ELIGIBILITY A golfer must meet all eligibility requirements of the Arkansas Activities Association. Refer to the current AAA Handbook and any other recently adopted proposals. RULES The USGA Rules as well as local course rules shall be the official rules. COACHES Each team or player must have a coach. The designated coach must be: (1) A district employed (minimum of three periods per day) certified teacher with an Arkansas Department of Education coaching endorsement (2) A registered volunteer who has successfully completed the NFHS Coaches Education Program (3) A district employed (minimum of three periods per day) certified teacher who has successfully completed the NFHS Coaches Education Program. Exception: An adult authorized in writing by the school administration may accompany the team if there are fewer than six players. ENTRIES No school may enter more than one team in the conference tournament. No conference may certify teams to the state if fewer than four teams participate in the region tournament. SUBSTITUES Substitutes are allowed but must be assigned to the slot of the person replaced. MEDALIST A school may enter a player in the region tournament to compete for medalist if it did not have a team entered. The region medalist may compete in the state tournament even though his team is eliminated. PLAY The state and region tournaments shall consist of 18 holes. Team members shall play in different groups if classification has 4 or more conferences. TEE TIMES Tournament host shall designate the time of competition. PRACTICE ROUND A practice round may be allowed the day before. (optional) 2
CADDIES No caddies may be used at the conference and state golf tournament; however, pull carts are allowed. ASSISTANCE Assistance given a player from anyone while on the course may subject the player to being disqualified. A school coach may coach players as prescribed in handbook. REGIONAL AND STATE PIN PLACEMENTS The location of pin placements for regional and state events should be made available to all participants on the same day. GALLERIES Galleries are not permitted on the fairways. TEAM SCORING The lowest combined score of the team members shall be the winner. Boys 7A May have 5 players with 4 lowest scores determining team score. Girls 7A May have 3, 4, or 5 players with 3 lowest scores determining team score. Boys 6A May have 5 players with 4 lowest scores determining team score. Girls 6A May have 3, 4, or 5 players with 3 lowest scores determining team score. Boys 5A May have 5 players with 4 lowest scores determining team score. Girls 5A May have 3 or 4 players with 3 lowest scores determining team score. Boys 4A 3 or 4 players with 3 lowest scores determining team score. Girls 4A 3 or 4 players with 3 lowest scores determining team score. Boys 3A 3 or 4 players with 3 lowest scores determining team score Girls 3A 3 or 4 players with 3 lowest scores determining team score. Boys 2A (includes A) 3 or 4 players with 3 lowest scores determining team score. Girls 2A (includes A) 3 or 4 players with 3 lowest scores determining team score. INDIVIDUAL The individual with the lowest score shall be the medalist. All players shall be competing for the medalist honor. 3
TIE BREAKING PROCEDURE Play-offs will be held if needed for individual and team winner, runner-up and for overall tournament qualifiers. PROCEDURE If a tie occurs in the team scores for first or second place, the procedure to break the tie shall be as follows. The coach will indicate which two players he would like to have participate in a sudden death play-off. The involved players will begin play at an appropriate hole, and the lowest combined scores shall be the winner. Continue this process until the tie is broken. If for some reason a play-off cannot be conducted, the procedure to break the tie shall be as follows. Using the scorecards for all team players in the tie, begin with the first hole s scores and the lowest combined score shall be the winner. If still tied, go to the second hole. Continue this process through all eighteen holes if necessary. CONFERENCE RESULTS CERTIFICATION Results must be reported by certifying the entries to the state tournament director immediately following the conference tournament and to the AAA office. FOOTWEAR It is the responsibility of the school to ensure proper footwear and attire. STATE AWARDS The Arkansas Activities Association shall provide awards for state meets. Individual awards for the state meet shall be medals for the first two places. Team plaques at the region level shall be awarded for first and second places. ALL STATE QUALIFICATION Top 15% plus ties of golfers in each classification based on scores in the state tournament. MONITORS Are to be used at State Tournaments and recommended for Conference Tournaments. Monitors are responsible for: 1) Aid in the speed of play. 2) Help verify scores a the end of each hole. 3) Report problems or situations to the Tournament Director and/or Golf Professional. STROKE LIMIT A 10 stroke limit per hole shall be used at all conference and state tournaments. MONITORS/SCORERS Monitors/scorers are required for all groups at conference and state tournaments. The role of the monitor/scorer is to verify participants scores after each hole and contact course professional and/or tournament director regarding problems or rules interpretations. Volunteers or coaches may be used as monitors/scorers. The host school shall provide each monitor/scorer with an armband, badge, or other type of identifying device. 4
