2013 HKVB SPRING LEAGUE - 13 point Recreational COED 1. ROSTER MANAGEMENT a. Season 2 can accommodate a maximum of 8 x 9 = 72 Players. 6 more than season one. Rosters will be posted for public access once confirmed on May 20 th. b. Please get the NR (Not Rated) players rated before May 20 th. To qualify for the league, they need to have attended at least 3 HKVB public (open rsvp and not private or semi-private for 12 or more players) events. To be fair to the other teams, the committee has decided that ratings done AFTER May 20 th will not be accepted for entry. c. The deadline for adding players to the ROSTERS will be May 20 th. It needs to be submitted via email to Marco. All additions after 5/20 will not be accepted. d. Captains are to be aware of that when inviting advanced players that are new to the HKVB community. Those that have not attended more than 10 HKVB public events may be subject to an A/B premium rating by the Season 2 league committee at any time. Therefore, it would be good practice to check with the committee first should your team exceed the premium player cap. e. Players that have played more than 10 HKVB public events are free complete the season at the current rating as of May 20 th. f. Liberos will allowed for season2 but must remain LIBEROS for the entire match. Should you wish to declare liberos, please do so before the each match with the refs. The league committee will provide more details on LIBERO rules shortly. g. League playoffs are now open only to players that have attended over 50% of league games. 2. RSVP and ATTENDANCE Management a. Captains should manage their own weekly play rosters. Game time and format will be posted on MEETUP.COM. Team captains will be added to the schedules on MEETUP.COM but it is to be used at your own discretion should you wish to manage your RSVP with it. NO OTHER COMMUNICATION WILL BE MADE BY THE COMMITEE OTHER THAN POSTING TO MEETUP AND PUTTING YOU IN AS EVENT ORGANIZER. IT IS UP TO THE CAPTAINS TO CHECK THE SCHEDULES AND QUESTION THEM IF THERE ARE DISCREPENCIES. b. Injured players may be replaced by another player of the same rating (but he will no longer be on your active roster). This is called player injury replacement and not a roster addition. Please contact the league committee directly to proceed with this. For relocation or other personal reasons, roster replacements are done at the discretion of the committee.

3. PLAYOFF AND DIVISION FORMAT a. The first 4 weeks of playoffs will be round robin for all 8 teams. b. By week 5, the top 4 and bottom 4 will carry on in their own divisions. c. By the end of the 8 weeks, playoffs will be arranged as follows. i. Upper Division 1 st Place, 2 nd Place, and 3 rd Place will play for Upper Division Championships. ii. Upper Division 4 th Place, Lower Division 1 st Place and Lower Division 2 nd Place will play for Lower Division Championships. iii. Lower Division 3 rd and 4 th Place will play an Exhibition Match. 4. LEAGUE FEES a. League Fees of 4200 per team is required to be considered an confirmed team on Season 2. b. Each Team will be refunded the unused amounts at the end of the season. An expense ledger will be provided. c. Balance of league fees remaining from payments will go to T-Shirts or souvenirs for the League Champs of both divisions as decided by the League committee. 5. HOLIDAYS and BYEs for 2nd SEASON a. Only on Days where gyms cannot be obtained (fully booked) or as declared by the league committee. 6. REFEREE RULES AND REGULATIONS as agreed by the Captains Committee a. Current 2013 Volleyball rules adopted with the following emphasis i. Net calls only when play was actually affected. ii. Out of rotation will be called iii. All lifts and doubles will be called iv. All lines and foot faults will be called v. All touches will be called by the refereeing team vi. Touching the TOP of the NET is always a violation vii. Overhead serve receive will now be allowed but lifts (not doubles) will be called. viii. Each Team is allowed one timeout per game of 20 seconds. No timeouts are allowed when the match timer has less than 3 minutes left. ix. Head Referees calls trump all other calls. x. Serving without waiting for a whistle constitutes a REPLAY. xi. After careful consideration, I have decided that TIE will be allowed and No SERVES can occur AFTER ANY TIMER has gone off. (There will be no LAST SERVE AFTER the bell). If the score is tied, the a TIE is to be recorded.

