1. GENERAL REGULATIONS The Eva u. Horst Faber Cup of Tyrol-Innsbruck will be conducted in accordance with the ISU Constitution and General Regulations 2018, the Special Regulations & Technical Rules Single & Pair Skating and Ice Dance 2018, and the relevant ISU Communications. Horst Faber was one of the most successful German figure skaters in single skating as well as together with his wife Eva Faber in ice dance of the past, born in 1921. He was bronze medalist of World Championships and European Championships in 1939 as well as silver medalist in 1951. Eva and Horst Faber won German National Championships in ice dance in 1951. Since more than 45 years both live in the beautiful mountain area next to Innsbruck. Eva passed away a view years ago and Horst Faber donates this International ISU Competition. Eva u. Horst Faber are therefore the name holder of this international ISU competition. The OC appreciates the energy, spirit and donation and thanks Eva u. Horst Faber for his their figure skating memories, enthusiasm and commitment. The Eva u. Horst Faber Cup of Tyrol-Innsbruck for Junior and Senior is held as an international Competition (Rule 107.4.) and for all other categories as an interclub competition (Rule 107. 15.) Participation in the Eva u. Horst Faber Cup of Tyrol-Innsbruck is open to all Competitors who belong to an ISU Member, and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 3 a) and they meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5 and ISU Communication 2030 or any update of this Communication. In accordance with Rule 109 of the ISU General Regulations and ISU Communication 2030 all Skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate. Passports of all Skaters, as well as the ISU Clearance Certificate, if applicable, must to be presented at the accreditation of the event for verification. The waiting periods (Rule 109) are not relevant in the categories which are part of the interclub competition. All competitors for the categories which are part of the ISU International Competitions (Junior and Senior) must be entered through their respective ISU Member Federation. All competitors for the categories which are part of the interclub competition can be entered through the Member Clubs of the respective ISU Member Federations. There is a limitation for the Skaters to three (4) participations in the categories which are part of the international competition (Junior, Senior). Eva u. Horst Faber Cup of Tyrol-Innsbruck preliminary Time-Schedule: The competition starts on February 26 th 2019 and will be finished on Saturday March 2 nd 2019. Tuesday 26 th of February: Wednesday 27 th of February: Thursday 28 th of February: Friday 1 st of March: Saturday 2 nd of March: Arrival, Accreditation Draw interclub 6pm, IJM 7pm, TPM 8pm chicks, cubs, basic novice, advanced Novice short program Draw Junior advanced Novice free skating, Junior short program Draw Senior Victory Ceremonies, RDT interclub competition IJM Senior Junior free skating, Senior short programs Senior free Skating Victory Ceremonies, RDT Junior & Senior A detailed Time Schedule will be published on the event website www.cupoftyrol.at after the Entry deadline. Draws: The Initial Draws are conducted prior to the respective events. A special Draw Schedule will be published together with the Official Time Schedule. There will be no intermediate Draws. The starting order of Free skating is the reverse order of the result of Short Program.

