4 Competition Format The Men will compete in six bodyweight categories, while the Women will compete in five bodyweight categories. The combined results of the Snatch and the Clean & Jerk will produce the Youth Olympic Champion of each bodyweight category. Each competition consists of two parts: the Snatch and the Clean & Jerk, with generally a 10 minute break between the two. Each competitor may take three attempts at individually chosen weights in both the Snatch and the Clean & Jerk, and the best results achieved (in kilograms) are added to a Total, which determines the ranking. Each competitor is allowed one minute (or two minutes, if following themselves) between the calling of his or her name and the beginning of the attempt. The rules of lifting and for the adjudication of attempts are the same for Men and Women. The Youth Olympic competition is individual, and there is no official team classification. 4.1 DIFFERENCES BETWEEN THE IWF YOUTH WORLD CHAMPIONSHIPS & THE YOUTH OLYMPIC GAMES The main difference is that while in the IWF Youth World Championships, titles and medals are awarded also for the two individual lifts, the Snatch and the Clean & Jerk, in the Youth Olympic classification, only the aggregate of these two, i.e. the Total result counts. Athletes compete in eight Men and seven Women bodyweight categories at the IWF Youth World Championships. Furthermore, in the IWF Youth World Championships, competitors score points for a team classification as well, whereas no team titles are issued in the Youth Olympic Games. The other important difference is in the number of entries: in IWF Youth World Championships the quotas are different (more participants in the YWC). Finally, the age group in the IWF Youth World Championships is 13 to 17; in Youth Olympic Games it is only 16 to 17. 4
5 Competition Rules & Procedures Each competitor has three attempts to make on both the Snatch and the Clean & Jerk, which can be on different weights. For the first attempt, the barbell is loaded progressively, and the lifters take attempts in the order of the progression of the weight and their lot number. After the first attempt the calling order is determined such that the lifter who announces the lower weight will lift first. If two lifters announce the same weight, the lifter who was called earlier in the previous attempt will lift first. The lifters are called upon one by one by a Speaker to perform the attempts and have one minute (or two minutes, if following themselves) each time to start the lift from the calling of their name or when the loaders leave the platform (whichever is later). Three referees adjudicate each lift and pass their decision, if accepted or not, by pressing white or red lights. The validity of the lift is decided on majority by the referees. Each decision is immediately analyzed by the Jury, and they can decide to change it. After this, the decision is final and irrevocable. The lifter with the highest Total result will be the winner. 5.1 TIE-BREAK RULES In the case of identical results, lighter bodyweight (registered before the competition) gives a higher ranking. If two or more competitors obtain the same result and they are registered at the same bodyweight, the competitor who reached the result first in accordance with the sequence of the competition is classified before the other(s). 5.2 PENALTIES / DISQUALIFICATION RULES Any lifter failing to reach a valid result in the Snatch or the Clean & Jerk will be eliminated from the competition and will not score in the Youth Olympic Games. 5.3 PROTESTS / APPEALS No protest or request for correction is accepted. 5
6 Competition Venue & Services TOA PAYOH SPORTS HALL 6.1 LOCATION The Toa Payoh Sports Hall is located in the heart of a residential community in the central region of Singapore and is part of the Toa Payoh Sports & Recreation Centre. 6.2 HISTORY Toa Payoh Sports Hall sits in Toa Payoh New Town, one of the earliest public housing estates in Singapore. With a seating capacity of 2,000 spectators the Toa Payoh Sports Hall has hosted a wide range of sport events. It was the venue for the Table Tennis competition during the South East Asian Games in 1993. Other major Table Tennis events hosted here include the Commonwealth Champions (2000), Women s World Cup (2002), the Volkswagen Pro-Tour (2004, 2006), and the South-east Asian Championships (2006). In 2007, the venue also hosted the Five Nations Netball Tournament involving Singapore, Canada, Sri Lanka, Trinidad and Tobago and Northern Ireland. Toa Payoh Sports Hall is being upgraded and converted to host the Youth Olympic Games Weightlifting and Volleyball competitions for the first time. 6.3 GENERIC FACILITIES AVAILABLE AT THE COMPETITION VENUE Facilities that are provided at the respective Competition venues during the Games-Time period include the Hospitality Areas, Guest Stand, Sport Stand and IF Office. 6.3.1 Hospitality Areas Hospitality Areas are spaces for rest and amenities reserved for all accredited Guests carrying an accreditation with a Zone 6 (Guest Area) access or a relevant Upgrade Pass (U) at the competition venues. These Areas will be in operation one hour before and after the scheduled competition hours during competition days only. 6.3.2 Guest Stand The Guest Stand (G) is reserved for IOC and Guests, SYOGOC Executives and Guests, as well as IF Representatives and Guests, NOCs and Guests holding the relevant Upgrade Pass (U) according to the Accreditation Chart (refer to the Singapore 2010 IF Accreditation Instruction Manual, Page 3). 6
6.3.3 Sport Stand The Sport Stand (S) is reserved for Reserved for Athletes (own sports only), NOC Team Officials, IF Representatives, IF Guests and NOC Guests according to the Accreditation Chart (refer to the Singapore 2010 IF Accreditation Instruction Manual, Page 3). 6.3.4 IF Office The IF Office is a shared working room, equipped with office facilities, for use by the Accredited International Federation Representatives including the: a. President; b. Secretary General; c. Event Delegate; and d. Secretariat. General amenities in this room include: a. Notebook computers; b. Network printer; c. Internet access; d. Telephone line; e. Work desks; f. Chairs; and g. Stationery. 7
