NEW 10RATE D By George MeTaggar t Following negotiations conducted over a rather lengthy period, the Victorian Amateur Football Association became an incorporated body at the Annual Meeting held on March 2nd 1970. There were in fact two Annual Meetings this year - one of the unincorporated body of the V.A.F.A. which voted to disband itself and then the new body came into operation. This step will have many benefits - the Association can now legally enter into contracts, such as the leasing of the Elsternwick Park ground, and we can look forward to many improvements here in the near future. Not that there was any lack of improvements there last season - the erection of a new score-board operated from inside, thus providing protection from wind and rain for the persons operating the board, extensions to the press nad timekeepers' box, to provide comfortable working conditions, and the provision of greater car-parking facilities at the ground. The season beginning today promises to be another good one. A total of 126 teams will be taking part in 12 sections. NEW TEAMS We welcome three new clubs to the V.A.F.A. for season 1970 - Old Essendon Grammarians, La Trobe University and Dookie and Longerenong Old Collegians (D&LOC) who will compete in E Section, while one of our oldest clubs - (Elsternwick) will field a team in Junior Section 2. Elsternwick had a team in the Victorian Junior Amateur Football Association for some,years, but this is the first time they have competed in the Junior Section of the V.A.F.A. However there have been some withdrawals -- Patricians, E.S.&A. Bank and Preston. Patricians comprised ex-students of St. Patrick's College. East Melbou rne, which has now closed and has been absorbed by Xavier College. E.S.&A. Bank has merged with A.N.Z. Bank, while Preston's late withdrawal caused some inconvenience in that E Section which comprised 13 teams with Preston was reduced to 12 and this necessitated a re-draw of the fixtures otherwise there would have been two byes each week. CARNIVAL A highlight of the 1970 season will be the 11th Australian Amateur Football Carnival to be staged at Perth from July 19th to July 23rd. This is the third Carnival to take place in the Western State. The previous ones (in 1948 and 1959) demonstrated that the Perth people are wonderfully hospitable and those who are fortunate enough to make the trip are assured of a very enjoyable time. TRIBUNAL MEETINGS M-etings of the Independent Tribunal will again he held at the offices of the St. Kilda Cricket Club (first floor of Cricket Club Stand), St. Kilda Cricket Ground, on the Tuesday evening following the report, commencing at 7.30 p.m. sharp. Club officials are especially reminded that the only notification they will receive concerning players reported or witnesses required in consu^etion with a report, will be from the umpire on the day of the match. Any player or witness who fails to appear before the Tribunal at the appointed time is liable to be suspended during the pleasure of the Tribunal. THE AMATEUR FOOTBALLER - April 11, 1970 Page 3

IMPORTANT NOTE S CONCERNING PERMITS AND RE-REGISTRATIONS Club Secretaries are reminded that all applicants for permits who have played with League or Association first or second XVIIIs and certain Country Leagues must appear before the Permit Committee. The Club Secretary should ring the Chairman of the Permit Committee, Mr. F. H. Coldrey, at 92-4797, to ascertain the date and place of Permit Committee meetings. While on the subject of permits, it might be as well to remind club officials that they should check all permit forms before lodging them with the V.A.F.A., to ensure that they are fully completed and in order. Any form which is not complete will be returned to the club concerned. Similarly, any form marked X indicating where the player should sign will also be returned. If an applicant for a permit has not played with any club previously, he should write NIL in the space provided. All applications for permits must be submitted on forms which provide for the applicant to complete a statutory declaration as to his amateur status. Applications for permits must be in the hands of the Records Secretary of the Asscciati,,)n, by WEDNESDAY, otherwise they will not be dealt with until tre following week. Clubs with Junior teams are advised to register players who are eligible for the Juniors on a Junior permit form. These players will then be automatically registered and eligible to play with the Seniors and Reserves. CAR PARKING Cars must be parked as directed at Elsternwick Park, otherwise they will be refused admittance to the ground. Page 4 RE-REGISTRATIONS Re-registration of players should be made on the appropriate form duly completed and signed by the player, or alternatively, lists of players to be re-registered may be submitted in DUPLICATE and in alphabetical order of players' names. Addresses of players must also be included, together with telephone numbers of available. Lists must be on club letterheads and signed by the Club Secretary. Any list not complying with thi s requirement will be returned for correction or completion. Re-registration