2. TECHNICAL DATA PLACE Main arena: Olympiaworld Innsbruck, Olympiastraße 10, 6020 Innsbruck (an indoor ice-rink with the ice surface of 30 x 60 m, air-conditioned and heated) Practice arena: Olympiaworld Innsbruck, Olympiastraße 10, 6020 Innsbruck (an indoor ice-rink with the ice surface of 30 x 60 m, air-conditioned and heated) Main and Practice Rink are in the same complex / building. BROADCAST All events will be broadcasted on www.livestream.com/sportevents MEN Short Program The required elements to be skated are those listed in ISU Technical Rules Single & Pair Skating 2018, Rule 611, paragraphs 1 and 2. Duration: 2 min., 40 sec. +/- 10 sec. Free Skating In accordance with ISU Technical Rules Single & Pair Skating 2018, Rule 612 and the respective ISU Communication. Special attention should be paid to the well balanced program and the element value. Duration: 4 min., +/- 10 sec. JUNIOR: Juniors Age Requirements: In accordance to ISU Constitution and General Regulations 2018, Rule 108, paragraph 3 Junior Men Short Program: Duration: 2.40 min +/- 10 sec Required elements in accordance to ISU Special Regulations & Technical Rules Single & Pair Skating 2018 Rule 611.3 Free Skating: Duration: 3 ½ min +/- 10 sec Well balanced Program In accordance to ISU Special Regulations & Technical Rules Single & Pair Skating 2018 Rule 612.1 Junior Ladies Short Program: Duration: 2.40 min +/- 10 sec Required elements in accordance to ISU Special Regulations & Technical Rules Single & Pair Skating 2018 Rule 611.3 Free Skating: Duration: 3 ½ min +/- 10 sec Well balanced Program In accordance to ISU Special Regulations & Technical Rules Single & Pair Skating 2018 Rule 612.1

NOVICE: Novices Age requirements: In accordance to ISU Constitution and General Regulations 2018, Rule 108. Paragraph 3.c) Advanced Novice Girls and Boys Short Program: Duration: 2.20 min +/- 10 sec Required elements in accordance to ISU Communication No. 2172 Guidelines for International Novice Competitions Single Skating Advanced Novice Girls and Boys B 2.3 Free Skating: Duration: Girls: 3 min +/- 10 sec Boys: 3 min +/- 10 sec Well balanced program In accordance to ISU Communication No. 2172 Guidelines for International Novice Competitions Single Skating Girls and Boys B 2.3 Basic Novice Girls and Boys Age and requirements according to the ISU Technical Rules Single & Pair Skating 2018, ISU Communication 2172 and all respective ISU Communications. Chicks Girls and Boys (skaters who have not reached the age of 8 before July 1 st, 2018) Free skating: 2 min (+/- 10 sec) - 4 jump elements (maximum 2 of them as a jump combination or sequence. All Jump combinations may only consist 2 double jumps. No triple jumps are allowed. Each jump may only be executed twice in a program. - 2 different spins - 1 step sequence, which must at least utilize 1/2 of the ice surface. The Program Components are only judged in Skating Skills Performance The Factor of the Program Components is 2.5. Levels explanations: In all elements which, are subject to Levels, only features up to Level 2 will be counted. Any additional features will not count for Level requirements and will be ignored by the Technical Panel. 3. ENTRIES 4.1 General All entries and forms for the Eva u. Horst Faber Cup of Tyrol-Innsbruck, must be send to the OC karin.hoeller@chello.at and Skate Austria off-ice@skateaustria.at within the deadline indicated below. All information and forms will be published on www.cupoftyrol.at. 4.2 Preliminary Entries The preliminary entries can be done online on www.cupoftyrol.at and must reach the Organizer by latest: January 20 th 2019 by sending to karin.hoeller@chello.at and office@skateaustria.at. 4.3 Entries by Name (Entry and entryfee-payment Deadline by Name 27 th January 2019) 4.3.1 Entries of Competitors Each ISU Member and club (in interclub competition) has the right to nominate up to four (4) competitors for each event in Eva u. Horst Faber Cup of Tyrol-Innsbruck. In case of too many entries, the Organizer may limit (reduce) the final entries, in principle, there will be a total of 30 competitors in each category (advanced Novice, Junior and Senior, Ladies and Men). Entries are only excepted if the entryfee is payed within the entry deadline. In case the entryfee is not on the bank account of Union Eislaufschule Innsbruck within January 27 th 2019 the entry will not be accepted. The entries by name must be sent to: Union Eislaufschule Innsbruck, c/o CEO Georg Ganner Wilhelm Greil Straße 14, 6020 Innsbruck, phone: +43 676 5343759 e-mail: karin.hoeller@chello.at and the Austrian Figure Skating Association (skate Austria) off-ice@skateaustria.at and for Senior and Junior to: ISU Secretariat fax: +41 21 612 66 77 e-mail: entries@isu.ch not later than: Sunday, January 27, 2019. 4.3.2 Entries of Judges Each participating ISU Member has the right to nominate one (1) judge who has at least the qualification Judge for International Competitions. In case of too many nominated judges the organizer will draw the panel of judges immediately after the closing date for the entries. The result of such draw will be published on www.cupoftyrol.at and communicated to all ISU Members involved in writing immediately after the conclusion of such draw. The Entries of Judges must be sent to the OC not later than Sunday, January 27, 2019. Each panel of Judges will consist of at least 5 Judges.

