PREFACE & CONTEXT The Country Hockey Participation Plan will guide Hockey Victoria s development of hockey across Regional Victoria during the 2013 to 2016 period. As of 2012, there was an estimated 5,500 hockey players actively participating in Regional Victoria, playing across 17 different hockey associations and in excess of 80 hockey clubs. These hockey communities also consist of a significant number of coaches, umpires, administrators and club volunteers who make the sport happen on a week to week basis. The focus of the Country Hockey Participation Plan is to create Hockey & Associations. This will be achieved through specific initiatives to promote the recruitment of new players alongside assistance to build club infrastructure and capacity, educate coaches, umpires and administrators, plans to develop facilities, source equipment and direct the long term future of the club. We need to continually develop the hockey environments that new participants enter to maximise retention in our sport. The growth of hockey in Regional Victoria is critical to the growth of the sport in Victoria and this will be reflected by increased investment, both in terms of financial investment and human resource, from Hockey Victoria as the developer of the sport in Victoria. PLEASE NOTE: The Country Hockey Participation Plan is currently in Draft Format and will be finalised following consultation with Victorian Country Hockey & Associations during February & March 2013. TYPES OF HOCKEY ASSOCIATIONS When reading this plan, it is important to understand that there are two different types of Country Hockey Associations. The first group of Associations are those that have a formal Club network and deliver a range of junior and senior competitions for these. Sunraysia, Hockey Central Vic, North Central, Goulburn Valley, Wimmera, Hockey Albury Wodonga, West Gippsland, Latrobe Valley, East Gippsland, Warrnambool, Glenelg & Hockey Ballarat. The second group of Associations are typically in smaller population bases and as such do not have a formal Club network. These Associations are likely to run HookIn2Hockey and a Modified Junior Product and look to enter junior and senior representative teams in one of the above Associations competitions. SUSTAINABLE HOCKEY ASSOCIATIONS The primary role of a Hockey Association is to deliver a range of competitions for its member. The structure of these competitions can have a significant impact (positively or negatively) on an Association s ability to recruit and retain members and establish sustainability in their competitions. The framework for future growth involves two key concepts the Participation Pathway and the Club Target. PARTICIPATION PATHWAY Hockey Associations need to provide a product where participants can play in a sequential series of competitions with their peers. Anecdotal evidence suggests that current competition offerings are a barrier to an individual choosing whether to start or stay with hockey in some areas of Regional Victoria. Hockey Victoria recommends that each Association has a Participation Pathway which consists of: A HookIn2Hockey Program A Modified Junior Product 2-3 Junior Divisions 1-3 Mens & Womens Senior Divisions Masters Division The number of Junior, Mens, Womens & Masters divisions is dependent on the catchment population of each particular Hockey Association. The Participation Pathway is further explained in the diagram to the right. SUSTAINABLE CLUB TARGET It is critical that each Association has a set (minimum four) of strong which are capable of entering a team in each division of competition, ultimately forming the backbone of the competition. As a key objective of this plan, Hockey Victoria will be working alongside Associations and to establish that enter at least one team in each division and have a network of administrators, coaches and umpires to ensure a positive experience of the sport for their members. The Target for each association will be dependent on their catchment population. Where an Association has a catchment population of more than 40,000 residents Hockey Victoria will target six. Where the catchment population is less than 40,000 residents, four will be targeted. Note: Hockey Albury Wodonga, North Central and Wimmera are exceptions due to the existing strength & structure of local competition (Albury) and the need to participate locally/geographical dispersion of (Wimmera & North Central). This doesn t mean that single team clubs don t have a place in local competitions - but these teams need to