Technical Note Project: Histon Road / Milton Road, Cambridge Parking Surveys To: Andy Harrison Subject: Survey Report v1.6 From: Jonathan Barlow Date: 18 th February 2016 cc: Richard Jones / Dave Boddy Introduction Skanska has been commissioned by Cambridgeshire County Council (CCC) to undertake a review of private vehicle parking on two major roads into Cambridge; Histon Road and Milton Road. These roads are currently subject to a review of existing parking restrictions which may result in the transfer of existing provision onto adjoining side roads. To determine the schemes viability, surveys have been commissioned on each of the named main roads and selected side roads which may have capacity to accommodate additional parking spaces for private vehicles. The results of these surveys have been analysed and are summarised within this Technical Note. Study Area Both roads within the study area are located north of Cambridge City Centre, a location map indicating their relative position and the sections of study are seen within Figure 1. Histon Road The area as outlined within Figure 2 below is 850m long and located west of Milton Road. The location for study is the full extent of Histon Road between its junctions with Victoria Road and Gilbert Road / Warwick Road. The side roads that have been included within the Parking Survey are shown beneath in red. Figure 2: Histon Road Study Area

Milton Road Milton Road is the longer of the two roads within the study, and is approximately 2.1km long within the study area. As shown beneath in Figure 3, the section of road included within this survey begins at the junction with the A1134 Chesterton Road (Mitcham s Corner) in the south and extends to approximately 80 metres north of the junction with Lovell Road. The locations of the side roads that have been surveyed are identified below in red. Figure 3: Milton Road Study Area

Data Collection Parking surveys were commissioned to understand the available provision and usage of parking on adjacent side roads. These were undertaken during over four neutral days in accordance with best practice, the dates and times can be seen below within Table 1 below. Day Date Times 1 09/11/2015 07:00-19:00 2 11/11/2015 07:00-19:00 3 13/11/2015 07:00-19:00 4 14/11/2015 07:00-19:00 Table 1: Study Dates and Times Whilst the majority of roads were reviewed on an hourly basis between the hours of 07:00-19:00, there were several which were reviewed only once during the morning and during the evening. This was specified within the survey brief, and although occupancy rates can be determined from these surveys, the average parking duration cannot. Data Cleansing Several issues were identified with the data that was collected during the surveys. These issues are described beneath along, with the action taken to mitigate their impact on the analysis: On 11th November (Day 2) the surveyor filled out the log for Milton Road Part 2 incorrectly and included a longer section of the road than was necessary. To rectify this the site has been remeasured and the excess bays excluded from that dataset; The survey specification stated that Windsor Road should be surveyed as far as the width restriction (approximately 140 metres), however the entire length of the road has been surveyed. To rectify this the site has been re-measured and the excess bays excluded from that dataset; The survey for Rackham Close included the privately controlled residents parking bays at the eastern end of the road. These bays have access barriers that are controlled by the residents and are inaccessible to non-residential parking. As these cannot be considered as legitimate bays for the potential re-location of parking from Histon Road, they have been excluded from the dataset, and; The survey in the vicinity of the Aldi Supermarket located off Histon Road recorded parking in the shops parking spaces (private) and also along the access road (public), but did not differentiate between the two. Because of this it is not possible to determine which vehicles should have been included within the survey, and which vehicles should not, potentially implying that more parking spaces are available for public use than actually exist. As a result of this issue, this survey data from this location has been excluded from the analysis. It is important to note that the parking survey did not necessarily include the full length of each of the adjacent side roads, and was specified to vary by site due to the presence of features such as Primary Schools and traffic calming because these sections of road are not considered appropriate locations to redistribute parking from the main roads. The length of each road surveyed is provided below in the column Measured Road Length.

