LEAGUE HOSTED ALL STAR TOURNAMENT PLAYING RULES (Special Games) 1 SITE SELECTION AND ADMINISTRATION 1.1 A Tournament Director must be appointed in advance of the tournament and be prepared to be present at the site throughout the tournament. If the Director is unable to be on location, an adult member of the Tournament Committee must be present. All tournament personnel must be adults (over 18) with the exception of scorekeepers; press box workers and refreshment stand workers who should be at least 13 years of age. 1.3 The Tournament Director is responsible for providing and attaching a copy of the district approved pitch count log to a copy of the team roster at the tournament draw meeting. At the conclusion of each game the tournament director or his designee shall sign each team log entry to attest to the number of pitches pitched by each pitcher. The team roster and log shall be held by the team manager and made available to the opposing team manager one-half hour before game time. The team manager must present the log to the tournament director or his designee before a game may begin. Should a game begin without the log in the possession of the tournament director, no protest shall be allowed for a pitching violation. TEAM PITCH COUNTS AND SCORES WILL BE REPORTED TO THE TOURNAMENT DIRECTOR AND POSTED ON THE RLL WEBSITE LATE 8 S TOURNAMENT TAB 2 GENERAL ADMINISTRATIVE RULES 2.1 The schedule for all games has been provided to each manager and will be posted on the RLL Website. 2.2 Insurance coverage is the responsibility of the individual league entering a team in the tournament. 2.3 All teams must be uniformed with matching shirts even though they may represent various teams in the sponsoring league. All shirts must be numbered and identical numbers will not be allowed. Sponsor name are permitted on uniforms. 2.4 Participating teams will supply their own bats, gloves, batting helmets, and catcher s equipment. Little League approved helmets must be worn by all batters, base runners, catchers and player coaches. 2.5 Rubber spikes or sneakers must be worn at all times. 2.6 Coaches from each team shall compare pitch counts after every half inning and agree to a total before play can continue. The Official Table, Tournament Director and Umpire will have final say. 2.7 Each team will furnish the opposing team and official scorer with a copy of their lineup to include name, number and position prior to the start of the game. The tournament host will furnish lineup cards. MUST BE at a minimum 15 minutes PRIOR to Start. 2.8 Teams not arriving at the field within fifteen minutes after the scheduled starting time will forfeit the game. Teams not fielding nine players throughout the game will forfeit the game. 2.9 No refunds of the entrance fee will be awarded to any applicant for any reason after the start of the tournament. 2.10 All Baseballs used during the tournaments must be approved Little League Baseballs. The LLB 2