compliment teams from at least four strong to ensure sustainability in each competition. THE IMPORTANCE OF THE MODIFIED JUNIOR PRODUCT <PHONE RINGS> Mother: Hi, my daughter has just finished your HookIn2Hockey program for the second year and loved it. Volunteer: It s great to hear she had a great time! Mother: She is now 8 years old. What s next for her to do? Volunteer: We have an Under 13 Competition. Mother: So she would play against Grade 6 ers, they re pretty big & she s only little. Volunteer: Yes that s right, all the Primary School kids play together. Mother: You don t have an U11 Competition like the local Netball Competition do you? Volunteer: No, unfortunately not. Mother: Okay. We ll have a think about it and let you know. The reality is, many of these participants will go and play that other sport, because they can offer a competition which provides the opportunity to play with people their own age and size, feel more comfortable and safe, be more involved in the game, improve their skills at a better rate, enjoy it more and make friends their own age. MODIFIED JUNIOR PRODUCT FRAMEWORK By 2016, Hockey Victoria wants all Associations to have a minimum of 32 children participating in HookIn2Hockey and 32 children participating in their Modified Junior Product. The target number of participants for each Association is variable dependent on the catchment population. Please refer to the Growth Plan Table (Page 8) for specific targets for each Association. The purpose of the HookIn2Hockey target is to provide a steady flow of participants into the Modified Junior Product, replacing those who move on to participate in junior competition. The Modified Junior Product participant targets have been modelled into multiples of eight, with a minimum of 32 participants. The reason for this is that 32 participants is 4 x 8 player teams and this will enable each site to deliver a four team half field competition (at a minimum). For Associations whose are all local (e.g. Sunraysia or West Gippsland), the Association would run one site and aim to run a weekly competition for the duration of the season. For Associations who have a number of different sites (e.g. Goulburn Valley, who should have a site in Shepparton, Benalla & Echuca), Associations should complement their local site competitions with a series of 2-4 Gala Days (hosting to be rotated) over the course of the year where players across all sites congregate together to play small sided games in a carnival like atmosphere. SUSTAINABLE CLUBS The measure used to determine a Hockey Club will be the number of teams. HV acknowledges that there is a wide array of elements which also contribute to the sustainability of a club the number and quality of coaches, officials and administrators, how welcoming a Club s environment is, recognition and reward of volunteers, suitability of hockey products, money in the bank etc, but these are all ultimately linked with player retention which in turn has a direct impact on team numbers. Growing the sport requires attention to both recruitment and retention. Throughout 2013-2016, a Hockey Club will be classified as having one team in each competition division plus a non-negotiable involvement in the Association s Modified Junior Program. SUSTAINABLE CLUB MODEL Hockey Victoria s framework for developing will be the Club Model. The model will have segments that cover each of the following areas which have been identified as the key elements of effectively developing a Club. (Not to be confused with the requirement to run a Club). Strategic Planning Governance Participation Pathways Inclusive & Welcoming Environments Investment into Coach Development Investment into Umpire Development Investment into Recruitment Investment into Player Development A Financial Plan Web & Digital Presence A Strong Relationship With Peak Bodies For each of the areas, Hockey Victoria will develop a product which it can work alongside & Associations to deliver locally and improve a key area of function of that Club or Association. For example, the product for Investment Into Recruitment would be the Regional Road Show. For this product Hockey Victoria will outline the steps required to deliver the product, the appropriate timing during the year and the staff member at Hockey Victoria to contact for assistance. In 2012, Sunraysia s modified junior product involved a combination of small sided games and skill development (quarter field, 5v5, 15 minute halves with 15 minute skills at half time). For Term 2, players were