4.1.4 Entries of Team Members Official entries of Team Leaders, Assistant Team Leaders, Team Officials, Team Medical Staff and Coaches and the partner or relative of a Judge will be accepted. Accreditation will be provided to those who are officially accepted by the Organizer. Please be advised that only one Coach per Skater will be accredited. An Assistant Team Leader will be accepted for Teams having six (6) and more Skaters. Only two Team Officials of each Member, including the Member President provided that they are Council Members, Technical Committee Members or Members of the Head Office of their Federation, will be accredited. Not more than one (1) Team Doctor and one (1) Team Physiotherapist will be accepted as the Team Medical Staff, for which the organizer requests the right to have a medical certification (document) presented before accreditation. An accompanying person to a Judge will only be accepted for accreditation if this person is a partner in life or a relative of the Judge. The Member Federations guarantee that the requested accreditation of Team Members will correspond to their function within the team and the Federation. The names of all team members must be sent to the OC and must reach the Organizing Committee and the ISU Secretariat not later than: Sunday, 27 th January 2019. 4.1.5 Entry Fee With the entry to the competition, the entry fee must be paid as follows: 70.00 per single skater The entry fee will not be refunded in case of withdrawals for any reason. Entry fees are required at time of final entries (not later than January 27 th 2019). The entry-fee and late-payment-fee has to be payed latest before accreditation at the accreditation. Without payment the entered skater will be deleted from the entry list before the draws. 4. APPOINTED EVENT OFFICIAL The members of each individual Technical Panel (Technical Controller and the Technical Specialists) will not be from the same ISU Member. The Referee will have at least the qualification International and could be of the same ISU Member as one member of the Technical Panel (Technical Controller and Technical Specialists). The Data Operator and the Replay Operator will have at least the qualification International. 5. MEALS, LODGING AND TRAVEL EXPENSES The organizer will provide and cover the expenses for rooms and meals for all Referees, the Technical Controllers, the Technical Specialists, the Data and Replay Operators and Judges participating, in all categories beginning with dinner on Tuesday 26 th 2019 until breakfast on Sunday, March 3 rd 2019; For Officials participating, only in individual categories beginning with dinner on the day before the first segment until dinner on the day of the second segment. Should any of the above mentioned persons arrive at the hotel before or stay longer than the period described above, their room costs and expenses will be the responsibility of the individual and must be paid on arrival. The Organizing Committee will cover the costs for travel expenses for all Referees, the

Technical Controllers, the Technical Specialists, the Data and Replay Operators invited by the OC. Due to the fact, that the OC covers the costs of the Hotels and meals there is no extra honorarium paid by the OC. All Officials will be in Hotel RAMADA next to the rink. The OC serves the right to change the officials hotel and will inform all serving judges after the draw of the official in this case. 6. PRACTICE For the interclub competition there is no official practice but there are practice possibilities in IceSportArena Telfs. www.iceart-tirol.at. For Junior there will be inofficial practice possibilities on Tuesday, February 26 th 2019 in the main rink and there are practice possibilities in IceSportArena Telfs www.iceart-tirol.at.official practice only for Senior Ladies and Men. The detailed practice schedule will be issued at the time of registration. 7. MUSIC / PLANNED PROGRAM CONTENT All Competitors shall furnish competition music of excellent quality on CD in any other approved format, in accordance with Rule 343, paragraph 2. A list of titles, composers and orchestras of the music to be used for the Short Program and Free Skating Program for Single and Pairs, for the Short and Free Dance Program for Ice Dance and for the Exhibition must be listed for each Competitor on the official Music Selection Form and attached to the official Entry Form for Competitors. In accordance with Rule 343, paragraph 2, all covers/discs must show the Competition event, Competitor s name, the Nation and the exact running time of the music (not skating time) including any starting signal and must be submitted at the time of registration. Each program (short program, free skating, short dance, free dance) must be recorded on a separate disc. In addition competitors/couples must provide a back-up drive for each program. If music information is not complete and/or the music is not provided, accreditation will not be given. With the entry forms, the Program Content Sheet must be returned to the Organizing Committee in time. It is mandatory that the Program Content Sheet be filled in precisely by each Skater/team in English using the terminology for the elements listed in the respective ISU Communication. 