b. Captains also agree that on questionable plays/calls a replay may be called at the referee s discretion c. Captains also agree that we are all amateur referees and captains will respect all calls made in a respectable manner. The only player able to question what the call was with the referee is the captain of the team. No matter how ridiculous the call may seem. d. MVA 200 balls will be used. e. GAMES are played to the timer or 2 Games to 21 and will always start at 0 points with a cap at 21 (no need to win by 2). f. Only HKVB rated members on the roster may join any of the league games. g. CAPTAINS agree and will be responsible to remove their own players that are being verbally or physically abusive to other players. h. COED NET height will be used for this league. Optimal at 240cm. Can range between 238 cm 240cm depending on venue. i. Each team is allowed no more than 3 subs for each SET. j. Doubles calls on setters are to be given appropriate leeway. Especially in the first 4 weeks where the divisions are mixed. k. Encourage Self calls of players on themselves. l. Play to the bell/timer should time run out. Time outs are not allowed in the last 3 minutes of a match. 7. BASIC LEAGUE RULES, DEFAULTS and SUBSTITUTIONS a. TEAMS MUST HAVE AT LEAST 5 PLAYERS on the court to compete. i. After the allotted 5 min warm-up if you do not have 5 players on the court with 2 female players, then you will activate the default timer. Penalties are: 1. 5 mins (Default 1 st Game) with 0 score 2. 15 mins (Default Both Games) with 0 score ii. WHEN COMPETING WITH ONLY 5 PLAYERS: 1. You must play a GHOST spot for the missing player. The ghost must be in rotation as if they are an actual player but cannot serve (thus you will miss every serve when they are rotated to the service position). 2. Rotations also must be observed which means there will be rotations where you only have 2 players in the front row. 3. Ghost players cannot be used to fulfill the 2 minimum female players requirement. Therefore, ghosts are male. b. Subbing is allowed from anyone from the HKVB community (even opposing teams) as long as they have at least 10 HKVB attended events. When subbing from players outside your official roster, you inherit an EXTRA point on top of the players rating level.

c. Captains are NOT allowed to make exceptions or throw games for any reason since concessions made may affect other teams in the league. 8. VENUE and TIME a. Due to the fact that we need 2 concurrent courts most of the time, CHAI WAN SPORTS CENTER will be the venue of choice followed by SUN YAT SEN, SIU SAI WAN and WONG CHUK HANG. Should we have time constraint problems, makeup games may be scheduled by the League Committee at a different time. WE did not need to do this in Season 1 so fingers crossed. b. The league will always be on SUN EVENINGS unless previously communicated. 9. GAME FORMAT a. Games will follow a FORMAT of 3 opponents per night with a total playing time (including warm-ups) of 2 Hours per team. b. Each team will need to assume referee responsibilities and we recommend the more experienced players to be the head ref. 10. LEAGUE CALCULATIONS AND LEADERBOARD How to Earn League Points: Each SET to 21 Win = 2 Each SET Tie = 1 (Due to a rule change, TIES now can occur. No serve can occur AFTER the timer has sounded) Each SET Loss = 0 How to Lose League Points: COURT REFEREE No Show (Match) = -2 PER COURT COURT Referee No Show or over 5Mins Late (SET) = -1 PER COURT Linesman No Show (Need 2 to be present per SET) = -1 PER COURT NOTE: SUBSTITUTE REFEREEING ALLOWED (For Example, TEAM One has a sub willing to sub for TEAM Two to REFEREE).

11. LEAGUE CAPTAIN RESPONSIBILITIES& ETIQUETTE: 1. Communicate the contents of this document to all your team members. 2. Assign and ensure each match refereed by your team is done in a diligent and consistent manner. 3. Explain the HKVB Referee Basic Checklist to those team members that will be on referee duty. 4. Act responsibly and with sportsmanship at all times and ask of the same from your team members. This means do NOT ALLOW PLAYERS TO COMPLAIN ABOUT THE REFEREES. Captains may choose to ask about the call so that it can be avoided but that should be the extent of the discussion. Reports of unsportsmanlike conduct from your team will result in you losing league points for that evening. 5. Tell team members to not hit the ball on the sidelines when a game is still in progress. Warmup on the sidelines by only setting and bumping when there is a game. 6. Borrowing players to other teams is strongly encouraged in this league. Captain s Contacts: 1. Referee Basic Checklist -BASIC LEAGUE LINESMAN RESPONSIBILITIES AND CALLS PLEASE DISTRIBUTE TO YOUR MEMBERS 1. FOOT FAULT ON SERVE When player steps on the line before they impact the ball on service. 2. BASELINE OUT/IN Ball lands outside/inside of closest baseline. 3. SIDELINE OUT/IN Ball lands outside/inside of closest sideline. 4. BLOCKER TOUCH/ NO TOUCH Ball touched by defending blocker or not 5. ANTENNA TOUCH/ NO TOUCH Ball touched antenna or crossed imaginary plane or not 6. SCOREBOARD or SCORESHEET (BY INSTRUCTION OF REFEREE)