put into teams on arrival whilst for Term 3, there were set teams linked directly with. Players with a direct family member already participating with a Club were automatically allocated to that Club. There were 8 teams in this competition and all were actively involved. FUTURE COMPETITION STRUCTURE RECOMMENDATIONS By 2016, enough participants will have been transitioned through Sunraysia s existing Modified Junior Product (U11 s) to justify amending the U16 Girls competition to U15 s; aligning with the Boys competition. This would enable an U17 Competition (mixed) to be established for those players who are not ready or willing to play Seniors (or who wish to play both Juniors & Seniors) in an effort to maximise retention. MODIFIED JUNIOR PRODUCT RECOMMENDATION 2016 TARGET: MILDURA (48 Modified Junior Product) Sunraysia HA have an established Modified Junior Product (U11 s) which does not require any changes. Out of all Country Associations, Sunraysia have been the most effective at implementing this concept particularly when it comes to fairly allocating players from HookIn2Hockey into. The path forward is to build more participants into this product. 2013 2016 PRIORITIES PRIORITY 1 Formally implement U9 & U11 divisions in local competition. PRIORITY 2 Lobbying with local government for a second synthetic pitch on current site. PRIORITY 3 Consolidate Junior Hockey Academy over the summer months leading into JCC the following year. <COMPLETED 2012> NEW PRIORTY REQUIRED. In 2012, HCV ran U9 s and U11 s which involved a combination of skill development and informal games. Players were allocated into teams on arrival and whilst most (but not all) clubs assisted, children were not linked directly with clubs. There were 70 kids in this program, with 30 kids returning from HookIn2Hockey and 40 returning from 2011. FUTURE COMPETITION STRUCTURE RECOMMENDATIONS In the short term, the key step forward is to get to take responsibility for the teams/players of the Modified Junior Product, leaving the Association to administer the competition. By 2016, Hockey Central Vic should be running a Masters competition and it is recommended that initially, a Summer Season timeslot might be the most effective to start this initiative. Page 14

MODIFIED JUNIOR PRODUCT RECOMMENDATION 2016 TARGET: BENDIGO (64 Modified Junior Product) Hockey Central Vic have an established Modified Junior Product (U11 s) which does not require any changes. The way forward is to pass the running of these teams over to the. Two separate Modified Junior Product sites will run out of Kerang/Swan Hill and Maryborough. Hockey CentralVic should run a Gala Day at the end of each term where players from both sites can travel to play in Bendigo on the synthetic field. 2013 2016 PRIORITIES PRIORITY 1 Formally implement U11 divisions into local competition. NCHA each run a Minkey product with a small number of participants (between 6 & 15). FUTURE COMPETITION STRUCTURE RECOMMENDATIONS By the end of 2013, NCHA should rename their current Underage and Junior A divisions to reflect the age groups of children that participate in them. By the end of 2016, it is hoped that participation numbers will support two junior divisions plus a Modified Junior Product. It is envisaged that it would look like U16 (J2), U13 (J1), U10 (Modified Junior Product). Page 16

FUTURE COMPETITION STRUCTURE RECOMMENDATIONS GVHA s current competition structure almost completely aligns with the Country Development Plan s recommendations. By 2016, GVHA should be running a Masters competition and it is recommended that initially, a Summer Season timeslot might be the most effective to start this initiative. Page 18

MODIFIED JUNIOR PRODUCT RECOMMENDATIONS 2016 TARGET: Hamilton (32 HookIn2Hockey, 32 Modified Junior Product) Due to the catchment population it is most feasible to offer just one product for HookIn2Hockey and Modified Junior Product participants. Furthermore, it seems realistic that all teams would need to play at Hamilton due to the low population of Coleraine and Dunkeld. Hockey Victoria understands that the Div 5 competition is already a Modified Junior Product and that no changes need to made. These participants will be transferred into an U11 competition in 2013. FUTURE COMPETITION STRUCTURE RECOMMENDATIONS The Country Hockey Plan recommends that Hockey Ballarat (with a population in excess of 30,000) offer two Senior Mens and Women s divisions. It is envisaged that the introduction of a second Men s and Women s division would occur well into the latter stages of the plan for the start of the 2016 season. From a Junior Perspective the following timeline was proposed in 2012. 2012: Under 15 s 2013: Under 11 s & Under 15 s 2014: Under 11 s, Under 13 s & Under 15 s With U11 s forming the Modified Junior Product, the Association would introduce U17 in either 2015 or 2016 to conform to the recommendations outlined in this plan. By 2016, Hockey Ballarat should be running a Masters competition and it is recommended that initially, a Summer Season timeslot might be the most effective to start this initiative. Page 46