COACHING DURING MATCHES If all playing groups are covered by a volunteer monitor/scorer, head coaches may be allowed to coach their athlete while walking from green to tee (cannot delay play or stop walking). Coaching may take place from the time the last member of a group leaves the green until the group arrives at the next tee. Coaches may not be on the green or tee box. The host school shall provide the head coach of each participant with an armband, badge, or other type of identifying devise to wear while coaching from green to tee. Only the schools designated head coach may coach during the match. The designated head coach must be: (1) a registered volunteer who has successfully completed the NFHS Coaches Education Program; (2) a district employed certified teacher who has successfully completed the NFHS Coaches Education Program; or, (3) a district employed certified teacher with an Arkansas Department of Education coaching endorsement. If head coaches of qualifying teams are used as monitors/scorers, coaching can only be done at the turn. RULES OF GOLF 2011 POINTS OF EMPHASIS Each year the Arkansas State Golf Association will provide the Arkansas Activities Association and our member schools with points of emphasis concerning the rules of golf. Please go over these items with your team during the season and before conference and state tournaments. ETIQUETTE The Spirit of the Game- All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. Show consideration for other players and abide by the Rules. Consideration for Other Players- Players should always show consideration for other players on the course and should not disturb their play by moving, talking, or making unnecessary noise. On the teeing ground, a player should not tee his ball until it is his turn to play. Players should not stand close to or directly behind the ball, or directly behind the hole, when a player is about to play. On the Putting Green- Players should not stand on another player s line of putt or when he is making a stroke, cast a shadow over his line of putt. Play at Good Pace and Keep up- Players should play at a good pace. It is a group s responsibility to keep up with the group in front. Players should be ready to play as soon as it is their turn to play. Bunkers, Repair Divots and Preventing Damage- Before leaving a bunker, players should carefully fill up and smooth over all holes and footprints made by them and any nearby made by others. Players should carefully repair any divot holes made by them and any damage to the putting green made by the impact of a ball. Players should avoid causing damage to the course by removing divots when taking practice swings or by hitting the head of the club into the ground. SCORING In stroke play, a player who is acting as a marker should, if necessary, on the way to the next tee, check the score with the player concerned and record it. Match Play- A match consists of one side playing against another over a stipulated round unless otherwise decreed by the committee. In Match Play the game is played by holes. A hole is won by the side that holes its ball in the fewer strokes. A player should be honest when turning in their scores. The score card should have two signatures on it, coming to an agreement that the scores and totals are correct. 6
Lightning Guidelines The following procedures will be put in place for lightning disturbances or other weather related issues: Lightning Delay Procedures 1) Use the AAA Handbook/NFHS Rulebook as a guide to implement lightning delay procedures. 2) When thunder is heard or a cloud to ground lightning bolt is seen or an approved lightning/storm detector indicates that lightning is within eight (8) miles of the venue, the thunderstorm is close enough to strike your location. Suspend play and take shelter immediately. 3) Adhere to the 30 minute rule before resuming play, regardless of the point of interruption. 4) Communicate with host school administration, visitor administration, and head coaches of both teams as conditions change. 5) Attempt to finish contest, if at all possible, once lightning disturbances subside. 6) It is ultimately the responsibility of the game officials in communication with the host site administration as to whether to suspend the contest or extend the delay additionally. 7
2011 SPORTS MEDICINE POINTS OF EMPHASIS Every coach needs a great defense to be successful. This is a defense that you can run to help beat M.R.S.A. staph infections before they hit your team. Athletes MUST wash their hands prior to any athletic participation. Athletes should have all cuts & scrapes covered prior to participation. After participation clean the wound and recover. DO NOT allow athletes to share water bottles, towels, razors, or athletic equipment. (Use cups, disposable drinks, individual towels or disposable towels, and make sure athletes are wearing the equipment that was issued to them.) Make alcohol based hand sanitizer available during practice and games. Athletes MUST take showers after practice and games. Disinfect ALL balls used in practice or games by spraying them with Lysol. Clean locker rooms, meeting areas, in door workout facilities, courts, and cheerleading mats weekly with an FDA approved solution that targets M.R.S.A. (Wrestling mats should be cleaned daily.) If you have Turf in your indoor facility check with the manufacturer to see which disinfectants are recommended. Wash ALL soft good items daily. (towels, practice gear, etc.) Specific equipment for each sport should be cleaned weekly (volleyball knee pads, football equipment, catcher s gear, etc.). Weight Rooms should be equipped with disinfecting wipes & hand sanitizer. (Wipe down weights after each use, encourage athletes to clean hands, cover any tears on weight benches, athletes should wear shirts while working out.) Any athlete with signs & symptoms of an infection should be isolated from the rest of the team immediately and referred to a licensed health care professional, such as a school nurse, certified athletic trainer, or physician. 8