8. ARRIVAL OF PARTICIPANTS / TEAMS The nearest airport to Innsbruck is Innsbruck Airport Airport (INN) with a distance of 6 km to the official hotel. The Organizing Committee provides no shuttle-service. All Referees, the Technical Panel (Technical Controllers, Technical Specialists, Data & Replay Operators) Judges, are requested to announce to the Organizing Committee as soon as possible but no later than February 16, 2019 the name of the airlines, flight numbers, dates and times of arrival or any other information concerning transportation and arrivals. 9. 10. ACCREDITATION The official accreditation for Teams is planned at the February 26 th, 2019 upon arrival. The accreditation desk will be open daily 9 am 12 am and 2 pm until 6 pm. To participate in practices the skaters and coaches need to be fully accreditated. Accreditation as a Team Member will be given to all entered Judges, Competitors and one Team Leader per participating team, one Coach per Competitor, a maximum of two Team Officials of ISU Members (including the Member President), provided that they are Council Members, Technical Committee Members or Members of the Head Office of their Federation and a maximum of two medical persons. Accreditation will only be granted to persons in those various functions if officially entered and named through their ISU Member. The ISU Member certifies with the signed entry form the indicated functions within the team of all team members. Any misuse of any function will be sanctioned by the ISU/OC. Accreditation will be given to appointed Event Officials and Guests. Chaperons will not receive accreditation. 11. RESULTS The marking system (ISU Judging System) as described in ISU Technical Rule Single & Pair Skating 2018, Rule 352 and Rule 353 (Determination and publication of results) will be used. 12. PRESENTATION OF MEDALS AND PRIZES The three best placed Skaters in each event will be announced and honored. Gold, silver and bronze medals will be presented to the medalists. The national anthem of the winner will be played and the flags of the medal winners hoisted. The Eva u. Horst Faber Cup of Tyrol-Innsbruck will be awarded to the best-placed skater(s) of all disciplines in all senior categories. 13. INSURANCE / LIABILITY In accordance with Rule 119, it is the sole obligation of each Member participating in ISU Events, to provide medical and accident insurance for their athletes, officials and all other members of the Member s team. Such insurance must assure full medical attendance and also the return of the ill or injured person to the home country by air transport or by other expeditious. It is an internal matter of each ISU Member to decide the issue who shall pay the premium for such insurance. The ISU assumes no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection incurred by Competitors and Officials. 14. EXHIBITION There will be no exhibition. 15. MEETINGS FOR ISU EVENT OFFICIALS AND JUDGES All Referees, Technical Controllers, Technical Specialists, Data and Replay Operators and Judges are responsible to make their travel arrangements in order to be able to attend the respective event related meetings. If any other party makes the flight arrangements, the Referees, Technical Controllers, Technical Specialists, Data and Replay Operators and the Judges are responsible to check if such arrangements are in line with the detailed schedule as mentioned under paragraph 18. 16. Broadcast: All Events will be broadcasted on www.livestream.com/sportevents. All participants confirm by entry to the Eva u. Horst Faber Cup of Tyrol-Innsbruck all data protection rules which are published on www.uesi.at. As well all participants (skaters, coaches, chaperoens, teamleaders etc. confirm that all events and programs will be broadcasted worldwide and all results will be published by the OC and send to ISU. Therefore all participants declair to agree that the OC is allowed to broadcast, put all information (names, age, nation, date of birth etc.) into the computersystems to set up the events and publish online.
