Two turning movement traffic counts were undertaken at the Windsor Park Residence, east and west accesses on Thursday, 16 November between 3 & 173 and on Friday morning, 17 November between 73 & 93. Copies of the counts are attached for reference. The retirement residence is located approximately 1m to the west of the subject site, at 976 Hunt Club Road. It consists of 135 units and approximately 2 surface visitor parking spaces and 2 underground parking spaces. The survey results show a two-way total of 23 vehicles per hour (vph) in the a.m. peak and 29 vph in the p.m. peak. The projected number of trips for the proposed 145-unit facility as identified in the traffic study is 7vph in the a.m. peak and 2 vph in the p.m. peak. If the survey results are pro-rated for the proposed number of units, this results in a rate of 25 vph in the a.m. peak and 31 vph in the p.m. peak. The surveyed rate represents an increase of approx. 2 trips in the a.m. and 1 trips in the p.m. compared to the projected number of trips identified in the traffic study based on the Institute of Transportation Engineers (ITE) rates. Applying the surveyed rate to the proposed development results in a marginally higher number of trips, but with no significant difference in the impact as identified in the traffic study and addendum.
