Forewords from President of World Karate Federation In 2018, we experienced one of the greatest moments in the history of our sport when Karate made its debut in the Youth Olympic Games. Now, as our beloved discipline gets closer and closer to the Olympic Games Tokyo 2020, we have another opportunity to follow the progress of our younger athletes at the 2019 AKF Cadet, Junior & U21 Championships. The city of Kota Kinabalu in Malaysia hosts the 18 th edition of an event which will gather future Karate stars from all over Asia to showcase the great level and the many skills of our promising competitors. It is a competition not to be missed since it will put the focus not only on those athletes who had the privilege to participate in Buenos Aires 2018 but also on those karatekas who are set to carry the flag of our sport in years to come. It is always inspiring to see up-coming athletes in action as it reassures us that the future of Karate is in good hands. For this, I would like to congratulate all those who made possible that the 2019 AKF Cadet, Junior & U21 Championships will take place in Malaysia. I am sure that the tournament will be a huge success and that competitors will find the best conditions to show their abilities. Forewords from President of Asian Karate Federation I am delighted to write the foreword of the 18 th edition of the Asian Cadet, Junior and Under 21 Championship, 2019. This is the fourth time the Malaysia Karate Federation (MAKAF) is hosting for the Asian Cadet, Junior and Under 21 Karate Championship since the first edition in 1992. MAKAF has been an important member of the Asian Karate Federation (AKF), It has been contributing tremendously in the development of Karate in Asia in many ways. On behalf of AKF, I took this opportunity to thank MAKAF for their valuable contribution. The 18 th AKF Cadet, Junior and Under 21 Championship will be hosted in a beautiful coastal city of Malaysia, Kota Kinabalu. With the experience that MAKAF has accumulated over the past many years for hosting successful international Championships, I believed the 18 th edition of the Asian Cadet, Junior and Under 21 Championship will be a successful and memorable event for all participants. Forewords from President of Malaysia Karate Federation GREETINGS. It is an honour for Malaysia Karate Federation (MAKAF) to host the 18th AKF Cadet, Junior & U21 Karate Championship 2019. I would like to extend a very warm welcome to all participants and officials to the 18th AKF Cadet, Junior & U21 Karate Championship in Kota Kinabalu Sabah, Malaysia. The past editions of AKF Cadet, Junior and U21 Karate Championship have been the major platform for all Asian karateka to interact and foster friendships with each other. In this 2019 edition I hope not only our friendship will be further strengthened, but perhaps, with the new rules and discipline, our knowledge and skills in sports karate will be further enhanced as well as to produce Asian champions for the Tokyo 2020. I would like to take the opportunity to thank the Sabah State Government and especially the Chief Minister, YAB Datuk Seri Panglima Hj Mohd Shafie bin Haji Apdal, for their support and their audacity in the hosting of this event. After their successful hosting of the AKF Cadet, Junior and U21 Karate Championships in 2008, perhaps there would be more International Championships will consider Kota Kinabalu as a venue in the future. 3. INTRODUCTION TO MALAYSIA & SABAH Malaysia is a country in the Southern Asia, consists of 13 States and 3 Federal Territories, separated into two similarly sized regions, Peninsular Malaysia and East Malaysia. Sabah is situated in the East Malaysia, second largest State in Malaysia, famed for its 4,095 metres tall Mount Kinabalu, crowned with distinctive granite spures. Sabah is also known for its beaches, rainforest, coral reefs and abundant wildlife, much of it is within the parks and reserves. The city of Sabah is Kota Kinabalu, historically known as Jesselton. 3.1 LANGUAGE The official language for Malaysia is Bahasa Malaysia, but English is widely and commonly used in Malaysia. 3.2 TIME ZONE All of Malaysia is in the same time zone, +8 MST. Malaysia does not go into daylight saving time. 3.3 WEATHER Malaysia enjoys tropical weather year-round however, due to its proximity to water, the climate is often quite humid. Therefore, weather is never too hot and temperatures range from a mild 20 C to 30 C average throughout the year. 7