website at www.littleleague.org has an approved list. 2.11 Managers and coaches are required to adhere to the New Jersey State Little League Dress Code which is as follows: a. Managers and coaches shall wear hats and shirts similar to those of the team they represent. b. Long pants shall be worn by both manager and coaches; shorts may be worn if all adults are wearing the same type. Long pants or shorts must be Docker style (Khaki, white or black); or golf/coach style consistent with team colors. Pants that are frayed will not be permitted nor will pants or shorts with more than two front pockets or two rear pockets; Cargo shorts and sweat pants are not permitted. c. Shirts must have collars and sleeves and be tucked in completely around the waist. The shirt shall be consistent with the color scheme of the team they represent. It shall not display any reference to drugs, alcohol, tobacco, nudity, or firearms. d. Athletic shoes (no metal spikes) or sneakers must be worn. They shall be in good repair, laced and tied. Sandals are not permitted. 2.12 For all levels, tournament teams are allowed to have only a manager and two additional coaches in the dugout. A scorekeeper will be in addition as at Sunnybrae 2.13 There is no smoking on the field, in the dugouts or in the batting/pitching cages, subject to host site and township regulations. 2.14 Each team shall consist of a maximum of 14 eligible players. A roster listing the name and date of birth of each player should be presented to the tournament official at the tournament meeting. All replacement players shall follow the Little League procedures for eligibility prior to the player being placed on the roster. 2.15 Cutoff ages for each tournament will be based upon Little League Age. Proof of age (a birth certificate copy) must be presented with the roster at the host leagues special meeting no later than one week before the tournament. Any player whose birth certificate is not provided by the first game will be eliminated from the team s roster. 2.16 Any manager or coach ejected by an umpire during a game MUST leave the premises before game resumes. The ejected person will automatically be suspended and not be present at the next game. A second ejection in the same tournament will cause the manager or coach to be ineligible for further tournament coaching during the current year. 2.17 Host league must post and keep current a tournament bracket and pool standings (if applicable). 3 GAME RULES 3.1 Regular season Little League rules will apply to all tournaments except as noted herein. Rules may only be changed by a majority vote of the league presidents at a regularly scheduled Presidents Meeting. At no time may a Tournament Director or majority of tournament managers change any District or Little League rule or regulation. 3.2 The Home team shall be determined by a toss of the coin prior to the start of each game for double elimination tournaments. The winner of the toss has the choice of selecting home or visitor. The Home team shall occupy the first base dugout, the Away team shall occupy the third base dugout. A team representative must be available at least ½ hour prior to the scheduled game time to meet with a league official and participate in the coin toss. Failure to attend the coin toss will result in your opponent s win of the toss. COIN FLIP 30 MINUTES PRIOR HOME TEAM IN 1 ST BASE DUGOUT, AWAY IN 3 RD BASE DUGOUT 3.3 No one except the roster players, the manager, and two coaches may occupy the dugouts during the game. In 8 year old tournaments, a defensive coach will be allowed behind the plate to retrieve balls in no steal situations. 3.4 For all tournaments, the batting order will consist of all players present. 3.5 For the 8-year old tournament, an inning is complete when three outs are recorded, five runs are scored, or every player has batted. The five run rule is waived in the 6 th inning and all subsequent innings for both teams. 3.6 For all tournaments, there shall be free substitution of defensive players with a minimum of two innings in the field. 3.7 For the 8-year-old tournament base stealing will be allowed except for home. Any attempted ensuing play will cause the ball to be live but in any case a runner may not advance to home. 3.8 Fake bunt and hit is not allowed. Any attempt to fake bunt and hit will result in the batter being called out and the ball being declared dead. 3.9 The host league shall determine where pre-game warm-ups are to take place. It is suggested that no practice will be allowed on the infield. Practice prior to the game should be limited to the outfield and pitcher warm-up areas, time permitting. WARMUPS WILL BE IN THE OUTFIELD ONLY. NO INFIELD WILL BE USED. CAGE TIME WILL BE ASSIGNED FOR EACH TEAM(S) FOR EITHER OUTDOOR CAGES AT T1 OR TANTUM INDOOR CAGES. TEAMS WILL STRICTLY ADHERE TO TIMES ASSIGNED 3.10 For the 7 and 8-year-old tournaments there will be no infield fly rule. 4

4 OFFICIAL/SUSPENDED GAMES 4.1 In the event of inclement weather, the managers of the teams scheduled to play will be contacted and notified of the rescheduled date. Each team must supply the host league with a reliable daytime and nighttime phone number for the manager and coaches. 4.2 All games will be governed by the one hour and fifty minute time limit except in the final and semi-final game. That is, no inning may start beyond this limit with the exception of a tie game. The start of an inning is defined as the time immediately following the third out of the bottom of the inning. The game start time will be defined as the time announced by the home plate umpire once the first pitch of a ballgame has been delivered. The home plate umpire's watch will be the official timepiece for the game. NOTE: An inning started before the expiration of the time limit must be completed even if the game concludes after the time limit or curfew. 4.3 Tournaments for 7, 8 and 9 year old players shall be governed by the Little League regular season curfew that is no inning may start after 10:00pm. 4.4 The fifteen and ten run rules will be in effect. The team that is behind shall concede the game if either of the following two conditions apply: a. After three innings (two and one half if the Home team is ahead), a team has a lead of fifteen of more runs. b. After four innings (three and one-half if the Home team is ahead) a team has a lead of ten runs or more. 4.5 Time taken up during any serious injury will not be charged against the game time limit. Managers must confirm with the umpire at the time of such an incident the exact time credited. 4.6 Any rescheduled game will be the responsibility of the tournament committee to set the date and time. 5 PROTESTING GAMES 5.1 The game will stop at the point of protest. The protest committee members will go to the clubhouse and rule on the protest at that time. The protest committee consists of the two managers, the two umpires, the tournament director or his designee. Time required resolving the protest will not be credited towards the game time limit. 5.2 The Host Tournament Committee assumes the responsibility for making any final decision pertaining to tournament policy. 5

It is the responsibility of the team manager to make sure that the tournament director or his designee complete and sign this form at the conclusion of each game. This form must be made available to the opposing team manager one-half hour before game time. The team manager must present this form to the tournament director or his designee before a game may begin. Should a game begin without this form in the possession of the tournament director, no protest shall be allowed for a pitching violation.