Calculation of Number of Bays Available To calculate the number of bays considered available for public parking, each road was measured using aerial imagery to determine the Road Length Available for Parking. This measurement excluded sections of road that were not considered to be viable for parking, including sections that: Provided access to a driveway, side road, garage or other similar access point, and; Within approximately 4 metres of a junction (this is less than guidance states, but better reflects driver parking behaviour on busy side roads), and; Where the carriageway was considered too narrow to accommodate a parked vehicle still allow other vehicles to pass in at least one direction then. The measurement of the Road Length Available for Parking did include: Residential parking spaces (to remain consistent with the surveyor), but that the number of residential parking spaces have been identified and separately recorded; Sections of road currently marked with double yellow lines, as the proposals to re-distribute parking from Histon Road and Milton Road include the removal of existing parking restrictions, which would create legitimate parking spaces along these sections, and; Narrow sections of road where parking along one side of the carriageway would impede two way travel, but allow vehicles to pass in one direction, giving way to oncoming traffic if necessary. These sections have been specifically noted. The Road Length Available for Parking was then divided by 5 (metres) to calculate the Number of Bays Available. The measurement of 5 metres was validated by measuring the space between parked vehicles using aerial imagery. The Number of Bays Available for each of the locations studied are shown in the tables beneath. Note that Histon Road and the Milton Road sections are highlighted in blue to designate these as the roads from which parking will be removed under the proposal. The number of bays, along with the average parking duration and average daily occupancy are shown beneath for each of the side roads. The averages are based on the data from all four days. The Retain Res scenario assumes that the vehicles recorded during the parking survey occupied the residential parking bays in the first instance, and then occupied non restricted spaces once the residential parking spaces were fully occupied. The number of remaining bays (spare capacity) are reported below for both scenarios.

Histon Road The results from the Histon Road parking survey are shown in Table 4 beneath. Public Parking near Aldi has been excluded from the analysis as discussed earlier in this note. The surveys identified that with the exception of Rackham Close and Canterbury Street, each of the adjacent side roads have over spare capacity to accommodate additional on street vehicle parking based on the average of the results from all four days. If the 57 identified parking spaces identified along Histon Road were to be removed, then there would be sufficient available capacity on the side roads to accommodate the re-distributed vehicles. The survey identified the following average number of available spaces on the side roads adjacent to Histon Road: 90 available spaces should the existing residential parking be retained, and; 178 available spaces should the existing residential parking be removed. This figure has been calculated by multiplying the number of bays available by the average remaining capacity for each of the roads (but not including Histon Road). The spare parking capacity on the adjacent side roads to Histon Road is shown on the following pages.

It is notable the average remaining capacity varies significantly across the sites surveyed. It is also noticeable that the southern sections of Milton Road (Parts 1 and 2) have less capacity than Parts 3 and 4, this is most likely because they are closer to the Cambridge City Centre. If the 160 identified parking spaces identified along Milton Road were to be removed, then there would be sufficient available capacity on the side roads to accommodate the re-distributed vehicles. The survey identified the following average number of available spaces on the side roads adjacent to Milton Road: 357 available spaces should the existing residential parking be retained, and; 363 available spaces should the existing residential parking be removed. This figure has been calculated by multiplying the number of bays available by the average remaining capacity for each of the roads (but not including Milton Road). The spare parking capacity on the adjacent side roads to Milton Road is shown on the following pages.

This section outlines the analysis of the parking duration in greater detail. In order to undertake this assessment, the parking data for each street was reviewed and the duration of stay for each recorded vehicle was classified as; 00:00-1:00 hours; 1:00-2:00 hours; 2:00-3:00 hours; 3:00-4:00 hours, and; 4:00 hours and above. This has been reported beneath by road for each of the four survey days, along with an average based on all of the days. The data has been displayed as a percentage in the graphs beneath, and is also shown in tabular form in Annex 1. In addition to this, the full analysis of the survey data will be supplied along with this technical note. 7 Akeman Street to to to Figure 8. Akeman Street Parking Durations At Akeman Street, a clear majority of vehicles parked at this location stayed for over four hours and this pattern was repeated throughout each of the surveyed days.