of players in the Junior Section must be on the appropriate form, duly completed and signed by the player. The slip at the foot of permit forms and re-registration forms, which is detached and returned to the club Secretary on granting of the permit (or re-registration) must be completed before the form is lodged. Permit forms and re-registration forms must he oompleted and signed in INK; forms filled out in pencil are not acceptable. ALL NEW PERMITS AND RE- REGISTRATIONS are to be forwarded to the RECORDS SECRETARY, Mr. Bruce DeLacy, 67 Charman Road, Mentone, 3194 (phone 93-3977). All enquiries regarding the granting of permits or re-registrations must be made to Mr. DeLacy. Enquiries on Saturday mornir;s should be made not later than 10 a.m. CLEARANCES ALL CLEARANCES INVOLVING BODIES OTHER THAN THE V.A.F.A. must be forwarded to the secretary, Mr. Jack Fullerton, 5 Correa Avenue, Cheltenham, 3192 (phone 93-1545). Make sure you don't miss the post -POST EARLY. DUTIES OF RUNNERS The duty of an Official Runner is to carry messages from the coach to players and NOT to engage in altercations with players. The runner, in carrying such messages, must take the shortest possible route to the player concerned, and leave the field immediately after delivering tine message. In the case of a- goal, take the time from the waving of the flags by the Goal Umpire to the bouncing, of the hall in the centre by the Field Umpire and, in the case of a behind, take the time from the waving of the flag to the kick-off. SCORES TO "HERALD" - NUMBERS You MUST phone final scores to the HERALD office as soon as possible after the match - if your scores are received before 4.50 p.m. they will be published. If received after that time, they will not be published, but if you miss the 4.50 p.m. deadline. YOU MUST STILL PHONE BEFORE 5.30 p.m. Our representative will be in attendance until that time. If you fail ta~ phone the scores to the Herald office before the publication 'deadline of 4.50 p.m. (Junior Sections excepted), you will he fined one dollar. If you also fail to phone scores to the Herald before 5.30 p.m. you will he fined an extra two dollars -makin ~ three dollars in all (including Juniors). When phoning scores, please state firstly the Section, the teams concerned, and then the winners, before giving the actual scores. Correct scores must be phoned, otherwise a fine will be incurred. Check with Goal Umpires for correct scores. This is the responsibility of the HOME CLUB. TEAM LISTS REQUIRED. Clubs which have not yet submitted Team Lists for publication in "The Amateur Footballer" are required to furnish the necessary information immediately so that all lists may he included in the next issue. CAPTAINS, VICE-CAPTAINS. Clubs whose Team Lists do no t show the Captain and Vice-Captain should furnish this information, so that the next issue will be complete. Important Notes - continued HOW TO CONTACT EMERGENCY UMPIRES Emergency umpires for all sections will be located at Elsternwick Park, and will be available to proceed to any ground if required. The telephone number will be 53-8491. Should the appointed umpire fail to appear, it will be necessary to phone Elsternwick Park and ask for an emergency umpire to be sent. Clubs must make themselves familiar wigh the system, and ring the correct number : 53-8491. PRESTON WITHDRAWS The late withdrawal of Preston club from E Section has caused the fixtures for E Section and E Reserve Section to be re-drawn. These will be published in due course in the E Section issue of the Amateur Footballer, but those in possession of the official printed programme may ascertain the fixtures for these sections by making Old Mentonians no. 7 in both lists on page 14 thereof and old Xaverians Reserves no. 9 in the Reserve Section list and adopting the draw for Junior Section 2 as shown on pages 10 and 11. Umpire Appointments for the reshuffled draw in E Section and E Reserves were not available at the time of going to press. ADMISSION TICKETS Admission tickets issued to clubs for matches at Elsternwick Park are for the use of players and officials only. Any player who cannot produce a ticket will be required to pay for admittance. HERE'S HOW YOU CAN HELP WHEN PHONING SCORES! Club representatives when phoning scores to the Herald can help in three ways. 1. BE PATIENT -'I`here are a large number of calls to handle in a short time. You may find the phone engaged - and when you get through to the number, you may be asked to "Hold the line please". The call before yours on the other line has to be attend-,d to and the scores written down TWICE - on the Herald copy paper and on the VAFA result sheet. 2. ALWAYS INCLUDE THE POINTS - For example 5-6-36 points. Remember the scores are not complete without the points - and you will be fined for not having phoned the complete scores - and make sure they are correct - or you will also be fined. 3. DON'T ASK FOR SCORES IN OTHER MATCHES - or ring especially to ask for iscores. This takes time and may prevent another club from meeting the "publication deadline". Your assistance and co-operation in these matters will he appreciated. T. W.
