OPEN DISCUSSION/ANNOUNCEMENTS General announcements were made by committee members. CONSENT AGENDA A. Approve August 23, 2017, RTAC Meeting Minutes Nichoel Baird-Spencer moved and Clair Bowman seconded approval of the Consent Agenda as presented. Motion passed unanimously. ACTION ITEMS A. Recommend Amending Communities in Motion (CIM) 2040 Liisa Itkonen requested a recommendation for COMPASS Board of Directors approval to amend CIM 2040 to add projects that have been funded, remove projects that are no longer funded, and change descriptions of funded projects. These changes were requested by the Ada County Highway District to mirror its 2016 Capital Improvement Program and by Valley Regional Transit and the Idaho Transportation Department. After discussion, Clair Bowman moved and Nichoel Baird-Spencer seconded to recommend COMPASS Board of Directors approval of Resolution 02-2018 amending Communities in Motion 2040 as presented. Motion passed unanimously. B. Recommend Draft FY2018-2022 Regional Transportation Improvement Program (TIP) and Associated Air Quality Conformity Toni Tisdale requested a recommendation for COMPASS Board of Directors approval of the FY2018-2022 TIP and associated air quality conformity. After discussion, Rhonda Jalbert moved and Nichoel Baird-Spencer seconded to recommend COMPASS Board of Directors approval of the FY2018-2022 Regional Transportation Improvement Program and associated air quality conformity as presented. 3 Motion passed unanimously.

C. Recommend Rural Project Priorities Toni Tisdale requested a recommendation for COMPASS Board approval of the rural project priorities for application through the Local Highway Technical Assistance Council. After discussion, Chris Hooper moved and Patricia Nilsson seconded recommending COMPASS Board approval of the rural project priorities as presented. Motion passed unanimously. D. Recommend Communities in Motion (CIM) 2040 2.0 Funding Policy Liisa Itkonen requested a recommendation for COMPASS Board of Directors approval of a funding policy for CIM 2040 2.0 that states: Use federal funding to maintain the existing transportation system and to strategically address regional priorities as identified in the regional long-range transportation plan. After discussion, Clair Bowman moved and Justin Lucas seconded to recommend COMPASS Board of Directors approval of the Communities in Motion 2040 2.0 funding policy language that states, "use federal funds to maintain the existing transportation system and to strategically address regional priorities as identified in the regional long-range transportation plan. Motion passed unanimously. INFORMATION/DISCUSSION ITEM A. Review Feedback on Communities in Motion (CIM) 2040 2.0 Matrix of Transportation Corridors and Projects Liisa Itkonen reviewed member agencies feedback on a matrix of CIM 2040 2.0 transportation corridors and projects. B. Federal Map-21/FAST Act Performance Management Rulemaking Carl Miller provided an overview of final Federal Map-21/FAST Act Performance Management rules, federal requirements, including performance measures and target-setting deadlines. After discussion, it was agreed to schedule a pavement profiler van at 10:00 a.m. after the November 15, 2017, RTAC meeting. C. Status Report - Rails with Trails Duane Wakan provided a status report on the Rails with Trails Workgroup's progress on developing a unified strategy among member agencies for a continuous rails with trails system within the Union Pacific corridor, to be adopted into Communities in Motion 2040 2.0. RTAC AGENDA ITEM VI-B DATE: October 25, 2017 Topic: Communities in Motion 2040 2.0 (CIM 2040 2.0) Draft Short-Term and Long- Term Funded Projects Request/Recommendation: Information/discussion. Background/Summary: Communities in Motion 2040 2.0 (CIM 2040 2.0) will include a list of the transportation improvements that have funding identified to pay for them within the horizon year of the plan. CIM 2040 2.0 will include a short-term funded projects table that includes those projects listed in the FY2018-2022 Regional Transportation Improvement Program, the FY2018-2024 Idaho Transportation Investment Program, and ACHD s FY2018-2022 Integrated Five-Year Work Plan. The short-term funded table is the first five years of the long-range plan covering FY2018 to FY2022. The draft table of the short-term funded projects is Attachment 1. CIM 2040 2.0 will also include a long-term funded projects table that includes regional capital projects on Interstate 84, state highways, principal arterials, and other projects that use federal funds. The long-term funded projects are planned and funded for construction between 2023 and 2040, and the draft table of these projects for CIM 2040 2.0 is in Attachment 2. Next steps: RTAC members are strongly encouraged to review the attachments and bring up questions at the October 25 RTAC meeting. RTAC members should provide any additions or corrections to Liisa in writing by October 31, 2017. Please carefully check the Year-of-Expenditure column in Attachment 2. COMPASS staff will update the tables as needed and bring them back to RTAC for review at the November 15, 2017, meeting. RTAC will be asked to recommend the CIM 2040 2.0 short-term and long-term funded projects, as well as the unfunded projects, in a subsequent meeting. RTAC AGENDA ITEM VI-C DATE: October 25, 2017 Topic: Communities in Motion 2040 2.0 (CIM 2040 2.0) Draft Unfunded Corridors and Projects Request/Recommendation: Information/discussion. Background/Summary: Communities in Motion 2040 2.0 (CIM 2040 2.0) identifies the transportation improvements that are needed to prepare for growth looking out to year 2040. CIM 2040 2.0 will include transportation improvements that have funding identified to pay for them within the horizon year of the plan: short-term funded projects (2018-2022) and long-term funded projects (2023-2040). Since the need for transportation improvements is greater than the available funding, CIM 2040 2.0 will also include a list of unfunded corridors and projects, based on the CIM 2040 prioritized list. Maps of funded and unfunded corridors and segments are attachments 1 and 2. At the September 27, 2017, RTAC meeting, members reviewed a draft list of the CIM 2040 unfunded corridors and projects that remain after four CIM 2040 amendments, as well as suggested additions. The feedback received at the RTAC meeting and additional comments following the meeting are incorporated in the draft table of unfunded corridors and projects (attachment 3). Next steps: RTAC members are strongly encouraged to review the attached maps and the draft table of unfunded corridors and bring up questions or changes at the October 25 RTAC meeting. RTAC members should provide corrections to Liisa in writing by October 31, 2017. COMPASS staff will update the table to incorporate feedback from member agencies to finalize the list of unfunded corridors and projects for technical analyses. Staff will evaluate any new corridors and/or projects (per the attached table) in the same manner as the remaining corridors and projects. The results of the technical analyses and priorities they suggest will be discussed at the November 15, 2017, RTAC meeting. Staff will request that RTAC recommend the priorities by January 2018 for COMPASS Board of Directors action in February 2018.
