International Power Boat Association Meeting Minutes January 27 th 2019 Queen City Yacht Club, Seattle, WA Call Meeting to order. The meeting was called to order at 0802 by Commodore Jim Vaupell. Minutes. It was moved, seconded, and approved (M/S/A) to accept the 2018 Annual Meeting minutes as posted on the web site. Treasurer s Report. Treasurer Dave Padgett did not have the report with him but recalled that we entered the year with a cash balance of roughly $17,000. Dave has since forwarded the actual report which is attached. Standing Committee Reports Rules. Dave Padgett - No report. - Jim Vaupell brought to the table concerns about ambiguities in the special rules of the just-completed First of Season (FOS) rally. He cited specifically that it was unclear whether use of certain electronics, such as range finders, were allowed. Further discussion revealed concerns about allowing extra contestants on lake rallies and how the scoring was handled concerning this in the FOS. It was noted that we have encouraged creativity and flexibility on the part of rally masters to try rules variations to encourage greater participation, and that this has led to some unforeseen situations that affect the fairness of competition. The approach being taken by MBYC and BYC for their upcoming competitions where contestants could choose to compete in separate traditional or electronics-aided classes was considered a positive innovation. It was also discussed that greater emphasis on the review of special rules, especially those that counter the standard rules, was needed in the sanctioning process. - M/S/A: To amend the FOS Rally results to reinstate Jim Veres as a separate contestant and award him second place points with no change to the published standings or points of the other contestants. Jim Vaupell Need to confirm Jack Hyde and Filucy Bay dates. No TYC or GHYC representatives were available to confirm. PYC Liberty Bay Challenge to be combined with QCYC/SYC Eagle Harbor Race to make room for the Barucsh/Castagna. - Action: All clubs requested to forward their 2020 contest dates to Jim Vaupell. - Action: John Burwell to forward G14 scheduling guidelines for info to Bridge, webmaster. 2019 Barusch/Castagna. The Schedule of Events and preliminary budget were distributed for information and discussion (schedule attached). - M/S/A: IPBA funds not to exceed $1,500 were approved as an advance against necessary deposits and early expenditures for the Barusch/Castagna to be paid back through event proceeds. IPBA Alaska Race 2020. Bob Watson confirmed he would coordinate the flotilla stop-over at Thorne Bay. He was encouraged to contact Bill Anderson to confirm the timeline and the possible conduct of a boomerang leg out of Thorne Bay. Next IPBA meeting to be held at SYC on May 5 th at 1000 hours.
