DEPARTMENT 1 HORSES Mail all Horse entries & Self-Address Stamped Envelope to Jefferson County Fair c/o Janet Douthit, Chairperson 1354 Pike Road, Punxsutawney, PA 15767 or Entries due June 1, 2019 (Refer to General Rules) NOTE: By action of the board of directors of the Jefferson County Fair Authority dated March 2, 2005, the rules of all livestock departments will correspond with the following wording provided by the Pennsylvania Department of Agriculture. These rules may be found on the Internet at: http://www.agriculture.pa.gov/ Complete Health rules are posted on the Jefferson County Fair website at www.jeffcofair.com It is the responsibility of each exhibitor to review the rules and provide the required information (this includes required identification, CVI, vaccinations, blood tests, etc.). PENNSYLVANIA FAIRS ANIMAL HEALTH GUIDELINES for PENNSYLVANIA HORSES 1. A Certificate of Veterinary Inspection (CVI) issued after May 1 st is required. Equine Infectious Anemia (EIA) test results and date of the test must be included on the CVI. 2. All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds. 3. A statement of Veterinarian-Client-Patient Relationship will be included on each registration form. 4. All equine animals must have tested negative for EIA by an official test within the 12 months prior to the opening date of the exhibition. A copy of the official test results must accompany each animal to its final destination. Foals less than 6 months of age accompanied by a dam which meets the above requirements are exempt from EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam s test results must accompany the foal to its final destination. 5. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. All vaccine label directions must be followed, and all rabies vaccinated equine animals must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. If a rabies vaccination certificate is provided, the certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian s signature. A copy of the rabies vaccination certificate is acceptable. There are no current intrastate horse movement laws for exhibition. THERE ARE EXTENSIVE REQUIREMENTS FOR OUT OF STATE HORSES SEE COMPLETE RULES AS STATED ABOVE. With Your Self-Address Stamped Envelope The entry fee will be $5.00 per head (non-refundable) and should be written as a separate check from other fees with Entry Fees marked in the memo line. Fees for additional gate passes should be written as a separate check from the entry and camper fees and marked with Extra Passes in the memo line. All fees paid in cash should be given to the Fairboard Representative in an envelope clearly marked on the front with the exhibitors names and

showing the amount of payment in each category of entry fees, extra passes, and camper fees. Checks for camper spaces should be written as a separate check from the entry fees and passes and marked with Camper Fees in the memo line, and mailed to Fair Camper Committee, c/o Janet Douthit 1354 Pike Road, Punxsutawney, PA 15767 The members of the Camper Committee will assign camper spaces for the Horse Department. Mail all horse entries, a Self-Address Stamped Envelope, and Pass requests to Janet Douthit 1354 Pike Road, Punxsutawney, PA 15767 SAFETY REQUIREMENTS FOR HORSE EVENTS AT THE JEFFERSON COUNTY FAIR HELMET RULE: It is compulsory for exhibitors 18 years of age or younger as of January 1 st to wear properly fastened protective headgear and boots which meets or exceeds current ASTM (American Society for Testing Materials) / SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Head gear and footware must be properly fitted with harness secured and is required while riding or driving anywhere on the event grounds and in all classes except for Halter and Grooming and Showmanship and Miniature horse in hand trail. RIDER RULE: A rider may NOT be fastened or attached in any manner to the horse or tack in any class. Magic Seats and rubber bands securing feet in stirrups are NOT allowed. In any class, the judge or show committee may require the removal or alteration of any equipment which is unsafe or inhumane in his/her opinion. JEFFERSON COUNTY FAIR GENERAL RULES FOR HORSES No horse showing evidence of contagious, infectious or parasitic diseases will be admitted to the fair. Equine Infectious Anemia (EIA) -- All horses must be official ELISA or AGID (Coggins) test negative within one year of admission to the fair. The negative test report must accompany the horse. The negative test must have been conducted within 12 months of the opening date of the fair. Horse and other equidae assembled for exhibition, competition, or sale should always be immunized not less than 15 days before the show to prevent contagious respiratory disease. Exhibitors are advised to consult their veterinarians regarding proper conditioning and vaccination of their animals at least thirty days prior to the event. 1) No horse may be unloaded until all paperwork has been checked. 2) No horse or team of horses shall be entitled to a premium unless healthy and able to compete. 3) Horses entered as matched pairs must be owned by one person or firm. 4) Animals or combinations of animals owned by one exhibitor may be entered in the classes listed. 5) All animals must be entered in a halter class and be shown. 6) In no case is it permissible to show more than one breed in the same class or division to be judged against each other for premiums, except for supreme champion classes. 7) The Fair reserves the right to refuse any or all entries. 8)Box stalls for mares with foals will take priority. Other box stalls will be assigned at the discretion of the Horse Committee. Tie stalls for single horses. 9) All entry forms must be in the hands of the Fair Board Representative on or before June 1. Entry forms must have all classes listed that the exhibitor plans to participate in. 10) Entries must be on the grounds and placed in the stalls by Monday of Fair Week at 12:00 noon. 11) Release time shall be Sunday 7:00 am. All horses must remain in stalls until then, except for animals entered in 4-H Junior Horse Show at Centre Hall if the dates are the same as Fair Week. 12) The age of the participant will be as of Jan 1 s of that year. 13) All exhibitors shall furnish their own feed and bedding. 14) Entries accepted at discretion of the Horse Committee.

15) No sleeping in barns. 16) No out-of-state animals will be stabled without proper CVT, approved Shipping Fever, and Registration Certificates. 17) All registered equine must prove registration to show in registered classes. Bribe Your Mini Junior- lead rope is detached and you bribe your mini to follow you through a pattern using anything you please, but the mini cannot eat any of the bribery or they are DQ ed 2. Water Cup Race Junior- a line is drawn on a Dixie cup close to the top of the cup, the cup is filled to the top with water, the exhibitor must complete a pattern and upon returning to the start, they must have enough water still in their cup above or at the line.
