Unprotected road users left behind in efforts to reduce road deaths 5 th PIN Conference 21 June 2011 Henk Stipdonk, SWOV

Reduction in road deaths since 2001

44% of all deaths are unprotected road users, ranging from 30% to 50% in EU27-countries 100% 90% 80% 70% 56% 60% 50% 40% 30% 20% 10% 0% NO FI BE SE IE BG BE EE LU AT SK ES CZ SI FR DE PT NL MT LV DK LT IL EL UK HU IT PL CY RO CH EU estrians cyclists PTW's Other 20% 6% 17%

Why these differences between countries? Different travel habits between countries, of 1. Walking 2. Cycling 3. Riding a M2W Different over all safety levels between countries Travel and risk(behaviour) are age-dependent

Travel and fatalities in The Netherlands fatalities s, 2001-2009 3500 3000 2500 2000 1500 1000 mobility and fatalities by mode 70 fat/10 9 km 23 fat/10 9 km 12 fat/10 9 km 2,7 fat/10 9 km all all all all Risk: fatalities/km Mean risk= 4.8 fat/10 9 km M2W-risk = 30 times Car-risk 500 0 0 200 400 600 800 1000 1200 distance travelled [10 9 km], 2001-2009 all Ped-risk = twice the Bicycle-risk

Travel and fatalities in The Netherlands by age. fatalitie es, 2001-2009 1000 100 500 fat/10 9 km mobility and fatalities by age and mode 30-39 0-11 30-39 30-39 0-11 all 0-11 5 fat/10 9 km 10 0,1 1 10 100 1000 distance travelled [10 9 km], 2001-2009 30-39 all 0-11 30-39 Mobility and risk depend on age. For every age group: Risk for > risk for. > risk for. > risk for occ.

Travel and fatalities in The Netherlands, example: ities, 2001-2009 fatali 1000 100 10 500 fat/10 9 km mobility and fatalities by age and mode 30-39 0-11 30-39 5 fat/10 9 km 30-39 0-11 all 0-11 30-39 all 0-11 30-39 0,1 1 10 100 1000 distance travelled [10 9 km], 2001-2009 Risk difference for users of and : almost 100 times more risk for

Reduction in estrian deaths Annual average % change in estrian deaths (2001-2009)

Travel and fatalities in The Netherlands, estrians ities, 2001-2009 fatali 1000 100 10 500 fat/10 9 km mobility and fatalities by age and mode 30-39 0-11 30-39 5 fat/10 9 km 30-39 0-11 all 0-11 30-39 all 0-11 30-39 0,1 1 10 100 1000 distance travelled [10 9 km], 2001-2009 Highest risk for years then for,,

Reduction in cyclist deaths Finland - 14% Slovakia - 10% Latvia - 10% Lithuania - 9%... NL - 4% Annual average % change in cyclist deaths (2001-2009)

Travel and fatalities in The Netherlands by age, for cyclists fatalities s, 2001-2009 1000 100 10 500 fat/10 9 km mobility and fatalities by age and mode 30-39 0-11 30-39 all 5 fat/10 9 km 30-39 0-11 0-11 0,1 1 10 100 1000 distance travelled [10 9 km], 2001-2009 30-39 all 0-11 30-39 Cyclists Between 0-60 have the same risk 60+ riders have much higher risk. Ageing population + popularity of (electr) cycling increases fatalities

Change in road deaths among PTWs Insufficient progress: 6,000 riders killed in the EU - only 18% reduction in deaths among PTWs since 2001 Portugal -10% Latvia - 8% Ireland - 5% France - 5%... NL - 3% Romania 43% Finland 10% Sweden 6% CZ 5% PL 3% Annual average % change in PTW deaths 2001-2009

More mid-life riders Male and female motorcycle deaths by age in 2008 (with 2001 and 1991 for comparison) Source: CARE

Fatalities and mobility of s fatalities s, 2001-2009 1000 100 500 fat/10 9 km mobility and fatalities by age and mode 30-39 0-11 30-39 all 30-39 0-11 0-11 30-39 5 fat/10 9 km 10 0,1 1 10 100 1000 distance travelled [10 9 km], 2001-2009 all 0-11 30-39 much more risk, especially elderly (60+)

Good practices from the NL general approach for all road users Sustainably safe road traffic system: Separate slow and fast traffic Separate heavy and light traffic Separate traffic with different directions Specific safety problems For estrians: crossing the street For cyclists: crossing intersections Since 1998: 40,000 km of 50km/h roads 30 km/h 33,000 km of 80km/h roads 60 km/h

Separate yle lane 50 km/h 50 km/h

Separate lanes 80 km/h 80 km/h

30 km/h

Specific measures Priority for cyclists and mo riders coming from the right. Mos on the riageway (and not on the ycle lane) Enforcement on illegal uptuning of mo engines (to increase the maximum speed) Mo rider certificate

Mos on riage way

Enforcement uptuning mos

Remaining challenges Not all 30 km/h roads are properly constructed (speed bumps, a construction that enables safe crossing). Many remaining 50 km/h roads cannot easily be rebuilt. Many single vehicle accidents. cyclists: in NL half of all seriously injured! : 30% single vehicle fatalities. : a real challenge: unprotected high speeds unstable equilibrium vehicle