Histon Road to to to Figure 9. Histon Road Parking Durations Histon Road is characterised by two peaks of parking, the first less than one hour in duration and the second for longer than four hours. This pattern is seen across all four days of the parking study. Rackham Close 10 9 8 7 to to to Figure 10. Rackham Close Parking Durations The data for Rackham Close indicates that over 45% of vehicles parking do so for a duration of four hours or more and this is consistent across each of the surveyed days.

Windsor Road 1 10 8 to to to Figure 11. Windsor Road Parking Durations In comparison to Rackham Close, Windsor Road is characterised by short stay parking, generally less than one hour, this was particularly noticeable on and, whereas parking on and had a wider distribution across all time periods. 7 Linden Close Axis Title to to to Figure 12. Linden Close Parking Durations Within Linden Close there is a strong trend towards long term parking at this location; this trend is seen across all days. In addition to this, there is an above average trend for short term parking for up to two hours on a that is double the average and greater than during weekdays.

Milton Road Part 1 7 to to to Figure 13. Milton Road Part 1 Parking Durations Within the first section of Milton Road there is a strong trend for short term parking of less than one hour. All four surveyed days reported at least of vehicles parking for less than one hour. Milton Road Part 2 Parking Durations As seen within Figure 14 the general pattern of parking duration at Milton Road Part 2 is very similar in terms of percentages and distribution to Milton Road Part 1. This is characterised by significantly higher volumes of parking with a duration of less than one hour, and approximately 28% of vehicles parking for over four hours. The trend across all four days is fairly consistent with the exception of when there was a significantly higher proportion of parking of less than an hour (approximately 78% of vehicles) and less vehicles staying for over four hours (4%).

Milton Road Part 3 7 to to to Figure 15. Milton Road Part 3 Parking Durations This section of Milton Road is different to the previous two and is characterised by a much more evenly defined distribution of parking duration. It is notable that a significant proportion of the parking recorded on the was for four hours or greater. The and also generally experienced shorter duration parking, but as stated, the pattern at this site is much less defined than at the previous two sections of Milton Road. 1 10 Milton Road Part 4 8 to to to Figure 16. Milton Road Part 4 Parking Durations As with section 3 of Milton Road, the general pattern of parking is much less defined. This average trend shows that the majority of vehicles generally stay for less than one hour, or for greater than four hours. However, there were very few vehicles recorded at this site, which has led to all recorded vehicles, parked on being recorded as having parked for less than one hour`.

Chesterton Hall Crescent 8 7 to to to Figure 17. Chesterton Hall Crescent Parking Durations At Chesterton Hall Crescent there is a trend towards parking for over four hour, particularly on. This however this is offset by lower levels of parking across the other time periods, particularly for durations of between 3-4 hours. 7 George Street to to to Figure 18. George Street Parking Durations George Street is generally characterised by low volumes of parking throughout all time periods except four hours and above where they are found to be between 10- higher. In addition to this there is usually one day within each category that exceeds the average duration by approximately.

Herbert Street 7 to to to Figure 19. Herbert Street Parking Durations The results at this location are very consistent across all four surveyed days, and show that the vast majority of vehicles park for either less than one hour, or for four hours or more. The proportion of traffic that parks for between one and four hours is generally quite low. Oak Tree Avenue 8 7 to to to Figure 20. Oak Tree Avenue Parking Durations Oak Tree Avenue is generally characterised by low percentages of vehicles parking for short durations, and a clear trend for long term parking of four hours or more. The exception to this is, when the vast majority of recorded vehicles parked for less than one hour.

Highworth Avenue 7 to to to Figure 21. Highworth Avenue Parking Durations Like Herbert Street, Highworth Avenue has two clear peaks of parking duration, the first of less than one hour and the second of four hours or more. This is replicated across all days with the exception of, where recorded stays for over 4 hours were nearly twice the average. 7 Hurst Park Avenue to to to Table 22. Hurst Park Avenue Parking Durations Hurst Park Avenue also has general peaks of parking of less than one hour, or four hours and greater. In addition to this, cars parked on and were observed to stay for the longest period of time. This is in contrast to, where over of vehicles surveyed parked for less than one hour.

