & Workshop that will take place in Waco on October 9 th 10 th by the 2009 NPAGA Winter Meeting in New Braunfels, TX. This concluded the 2009 National PAGA Third Meeting / Workshop Report Old Business: NPAGA Trophy & Ring Proposal Joe Rodriguez Chairperson Wichita, KS Mr. Rodriguez presented handout National Trophy and Championship Rings Proposals Please see (exhibit G). Mr. Rodriguez is proposing to standardize and adopt a National Tournament Trophy and a Championship Ring for all future National PAGA Tournaments. Mr. Rodriguez demonstrated the difference of size, texture and cost. Mr. Rodriguez is asking to review his proposal and that he will give a full report at the 2009 Winter Meeting in New Braunfels, TX. This concluded the NPAGA Trophy & Ring Proposal 10

National Seniors Committee Report Jesse Pena Chairman Austin, TX. Mr. Pena stated that the NPAGA Senior Tournament will be re instated back into the National 3 rd Delegates Meeting & workshop in the month of October from now on. Mr. Pena presented hand out a draft of the National Pan American Golf Association Tournament and Convention Guidelines APPENDIX I, please see (exhibit J). Mr. Pena did not want any further discussion or review of the hand out of the draft and requested to approve the National Pan American Golf Association Tournament and Convention Guidelines APPENDIX I and Senior Tournament during the National 3 rd Delegates Meeting in the Month of October. A suggestion was made by his committee to have Senior and Super Senior Golf Tournament during the Third Delegates Meeting in October, with the age bracket: 50 62 back tees, 63 72 middle tees, and 73 up forward tees. Mr. Rodriguez stated that the majority of his committee voted the ring from the Fort Worth Nationals. Bobby Pena Group Report: Modification and redefining our National Convention Tournament Rules & Guidelines Mr. Pena committee reminded everyone of the new rule that was voted on and approved at the El Paso 2008 Delegates Meeting which states that any (new) member wishing to compete at the next National Tournament must be a member 10 (ten) months prior to the Nationals. Anyone wishing to compete must be a member starting in October of the previous year. You must have 10 (ten) PAGA sanctioned Tournaments with a PAGA Chapter prior to the National Tournaments. 7 (seven) man team must be given one week prior to the host of the National Convention Tournament and to the National Tournament Director. 4 (four) man team must be given one week prior to the host of the National Convention Tournament and to the National Tournament Director. Post all scores at all National Golf Tournaments. Pay out skins at all National Golf Tournaments after round of golf. NPAGA Treasurer s Audit A complete Treasurer Audit was done by Mr. David Tovar Dallas, TX and Mr. Juan Reyes Round Rock, TX. Mr. Tovar stated the financial books were accurate and in good standings as kept by Mr. Fabian Banda current NPAGA Treasurer. Receipts for the majority of expenses were in good standing. Suggestion was made to have one signature instead of two when signing National PAGA Treasury checks.
