Draft Angler Mountain Ranch HOMEOWNERS ASSOCIATION TOWNHOME ANNUAL MEETING June 16, 2012 The regularly scheduled Annual Meeting of the Angler Mountain Ranch Townhome Homeowners Association Townhomes and Cabins was held on Saturday, July 16, 2012, at the Silverthorne Town Hall. Declarant Tim Crane called the meeting to order at 9:09 a.m. ROLL CALL Membership roll was taken. Quorum was met as the property is still under Declarant control. Present from Wildernest Property Management (WPM) was Roxy Hall, HOA Community Manager.

Mr. Crane welcomed everyone to the 2012 Townhome/Cabin Neighborhood annual meeting and expressed appreciation to the membership for their attendance. DEVELOPER UPDATE Mr. Crane reported on the infrastructure developments. Angler Mountain Road North will connect into Hamilton Creek. (This is a great bike route for owners). Road Development will continue as the community grows. The truck traffic should minimize in about 2 weeks as the top soil will be distributed. Vegetation and hydro seeding in the storage area will be done when complete. The trail will reopen in August. The Xcel substation will not be on or adjacent to Angler Mountain Ranch. Furthermore, the substation will be screened from view by Angler Mountain Ranch owners. Mr. Crane has requested a 25 tree line be planted to screen the substation. Mr. Crane is also attempting to have a wooden fence vs. a chain link fence surrounding the substation. Fly Line and Bald Eagle Drive along with Angle Mtn. Rd are public roads maintained by the Town of Silverthorne. Starting at 23 Fly Line Drive through 1032 Fly Line Drive 3 buildings are under construction. The new model will by occupied by August 1 st, 2012. The Cranes hope to begin construction on all 5 buildings this year. The drainage was changed to eliminate the road drainage issue which ran between the townhome buildings. A dry creek extended with rock will be added. The water trucks have been scheduled for 3 times per day to help with the dusty conditions during construction. The Crane s intend to pave as soon as possible to help alleviate the dust to owners. 18A will be shown on the 2012 Parade of Homes. The Silver Trout developers applied to the city, however their application was incomplete. Silver Trout has been approved for the wet land construction. Silver Trout development owns 12 acres, 6 acres deemed for development. Mr. Crane is proposing a siphon station for sewer lines to be completed by the fall. The completion of the clubhouse is projected for 2013. The clubhouse which will be built over-looking the lake will contain a kitchen, bath and a great room with a fireplace. A spacious deck will overlook the pond. A water tank will be built next spring, which finishes the bulk of the infrastructure. August 2013 is the projected completion of the plotted cabin roads. The Crane s proactive building plan was applauded by the owners and recognized as successful during these difficult financial times. Mr. Crane appointed Mr. Bartell to serve as treasurer on the Townhome Board of Directors, replacing Jim Harrington. Mr. Harrington will continue to serve on the Landscape Committee. APPROVAL OF MINUTES RESOLUTION: UPON MOTION MADE, DULY SECONDED AND PASSED UNANIMOUSLY, THE MINUTES OF THE 2011 ANNUAL MEETING WERE APPROVED. FINANCIAL/BUDGET The April 2012 Financials were reviewed by Mr. Bartell. Mr. Bartell gave a history of the finances at the Angler Mountain Townhomes. Homeowners discussed and questions were fielded regarding Angler Mountain Ranch financial status. The Operating account (Townhomes) reflected an Operating balance of $28,865.26 while the Reserve account reflected a balance of $91,690.07. No dues increase is projected for the 2012-2013 Townhome Budget. The landscape budget was increased due to growing maintenance needs as the community ages. The budget as presented by Mr. Bartell was accepted by the owners. Mr. Bartell noted, WPM s Margarita and Roxanne have been extremely helpful in the transition of management companies. All monies have been accounted for from the previous management company. It was also noted the extreme appreciation to Christy High for her hard work and dedication as she serves on the landscape committee. 2