Referee Basic Checklist -21BASIC REFEREE RESPONSIBILITIES AND CALLS FOR LEAGUE PLAY- PLEASE DISTRIBUTE TO YOUR MEMBERS 1. BEGIN SERVICE, BEGIN GAME, END GAME, END MATCH(NO SERVES CAN OCCUR AFTER THE GAME TIMER HAS GONE OFF) 2. LIFTS / CARRY Referee discretion of ball being assisted for a prolonged time doesn t bounce off the player. 3. DOUBLE Excessive rotations caused by poor hand coordination usually on an overhand set. 4. OUT OF ROTATION Overlap in rotation. 5. TOUCHES Self Explanatory 6. NET Touching the top tape or affecting play of opponents. 7. SIDEOUT Change of service. 8. INDICATE POINT GIVEN Instruct the linesman to add 1 point to the beneficiary side. 9. REPLAY/PLAY OVER (REFEREE) There are two types. [1]Dispute of calls (limited to 2 per game), [2]used when a proper call is not possible by referee. 10. REPLAY/PLAY OVER (EXTERNAL)- Disruption of game from external forces. Such as a stray ball on the court. There are no limits to this. 11. 4 CONTACTS 4 Players on the same side takes turns touching the ball (The blocker doesn t count) 12. BACK ROW ATTACK An attacker attacks the ball while in the back row but steps over the 3m attack line before contact. 13. IRREGULAR SUBSTITUTION Substitution ending up in exceeding the 13 point limit or less than 2 girls on the court. 14. DELAY OF GAME/DELAY OF SERVICE Taking more than 8s to serve the ball after the service whistle.(hand signal, show 5+3 fingers) 15. UNDER Player going under the net and affecting play. For this league, entire hands or feet under are considered under if no part of the hands of foot touches the center line. This is a safety rule for our recreation league. Cross to the other side out of bounds are acceptable as fair play. (Referee Signal: Point with a finger to the middle line.) 16. BASELINE OUT / SIDELINE OUT Self Explanatory 17. OVER THE NET / INTERFERENCE Interfering with the attacking teams motion of setting up the ball for their attackers while entirely on their plane. 18. CHANGE COURTS After each game, self-explanatory. 19. OUT OF BOUNDS PLAY When a ball hits a GYM fixture (wall, ceiling, raised baskets) or REF fixture (Lines Referee and Lines Scoreboard). 20. TIMES UP Self Explanatory 21. TIME OUT Self Explanatory (One Team allowed a 20 second time out as long as the match timer still has over 3 mins) 22. SUBSTITUTION LIMIT Teams exceeding 3 substitutions per game will not be allow to make a 4 th substitution that game.

Special Amendments For S2 On teams with relatively new advanced players To promote fair competition, captains with new "advanced" players should help recommend whether the player belongs on the premium advanced players list. The league steering committee will then make a judgment on whether the player should be included on the list or not. Please keep in mind when you are forming your team that players participating in less than 10 HKVB events may be subjected to re-rate throughout the course of the season, so please choose wisely. The ratings criterion previously used for the league s premium advanced grading of ADV A or ADV B were: 1. HIT or SET (HIT: Effectiveness against a double block, SET: Ability to SET and run effective OFFENSE) 2. BLOCK (When solo blocking against opponents) 3. DEFENSIVE (Serve Receive, Defensive Reflex and Court Coverage) 4. SERVE (Ace ratio, consistency and Difficulty of serve) Methodology: Each trait was then given 0 for average, 1 for slightly better than average and 2 for good. (Note: EXCELLENT, GOD-LIKE or GOOD all scored a similar 2 points. So the degree of AWESOMENESS doesn t affect the trait score as long as it is better than average. With that in mind, players with 7-8 points were categorized as A and those with 5-6 were given the B rating for league. If you player falls into 5 points or above and has attended 10 games or less at HKVB you should get them properly rated by the committee asap. On use of Liberos: Libero rule He or She must wear a different colour of uniform. He / She will lock to play libero for the entire match. He/ She can substitute without having to notify the down ref or up ref by entering the court from behind the 10 foot line (3M) before the up ref blow the whistle. If the up ref already blew the whistle, libero may not enter the court at any given time until the play is over. Libero cannot serve, block or attack the ball. Libero can hit a down ball across the net. Libero can set the ball with overhand only if he/she stands behind the 10 foot line (3 meter line). Libero must bump set to set the ball if he/she enter the 10 foot line (3 meter line)