New Sports Medicine Requirements in Accordance with ACT 1214 of 2011 Each member school received a complimentary copy of the NFHS Sports Medicine Handbook. The handbook will be extremely useful as you prepare to meet the new sports medicine requirements in accordance with ACT 1214 and the new Arkansas Activities Association sports medicine requirements. Please keep the handbook on file as we will be referencing it throughout each school year. The Arkansas Activities Association Board of Directors approved the following guidelines effective immediately: 1. Football Pre-season Regulations 1. Football practice may begin on Monday of week #5. 2. Schools cannot have consecutive days of two a day practices. 3. Three days of conditioning with only football helmets and shorts are mandatory before full pads are worn. 4. Thursday of week #5 is the first permissible practice with full equipment. 5. Student athletes shall not engage in more than three hours of practice activities on those days during which one practice is conducted. 6. Student athletes shall not engage in more than five hours of practice activities on those days when more than one practice is conducted. 7. The maximum length of any single practice session is three hours. 8. On days when more than one practice is conducted, there shall be, at a minimum, one hour of rest/recovery time between the end of one practice and the beginning of the next practice. This time is exclusively for students to rest/recover for the following practice session. 2. Emergency Action Plans and Procedures for Hot Weather Practice Each member school must develop (1) emergency action plans for each individual athletic venue and (2) procedures for hot weather practices. The emergency action plans should be reviewed each year with staff and local EMS provider. The AAA will create a guide entitled, Sample Athletic Healthcare Plan Guide. The guide will help member 9
schools create and implement emergency action plans and procedures for hot weather practices, it will be available on the AAA Website in the Sports Medicine Section Tuesday, June 14 th. The emergency action plans and procedures for hot weather practices must be completed by August 1 st or six weeks prior to the beginning of their season. 3. Required Sports Medicine Training Every three years all coaches of member schools are required to receive training on concussion, heat illness, and MRSA. The AAA will create the research based on-line professional development sessions. The training will be created over a three-year period: heat illness, concussion, and MRSA. In the 2011 2012 school year, heat illness and concussion training will be required by August 1 st or six weeks prior to the beginning of their season. The AAA will allow a school to use a certified athletic trainer to provide the heat illness training. The certified athletic trainer MUST use the curriculum created by the AAA Sports Medicine Advisory Committee. The online heat illness training is available through ArkansasIDEAS. 4. Preseason Football Meeting with Parents and Students Concerning Heat Illness Each member school football team will be required to conduct an annual preseason meeting with parents and students to review how to identify and treat heat illness. The AAA has partnered with the Kendrick Fincher Hydration Foundation to provide a short, informative, and research-based training program for member schools to utilize. 10

The top half of all teams (including ties), plus the next top eight individual scores (including ties), would play 18 holes the second day. Both days scores will be combined to determine the championship and medalist. If there are an uneven number of teams who play on the first day the number of teams that advance would be rounded up. For example, if there were 13 teams seven teams would advance. 5A - Top three teams from each of the four conference tournaments plus the three individuals with the lowest score that are not a member of a qualifying team not to exceed a total of 18 participants. 4A - Top two teams from each of the six conferences plus the four individuals with the lowest score who are not a member of a qualifying team not to exceed a total of 12 participants. 3A Top two teams from each of the six conferences plus the four individuals with the lowest score who are not a member of a qualifying team not to exceed a total of 12 participants. 2A - Top two teams from each of the six conferences plus the four individuals with the lowest score who are not a member of a qualifying team not to exceed a total of 12 participants. 1A - Top two teams from each of the six conferences plus the four individuals with the lowest score who are not a member of a qualifying team not to exceed a total of 12 participants. Because of the number of conferences (two) 6A and 7A may use a different procedure to group qualifiers. If a shotgun start is used, the number ones should start on Hole 1, twos on hole 2 and so on to Hole 18. Ties to determine team and individual qualifiers to the state tournament will be played off. Ties to establish rankings for qualifiers will be carded. Ties to determine rankings will be carded starting on the number 1 handicapped hole, going to the number 2 handicapped hole and so on until all ties are broken. 11