Common Account Financial Status May 2012: 3

TOWNHOME PROPERTY BUSINESS Mr. Crane reported the painting of the 3 original townhome buildings will begin on Monday. If time allows the 4 th townhome building will also be painted. 2013, Townhome building 4-5-6-7 should be painted. Siding has been replaced on the 1 st four townhome buildings as needed. Warranty tree loss will be dealt with by Mr. Crane to Vic s Landscaping. o Vics Landscaping was un-responsive to owners. o 3 bids for landscaping were obtained. o Greenscapes has been chosen for the 2012-2013 landscape vendors. o Replacement tree cost will be less if bundled as a large order. Owners to contact Christy High will tree orders. Ms. High will email to the Crane s all un-resolved warranty issues. RESOLUTION: UPON MOTION MADE, DULY SECONDED AND PASSED UNANIMOUSLY, $9000. WAS APPROVED FOR SPENDING ON REPLACEMENT TREES, SHRUBS BY THE LANDSCAPE COMMITTEE FOR THE 2012-2013 WITH THE CAVEAT THE COMMITTEE SEEKS A 3 RD PARTY TO INVESTIGATE THE PLANTING CONDITIONS AND PROVIDE A PLAN FOR SUCESSFUL PLANTINGS. DEADLINE FOR EXECUTION WILL BE BY September 1, 2012. Lake Update. Mr. McClurg reported: o The lake is in need of replenishing. o An expert has advised stocking the pond annually. o The cost to re-stock is approximately $2000.00 o $500. Remains in the Lake Account. o A letter requesting donations for restocking will be sent to owners in 2012. o 2013 and beyond the restocking will become a budget line item for common expenses. o Mr. Bartell will investigate the common account to determine if a dues increase will be necessary to fund the restocking of the pond in the future. o Any excess funds will be kept in Lake account for future re-stocking. o Tim Crane has pledged $250.00 for the 2012 donation drive. o WPM is to expedite the check release to Mr. Bartell for payment of restocking. RESOLUTION: UPON MOTION MADE, DULY SECONDED AND PASSED UNANIMOUSLY, APPROVAL OF $1500. OUT OF COMMON RESERVE FUNDS FOR RESTOCKING OF THE POND IN 2012. The Owners/HOA/Developer responsibilities are outlined in the declarations found on the website, www.wildernesthoa.com. Under the resource tab and scroll to governing documents. The Town of Silverthorne will be requested to provide leash law signage for Angler Mtn. Ranch. WPM is to send an email blast regarding retuning trash cans immediately upon service. All animals must be leashed when within Angler Mountain Ranch Property. WPM will post the owners warranty process and information on the website. NEXT YEAR S MEETING DATE To be announced. CABIN CALL TO ORDER: 11:51 A.M. Ms. Crane explained the landscape has been delayed due to financial considerations. Last year the landscape was $250.00 per cabin, this year the bid came in at $800.00 per cabin. Due to the increase in operating expenses the cabin dues will be increased. The cabin owners noted the townhomes pleasure with Greenscapes landscape maintenance. The scope of work for the cabins landscaping paid within the dues structure will be: Start on system, including setting the timers in each cabin. Shut off system, including blow-out of all the lines. Mid-Season Audit Re-set of timers as needed Coverage check Sprinkler head checks for needed repairs/replacement Fertilize sod 1X per season, spring Mow/Trim 6X per season, as needed, front yard sod only. Deep-root feeding/wilt-proof 1X per season Mulch, refresh 1X per season 2012-1 yard per number of cabins, distribute as needed to cabins 1 hour labor per cabin Weeding 3X per season as needed 1 hour per weeding (3 hours per season) Landscaping Tasks outside of this scope of work will be the owner s responsibility. Cabin owners are responsible to provide access to cabins for system on/off procedures. I.E. codes, keys. Cabin owners must provide access information no later than May 1 st to WPM, Roxy Hall at hallr@wildernest.com. If May lst deadline is missed the owner will be responsible for any incurred damage to landscaping. Note: Landscaper to set water for 1x every other day at owner s request. Landscape to provide instructions to cabin owners for sprinkler system, so owners may control length of time, days etc. during the season. Note: Mr. Crane will warranty the sod at cabin #65 for replacement. FINANCIALS The April 2012 Financials were reviewed by Ms. Crane. Ms. Crane gave a history of the finances at the Angler Mountain Cabins. Homeowners discussed and questions were fielded regarding Angler Mountain Ranch financial status. The Operating account (Cabins) reflected an Operating balance of $2,479.28 while the Reserve account reflected a balance of $12,022.87. A dues increase to $295.00 per month for the 2012-2013 fiscal years was approved. American Family is to send to each cabin owner a summary page of insurance coverage. The cabin driveway snow clearance will be improved with the addition of cobble 4-5 from garage door and instructions to the plow to remove all snow to the farthest boundaries. Mr. Crane will check with plow vendor on the icing issues and proposed solutions. WPM to explain a water/sewer line budget item on cabins, as cabins pays for their own water/sewer. WPM to delete the water/sewer line item from cabin budget. 5
