Mixed Team Event Quota Places The NOC, who has qualified in total six (6) athletes for Individual Events in the following mixed team (group) categories fulfills the qualification criteria for the Mixed Team Event. Eligibility Athlete Eligibility Athletes must be registered members of their National Federations affiliated to the EJU and the IJF. All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate at MINSK 2019. Age Requirements Athletes participating in Judo at MINSK 2019 must be born before 1 January 2005. Medical and Anti-Doping Requirements To be eligible to participate at MINSK 2019, all athletes must satisfy the medical requirements according to the EOC Medical and Anti-Doping Guidelines. To be eligible to participate at MINSK 2019, all athletes must comply with doping control process in accordance with the EOC Medical and Anti-Doping Guidelines and the EOC Anti-Doping Rules. Additional European Judo Union (EJU) Requirements To be eligible to participate at MINSK 2019 all athletes must have competed in a minimum of two (2) tournament, counting towards the IJF World Ranking List (WRL) during the European Games Qualifying period ending by 8 April 2019. D. Qualification Process The qualification system allows for the participation of the best athletes through a fair and transparent process within the framework of the Olympic Charter. Seeding at the draw will be done according to the last IJF WRL edition before MINSK 2019 Judo Competition. Qualification Places: MEN Individual Events Number of Quota Places 228* Qualifying Event or Ranking Qualification Type: The International Judo Federation (IJF) World Ranking List (WRL) for European athletes as of Monday, 8 April 2019. Qualification Process: As priority, the EJU allocates nine (9) athletes in each Men s weight categories entered by the Host NOC. Furthermore, the EJU will allocate remaining best ranked European athletes considering IJF WRL as of 8 April 2019 to reach a maximum of quota places per each weight category as detailed in Section B. Each NOC is entitled to enter 9 athletes in total for men. Only a maximum of two (2) athletes per category will be allowed. In case of equality of total points of two or more athletes on IJF WRL as of 8 April 2019, the higher ranking athlete will be decided according to Additional Rules of IJF WRL. Qualification Places: WOMEN Individual Events Number of Quota Places 160* Qualifying Event or Ranking Qualification Type: The International Judo Federation (IJF) World Ranking List (WRL) for European athletes as of Monday, 8 April 2019. Furthermore, the EJU will allocate remaining best ranked European athletes considering IJF WRL as of 8 April 2019 to reach a maximum of quota places per each weight category as detailed in Section B. Each NOC is entitled to enter 9 athletes in total for men. Only a maximum of two (2) athletes per category will be allowed. Mixed Team Event Qualifying Event or Ranking Qualification Type: The NOC who has qualified in total 6 athletes for Individual Events in the Mixed Team (group) categories fulfills the qualification criteria for the Mixed Team Event. There is no limit of total Quota Places for the Mixed Team Event. Quota Place Allocation NOC Host NOC Allocation Allocation Process The Host NOC is guaranteed the following allocation subject to meeting the eligibility requirements detailed in Section C. Nine (9) Male Quota Places for Individual. Nine (9) Female Quota Places for Individual. One (1) Quota Place for Mixed Team event. Version 4.0 November 2018 4

Universality Allocation Numbers 12 Universality Places are made available to eligible NOCs in the individual events at MINSK 2019, subject to the athletes meeting the eligibility criteria described under Section C. The Universality places cannot be allocated to NOCs that have obtained a quota place in relevant events. E. Confirmation Process for Quota Places Qualification will be based on the IJF WRL of Monday 8 April 2019. NFs/NOCs will provide to the EJU and MEGOC a list of candidate athletes and indicate whether they intend to participate in the Mixed Team event at MINSK 2019 by Friday, 12 April 2009. By Tuesday 16 April 2019 EJU will provide MEGOC with the list of qualified athletes and teams and submits to MEGOC and EOC proposals for the allocation of the Universality places. EOC will confirm, in writing, the allocation of the Universality places to MEGOC, and MEGOC on behalf of the EOC and the EJU inform, in writing, the NOCs of their allocated quota places, including the Universality places, and Mixed Team places by 19 April 2019. NOCs must confirm their allocated quota places to MEGOC and EJU in writing by 26 April 2019. MEGOC will inform, in writing, the EJU about using of allocated quota places by the NOCs by 29 April 2019. EJU will provide to MEGOC the reallocation list of unused quota places by 30 April 2019. By 2 May 2019 MEGOC will inform, in writing, the NOCs of their reallocated quota places. NOCs must confirm their re-allocated quota to MEGOC and EJU in writing by 9 May 2019. Seeding at the draw will be done according to the last IJF WRL edition before MINSK 2019 Judo Competition. F. Reallocation of Unused Quota Places If obtained through the qualification process and allocated quota place is declined by the NOC or is not confirmed by the NOC by the deadline, the quota place in that event will be reallocated to the next best ranked athlete, not yet qualified. This process will be repeated until all places are allocated. The list of reserve athletes for each weight category will be established by the EJU taking into consideration only athletes on NOCs candidates lists. Version 4.0 November 2018 5

The reserve list established by EJU will be used H. 2020 Summer Olympics Qualification According to the IJF Qualification System for 2020 Summer Olympics the IJF World Ranking List is the exclusive pathway of qualification. IJF WRL points will be awarded to athletes for Individual Events of MINSK 2019 in the same value as for the Continental (European) Judo Championships. IJF Qualification System for Mixed Teams Event of Tokyo 2020 is considering exclusively the athletes qualified for Individual Events. The IJF Mixed Teams WRL will be used for seeding in 2020 Summer Olympics. For Mixed Team Event of MINSK 2019 the national mixed teams will be awarded IJF WRL points in the same value as for the Continental (European) Mixed Teams Championships. Version 4.0 November 2018 6
