Chairman Colman moved item D on the agenda, the presentation by Bob Hughey into the chairs report on the agenda. Added to the agenda was Can a school prohibit a certified official in good standing from being on the track? And NCAA protest rules. Mike Leonard move to accept the minutes of the January 19, 2008 meeting. Seconded by Dick Connors. In favor: All Chair Report: Chairman Colman had printed remarks which are incorporated here as if set forth fully below. Also presented in written form is a list of members of the association who have not paid their dues for 2008. As of the time of this meeting there were about 60 officials who were not paid up. Bob Hughey made a presentation basically to answer two questions by Chairman Colman: 1. What does his organization (California Track Starters Association: Central Coast Starter Association or Unit) do, and 2. What can we do to help? Mr. Hughey explained how his association assigns starters to meets that they contract with and what his relationship is with other starters associations The meeting adjourned for a break at 2:55 PM. Chairman Colman called the meeting back to order at 3:15 PM A closed personnel session was started but it was determined there actually was no personnel matter to discuss so the closed session ended. Committee Reports: Awards: Dr. Leon Glover was not present. Dr. Glover was proposing to create a new award in memory of Lori Maynard in the area of LDR, Cross Country or Race Walk. Dick Connors moved to table the matter until Dr. Glover is in attendance. John Murray seconded. Jon Siegel called the question. In Favor of tabling the discussion: All Training: George Kleeman made a presentation of the results of this year s clinics and book sales. Attached to these minutes and incorporated herein as if set out in full are the tables, figures and statistics he presented. Web sign-ups for clinics worked well except for the first 4 people who tried to sign up. There were 42 scheduled clinics. 11 of those were cancelled for lack of sign-ups. We sold 351 rule books and we got hurt with increased postage we had to pay. We made $750 from the clinics and rule books. This was about half what we had anticipated but costs claimed the difference.there is a problem with the USATF rule book because it is never available when we present our clinics. George Kleeman suggested that we will need to charge postage for those books. Chairman Colman asked if the $300 we were charged by Active for the web service was worth it. The consensus was definitely yes. Certification: Jim Hume Jim Hume reports that all students in the introductory clinics were given rule books and that worked out quite well. About half of the new members requested mentors. He reported that he will be retiring as Certification chair next year because he is also retiring from his paid work. Chairman Colman requested that Mr. Hume define the qualities and qualifications for the job of Certification Chair. Mr. Hume requested an early applicant so there could be a smooth transition. Possibly the new Certification chair could shadow Mr. Hume to get the hang of the job. After the Olympics this August we will all have to be recertified for the next Olympiad. George Kleeman suggested that there should be three rooms set up for recertification: One for general information and the other two for National certification and Master certification, respectively. Jim Hume said that Jim Flanik from national said that those officials who became certified for the first time this year will not have to be recertified for the next Olympiad. The rest of us will have to. The recertification will be different this time as those wishing to be certified as National or Masters will only have to take one test vis-à-vis two test last Olympiad. Annual Meeting: Phil Watkins Phil Watkins reported that the annual meeting will be on Sunday, September 7, 2008 at UC Davis again. There will be food donated by Jon Vochatzer and the drinks will be soda, ice tea and coffee. He requested that anyone who has anything they want to donate for the raffle should contact him. Old Business: None New Business: Nominations for National Officials Hall of Fame: George Kleeman Mr. Kleeman said there are forms available for anyone who wants to nominate someone. The nominations are open to officials and others in the sport. Dick Connors and the Dotta s are on the list already because they were nominated last year. Lori Maynard is also eligible. For the Pacific Association Hall of Fame candidates are needed other than officials, but not high school. Additional Business: Can a school prohibit a certified official in good standing from being on the track? The issue was discussed as informational only. No action taken or motion made. NCAA Protest Rules: Dick Connors. Rule 4, art 6 on page 67 of NCAA rule book indicates that the coach or an athlete may protest. It then indicates it is any communication by the athlete. This seemingly excludes any attempted protest lodged by the coach. The rule is not clear. No action need be taken by the committee. Next Meeting: John Murray moved and Mike Leonard seconded a motion to leave it to the chairman to choose the time and place of the next meeting and to email each committee member the information in a timely manner. In Favor: All John Murray moved and Jim Hume seconded that the meeting be adjourned. In Favor: All Meeting adjourned at 4:45 PM. Final Report on 2008 Clinics Rev. 1 3/6/08 We had a 22% increase in the number of clinics attended, up from 173 in 2007 to 210 in 2008. We ended up with some 112 people as clinicians and 28 as instructors for a total people attending of 140. 81 people (72%) signed up via Active and 31 paid otherwise. Of those 31, 16 paid (14%) at the door. They attended 163 sessions. The instructors attended 43 sessions for a total of 206 clinic sessions. The following table gives the total of 180 clinics were paid for. We ended up cancelling 11 of the 42 scheduled clinics and thus gave 31 clinics. We had slightly more than $540 less income and expenses were slightly more than $165 more expensive for net difference of about $710 less than budget profit but still made a profit of slightly more than $760. There are still bills for the IAAF book and mailing of books to be accounted for although estimates are included. Thus a final reckoning might be slightly difference. USATF Membership Renewals: George identified approximately 80 certified officials who have not paid 2008 USATF dues. They were e-mailed. That number is down to just over 60 now. Three officials have said they are resigning: Tom and Karen Hamlin and Jack Halliday. Another reminder will go out in the next week. Monheit Room: Horace Crow s national officials hall of fame art work and Tom Moore s PA hall of fame vase have been put on display in the Monheit Room at Cal. Coach Rembao has promised to take care of updating our awards and emeritus plaques, and John Luppes has been advised to get in touch with him. PA grievance: Two members of this board asked for a report on Pacific Association s proposed grievance of national-championship site selection. Several members of this board were in the room when the Board of Athletics authorized John Mansoor to write a letter which is reproduced in the most recent Turns and Distances protesting the process by which Eugene was awarded three of the next four outdoor USATF championships/olympic Trials. The vote in favor was unanimous; John Murray played a big role in drafting the final letter. Possibly this could negatively effect PA officials chances of being selected for future championships. We are after all charging some very powerful people with corruption. I do not know the current status of the grievance. The letter was circulated to this board before this meeting. Emeritus officials Bruce Rosenblatt has let it be known that he won t be officiating any more. Don Bailes has been our channel of communication to Bruce and his wife; and Don reports that Bruce would like to be made emeritus. Coach Hume has taken care of this. New officials a welcome letter will go out to newly certified officials this week. Personal Margaret and I will be off continent from April 28 to June 25.
