Basketball Rules YMCA MISSION: To put Judeo-Christian principles into practice through programs that build healthy spirit, mind and body for all. Team Duties: The visiting team will be listed first on the schedule. The home team will be listed second on the schedule. One scorekeeper will be provided from each team. Each scorekeeper will keep the score sheet for their own team, unless a staff is provided. The home team is responsible for leading the Player s Pledge prior to the start of the game, unless a staff is provided. Both teams are responsible for cleaning up their bench immediately after game. During the game, there shall be a limit of (3) coaches on the sideline. Only one coach may be permitted to stand at one time (if seating is available). Stacking (The practice of moving the bulk of the offensive team to one sideline to allow a player to drive one-onone) is prohibited. One warning will be given per game. Thereafter, technical fouls will be assessed. Any basket scored as a result of a play that prompts a stacking call will be disallowed. 2. The rule against standing in the lane for more than three seconds will be enforced in 10U and up. Should a team lead by twenty points or more the following defensive adjustments must be made: a. 7U-10U: No double teaming unless the opposing team returns to within fifteen points. b. 11U-18U: No full court press unless the opposing team returns to within fifteen points. Defense: 6U-9U 1. Man to man defense only. Zone defense is not allowed. Man to man is defined as being and arms length away from the offensive player. 2. No double teaming except for 7U-9U double teaming is allowed in the lane. 3. No back court defense is allowed. The offensive team must be allowed to bring the ball into the front court. 4. Stealing. a. 6U-8U no reaching in to steal. b. 9U and up stealing is allowed. 5. In all age groups, players are allowed to switch on defense.

6. In all age groups, players can intercept off the pass. Any loose ball situations the ball can be played by either team. 7. 6U-8U there will be no blocking of shots. 8. The defensive players must stand at least (6) feet from the mid-court to allow the dribbler to bring the ball across mid-court. Illegal defense penalty: A violation of any of the defensive rules will result in an illegal defense call. Two illegal defense warnings will be granted per half. Thereafter, technical fouls will be assessed. Jump Ball: A jump ball will begin play. Thereafter, in all jump ball situations teams will alternate taking the ball out of bounds at the spot of the jump ball call. The team that fails to gain control of the opening jump ball starts the alternating process. Free Throws: Players not occupying a marked lane space may not enter the lane until the free throw is over. Charging the lane on a free throw is prohibited. Players occupying a designated lane space may not enter the lane UNTIL THE BALL HAS HIT THE RIM. The shooter may not enter the lane until the ball touches the rim. The Bonus Situation: One-and-one bonus will begin with the 7 th team foul per half. Two bonus free throws will be awarded beginning with the 10 th team foul per half. Technical Foul: A technical foul will result in the other team getting two free throws and the ball out of bounds. All technical fouls will also be counted as personal fouls. Game Clock: A running game clock will be used and will only stop for: Timeouts. Injury or illness. All whistles in the last two minutes of 2 nd and 4 th period. (Unless one team is ahead by 15 points or more.) This rule only applies to ages 11U and up. Shot Clock: A shot clock will not be used Time-outs: Each team will receive (2) one-minute/ time-outs per half. Unused timeouts from the 1 st half may not be carried over to the 2 nd half. Injuries will be charged as an official s time-out. Overtime: There will be no overtime in the event of a tie. Substitutions: There will be no substitutions in age divisions 6u-10u. Ages 11u and up there will be open substitutions, all children must play at least half the game. Failure to comply with playing time rules will result in a one game suspension for the coach.

Exceptions: 1. A player fouls out of a game 2. A player is injured or gets ill * Injured and ill players may re-enter the game during a period and Should be encouraged to do so, if able. The player inserted as a Sub must be removed if the player returns. NOTE: If a substitution is made for an allowed exception, the player that started the period is credited with the entire period of playing time. The sub is not credited with any playing time for the period. Playing Time: The following player rotation must be followed for all players present at the start of the game (defined as being present for the Player s Pledge). This rotation will be STRICTLY ENFORCED. Any player who does not arrive by the start of the game, end of the pledge, is not guaranteed to play in the first half of he game. In other words: 1. If a player arrives prior to the end of the 2 nd period, they will be guaranteed to play one (1) period in the second half of the game. 2. If a player arrives at their game as scheduled, and at half-time it is verified that this player has not played their minimum of one (1) period of the half, the coach will then be charged with a two shot technical. The coach will then play the player the amount of time to reach the minimum playing for the entire game. There is a two shot technical foul for each half for not being in compliance with this rule. 3. If a player arrives at their game on time and is not designated as being ill or injured and does not play their minimum of 2 full periods, the coach s actions will be reported to the sports committee, by the site director, for disciplinary action. 4. A sick or injured player may dress out for each game that they will not play. Once a player is designated as being sick or injured before the game, the coach must notify the other coach and site director if that child is to participate. 5. The coach is reminded the aim of the YMCA is to play every player half of each game, unless the player is injured or on disciplinary probation. A notification must be made in the scorebook that the player did not play because of disciplinary actions. Exceptions: 1. A player fouls out of the game. a. The period in which the player fouls out must be marked on the score sheet. 2. A player is injured or gets ill. a. The period in which the player cannot start due to illness or injury must be marked on the score sheet. 3. A player arrives late. Late is defined as not being there for the Player s Pledge. a. A late arriving player must be marked as late on the score sheet along with the period in which they arrived (E.g., Jones- arrived during 3 rd period). b. Late arriving players will play a minimum of one-half of the periods that begin after the player arrives.

c. If a player has excessive absences from practice the coach has the right to contact the Sports Director for further assistance. The Sports Director will have the final decision in the outcome of playing time. Scorekeeping: Coaches are responsible for ensuring that the scorekeeper has a full and complete roster prior to the game time. The full team roster should be listed. Absent players must be noted on the score sheet. Late arriving players must be noted on the score sheet along with the period in which they arrived. The team designated as Visitor shall be expected to provide at least one (1) adult for each game to serve as an official scoreboard keeper & timekeeper, unless staff is provided. If a team leads by more than twenty points the scorekeeper will discontinue taking a visible score for the remainder of the game, unless the opposing team comes back within fifteen points. o AT THE YMCA WE DO NOT PROMOTE RUNNING UP THE SCORE Coaching Behavior: Unsportsmanlike conduct of the players, coaches or spectators will not be tolerated. A two (2) shot technical will be called against the spectator, player or coach at the referee s discretion. If an additional unsportsmanlike conduct is technical foul is called on the same individual, that individual will be asked to leave the gym. Any player, coach or spectator ejected will be suspended for at least one (1) game and will be placed on one (1) year probation. If ejected again during the probation, that person will be removed from the program. All violations will be documented and referred to the Youth Sports Committee. The coach does have the right to appeal this decision to the YMCA Youth Sports Committee. The appeal must be in writing and received within one week of the ejection. Players Wearing Cast and Jewelry: In order to protect the safety of all players in the basketball program, any participant wearing a cast will prohibit them from participating in YMCA games or practices. Exceptions will be granted with approval from the Executive Director and documented approval from a Doctor. Players cannot have anything on fingers/wrists and can only wear earrings if they are studs. No dangling earrings allowed, no necklaces allowed.