9. EQUIPMENT WKF approved Gi, Obi, Gloves, Gum Shield, Body Protection, Chest Protection (for female), Shin Pad and Foot Protection only to be worn by all contestants. Groin guards are not mandatory but if worn must be WKF approved. 10. RULES The 18th AKF Cadet, Junior and U21 Championship 2019 will be conducted in accordance with the latest rules of World Karate Federation (WKF), which were adopted on January 2019 for Senior, Junior, Cadets and Children s. In case of any change, it will be notified by the organising committee or the Referee Commission in consultation with WKF/AKF Executive Council. 11. INSURANCE All participants and members of delegation must arrange their own medical insurance and personal trip insurance. The Organising Committee will not be liable for this purpose. 12. CHAMPIONSHIP REGISTRATIONS AND DRAWS 12.1 REGISTRATION 1. All competitors, coaches and officials must register online using the online system between 21 st January 2019 to 14 th April 2019 at https://wkf.sportsid.org 2. For video tutorial / online help / FAQ kindly visit: https://goo.gl/in4opm. 3. National federations are responsible for the registration of their delegation. Online registration for delegation will be open on 21 st January 2019, and will be closed on 14th March 2018. After the closing date, late registration will be subject to penalties of USD20 per entry. 4. The official onsite Registration session will take place at the HQ hotel on 22 nd to 24 th April 2019, please refer schedule. 5. If changes are required during the official registration session because of incorrect or missing registration data, a fee of USD20 is charged for each change. Accreditation cards will be issued during the registration on site and upon received of full payments. The accreditation card must be worn at all times during the event. 6. The qualification for each of the age group (Cadet, Junior and U21) shall be 16
based on the first day of the Competition. This means competitor must have the eligible age by 26 th April 2019. *Please submit national anthem CD and two national flag (1m x 1.5m) of their country/region or Olympic flag, at the registration. 12.2 DRAWING OF LOTS a) The drawing of lots will be conducted by AKF Organising Commission. Any change request during the Team Manager Meeting will not be accepted. b) The Team Manager Meeting & Draw will be held at the HQ hotel on the 25 th April 2019 13. 14. NUMBER OF OFFICIAL REFEREES AND COACHES a) Official Referees: up to 5 referees / NF b) Coaches: 1 to 10 competitors 3 coaches maximum Over 10 competitors 4 coaches max 16. NATIONAL FEDERATIONS AND REFEREES EXAMINATION, UPGRADING & OFFICIATING As per the new policies approved by AKF Executive Council and to be effective from 1 st January 2018, the followings rules applied: a) All NF participating in AKF Championship shall be obligated to send qualified referees to officiate. The minimum qualification of the referees to be send by the NF is of AKF Kumite RA / Kata JA. The number of referees to be send by NF shall be according to the number of athletes from the NF participating in the Championship, as follows: (i) There shall be no maximum number of Referees send by NF however at any one time there shall be a maximum of 5 referees from the same NF officiating. (ii) If the NF cannot comply with the minimum referee requirements then the NF shall be liable to pay a levy of $100USD per referee short. This amount shall be payable to the Treasury of AKF during the registration time. 17. REFEREES & COACHES PROGRAMS REGISTRATION a) Officiating Referees per NF at any one time shall be of a maximum of 5 persons, this quota inclusive of those who have passed their examination and obliged to officiate in the Championship. b) Examinations candidates that passed have to officiate during the championship. c) Each NF shall be limited to register a maximum of 10 candidates for examination, and must be registered by the NF online. d) Total examination candidates are limited to only 200 paxs. e) The theory examination for Kata and Kumite will be conducted in English. f) For referees officiating in the Championship only, they must be registered online on Sportdata system between 28 th January 2019 to 25 th March 2019. https://wkf.sportsid.org g) All referee s renewal and coaches accreditation must register online on Sportdata System between 28 th January 2019 to 25 th March April 2019. https://wkf.sportsid.org 19

I authorise the organisers of the event to use images, photos and the names of our competitors and other members of our delegation (as considered necessary) for the sport activities and publications of karate, related to the event, without any monetary compensation.