MODIFIED JUNIOR PRODUCT RECOMMENDATION 2016 TARGET: Ballarat (64 Modified Junior Product) As per the plan established in 2012, Hockey Ballarat will deliver a half field competition for U11 participants in 2013. By 2016, Hockey Ballarat will target having 8 teams of Modified Juniors playing out of Ballarat, with four of the Ballarat taking responsibility for two teams of U11 s each. With Ararat also playing in the Hockey Ballarat competition, it is recommended that Hockey Ballarat deliver two Gala Days (one per term) where players from Ararat can experience playing on the synthetic field. 2013 2016 PRIORITIES PRIORITY 1 Recruitment of young children as there are only 3 junior teams participating in local competition. Corangamite HA ZONE CLUBS LOCALITY & POPULATION South West Country Nil Camperdown (3,300), Timboon (1,900), Cobden (1,800), Terang (2,200) 2012 STATE OF PLAY JUNIORS & SENIORS Corangamite hold a Primary School Division (half field) and a Secondary School Division (full field) for junior participation. There are 70 kids in total that participate on a Saturday morning. There are no seniors linked with the Association, however Womens teams in Camperdown & Timboon do exist. HOOKIN2HOCKEY & MODIFIED JUNIOR PRODUCT In 2012, Corangamite HA did not run HookIn2Hockey following the Road Show. Approximately 20 new players we recruited as a result of the clinics. MODIFIED JUNIOR PRODUCT RECOMMENDATION 2016 TARGET: Camperdown (32 Modified Junior Product) Corangamite HA already has an existing Modified Junior Product, being their Primary School Division. Portland ZONE CLUBS LOCALITY & POPULATION South West Country Portland Portland (12,000) 2012 STATE OF PLAY JUNIORS & SENIORS Portland competes in the Lower South East Hockey Association, which is actually in South Australia. In 2012 they had the following teams - 2 Men s Teams, 2 Women s Teams, U15 Boys & U13 Boys. HOOKIN2HOCKEY & MODIFIED JUNIOR PRODUCT In 2012, HookIn2Hockey numbers were 74 (Term 1) following the HV Road Show. This translated into a small sided (quarter field) competition with 45 kids. MODIFIED JUNIOR PRODUCT RECOMMENDATION 2016 TARGET: Portland (32 Modified Junior Product) Portland HC has an existing Modified Junior Product, being the competition they delivered in 2012. The way forward is to continue to introduce more children to hockey to sustain the participation numbers experienced in 2012 to ensure a constant flow of participants into Junior Teams. Page 50

MODIFIED JUNIOR PRODUCT 2016 TARGET: Ararat (32 Modified Junior Product) Hockey Victoria recommends that Colac hold their Modified Junior Product over the Summer Season initially so that they don t have to compete against AFL, Netball and Soccer when recruiting participants. By 2016, 32 children will be involved in the Modified Junior Product based out of Ararat. This would involve 4 x 8 person teams playing in a half field competition or 6 x 5 person teams playing in an indoor competition. Players would then feed through to represent Ararat in the Hockey Ballarat competition. Page 52

Colac ZONE CLUBS LOCALITY & POPULATION South West Country Nil Colac (10,857) 2012 STATE OF PLAY Hockey in Colac will be re-established in 2014 as one of Hockey Victoria s Growth Projects. Players will be recruited using the Regional Road Show / HookIn2Hockey model that many Associations have experienced in the past. A new committee will be established during March 2014 and a strategy/plan forward will developed with this group leading up to a Term 4 Summer Season. The initial thinking is to run the majority of local competition/products during the summer and enter representative teams in the Hockey Geelong competition during the winter. MODIFIED JUNIOR PRODUCT 2016 TARGET: Colac (32 Modified Junior Product) Hockey Victoria recommends that Colac hold their Modified Junior Product over the Summer Season initially so that they don t have to compete against AFL, Netball and Soccer when recruiting participants.
