How ExpressLanes Work 7
Project Map 8
Project Need I-105 experiences heavy demand during peak commute hours that exceeds the freeway s capacity. Between 200,000 to 250,000 daily vehicles on an average weekday. HOV lane is degraded (speeds are less than 45 miles per hour during peak periods). o It can take 43 minutes to drive the HOV lane during the PM peak compared to 15 minutes with no congestion Peak period speeds average 25 miles per hour or less in the General Purpose lanes. o It can take as long as 50 minutes to drive the corridor during the PM peak compared to 15 minutes with no congestion 9
Project Purpose Enhance traffic flow; Improve trip reliability and travel times; and, Sustain and manage mobility within the corridor. 10
Project Description The I-105 ExpressLanes Project is studying the possible implementation of ExpressLanes on the I-105 between the I-405and I-605, a distance of 15.7 miles. o In addition, the Project will also study the I-105 west of the I- 405 to Sepulveda Bl and east of the I-605 to Studebaker Rd to identify potential signage locations and access points into the ExpressLanes. 11
Proposed Alternatives Alternative 1: Alternative 2: Alternative 3: Alternative 4: Existing Conditions (No Build) Convert High-Occupancy Vehicle(HOV) lane to one (1) ExpressLane Convert HOV lane to one ExpressLane and add a second ExpressLane (nonstandard lane widths) Convert HOV lane to one ExpressLane and add a second ExpressLane (standard lane widths) 12
Alternative 1 Existing Conditions (No Build) Graphic illustrates current conditions with no changes No additional travel lanes or ramp improvements would be installed as part of this alternative *Note: Auxiliary Lane is only in certain locations on I-105. 13
Alternative 2 Convert HOV to One (1) ExpressLane (Standard Lane Width) Convert existing HOV to one (1) ExpressLane in each direction with standard (12 ft) lane width Property acquisition is not anticipated *Note: Auxiliary Lane is only in certain locations on I-105. 14
Alternative 3 Two (2) ExpressLanes (Non-standard Lane Widths) Convert existing HOV lane to one ExpressLane and add a second ExpressLane in each direction Non-standard lane and shoulder widths o Lane could be reduced from 12 ft to 11 ft Property acquisition is not anticipated at this time but will be assessed as part of this effort 15 *Note: Auxiliary Lane is only in certain locations on I-105.
Alternative 4 Two (2) ExpressLanes (Standard Lane Widths) Convert existing HOV lane to one ExpressLane and add a second ExpressLane in each direction Standard lane (12 ft) and shoulder widths Property acquisition is anticipated *Note: Auxiliary Lane is only in certain locations on I-105. 16
Tolling Requirements Concept of Operations (ConOps) o Define operational policies, toll collection systems, and facility design Traffic and Revenue (T&R) Study o o Will consider congestion, capacity, and potential time savings Estimate toll rates and potential toll revenue for this corridor Apply for Tolling Authority o Metro and Caltrans will need to apply for tolling authority through the California Transportation Commission (CTC) in order to implement ExpressLanes on the I-105 17
Environmental Document & Studies Project Approval/Environmental Document (PA/ED) o o o o Project Report Environmental Impact Report (EIR), pursuant to California Environmental Quality Act (CEQA) Environmental Assessment (EA), pursuant to National Environmental Policy Act (NEPA) Caltrans is the CEQA/NEPA Lead Agency for EIR/EA 18