Ascham Road to to to Table 23. Ascham Road Parking Durations At Ascham Road approximately of the vehicles surveyed parked for one hour or less (with the exception of the when there was a much stronger bias towards parking of four hours or more). This next most significant parking duration observed was for four hours or more, which was on average 25% of the vehicles recorded over the four days. Parking between one and two hours on a is also nearly four times the average of that recorded during weekdays. 7 Fraser Road to to to Figure 24. Fraser Road Parking Durations Fraser Road has a reasonably even distribution of parking durations between; one hour or less and three to four hours. This ranges between 10-35% by day, but increases notably for vehicles parking for over four hours at this location. Parking by day is also reasonably evenly distributed with the exception of when no vehicles were recorded as staying for less than one hour, or between three and four hours, and approximately 65% of vehicles were parked for four hours or more.

1 Middleton Close 10 8 to to to Figure 25. Middleton Close Parking Durations In a similar situation to Fraser Road, Middleton Close has high levels of parking for four hours or more. Noticeably, no vehicles were recorded as parking for less than four hours on, and. Downhams Lane to to to Figure 26. Downhams Lane Parking Durations At Downhams Lane parking durations are varied with no clearly distinct pattern. The average for parking for four hours or more is higher than the other categories, however the range is variable for each day of the survey.

Birch Close 10 9 8 7 to to to Figure 27. Birch Close Parking Durations Vehicles at this location tended to park for four hours or more on average. This is even more exaggerated during the survey when approximately 65% of vehicles parked for over four hours. All other parking durations are typically less than 25%, with the exception of where parking between one and two hours was approximately 38% of the total vehicles on that day. Kendal Way 9 8 7 to to to Figure 28. Kendal Way Parking Durations The majority of vehicles at this location were reported as parking for less than one hour. Whilst this is the case, the average duration of stay is typically higher on at between one and two hours, or four hours or more.

Lovell Road 7 to to to Figure 29. Lovell Road Parking Durations At Lovell Road there is a clear trend towards parking for four hours or more, particularly on the when this figure was over of the vehicles recorded. The average across the other parking categories is relatively stable at approximately 15% per duration. 1 10 Ramsden Square 8 to to to Figure 30. Ramsden Square Parking Durations The surveys indicate that there is no consistent pattern to parking duration at Ramsden Square.

Woodhead Drive 8 7 to to to Figure 31. Woodhead Drive Parking Durations Woodhead Drive was observed to have large percentages of vehicles parked, either for stays of less than one hour or four hours or more. This varies by day, with short term parking being more prominent on the weekdays, and longer term parking more evident on the.

Summary The parking surveys were commissioned to investigate the potential for relocating existing parking provision from two major roads into Cambridge; Histon Road and Milton Road to adjoining side roads. Data from the traffic surveys indicates that there is an adequate amount of available parking capacity on the side roads adjacent to Histon Road and Milton Road. The analysis considered two scenarios, one with the existing residential parking spaces on the side roads retained, and the second with these restrictions removed (making the space available to general public use). With the existing residential parking retained, the survey identified an average of 90 available parking spaces on the side roads adjacent to Histon Road, and an average of 357 available parking spaces on the side roads adjacent to Milton Road. If the existing residential parking were to be removed, then there would be an average of 178 available parking spaces on the side roads adjacent to Histon Road, and an average of 363 parking spaces available on the side roads adjacent to Milton Road. The figures above are based on the average of all four survey days. The analysis has also considered parking patterns by road, and identified the percentage of vehicles that parked by duration based on the following classifications: 00:00-1:00 hours; 1:00-2:00 hours; 2:00-3:00 hours; 3:00-4:00 hours, and; 4:00 hours and above. The analysis of parking duration has been reported within this technical note. It was noticeable that where anomalies in parking patterns were identified, that these were generally on the survey, which may suggest a local event or incident that may have had an impact on normal parking behaviour. Full analysis of the survey data is supplied with this technical note.
